About this file
This is a Questions and Answers document for federal contract opportunity FA489726Q0021 regarding a Wrong Way Detection/Reverse Entry Alert System for a military installation gate facility.
The system must detect all vehicles entering the base in the wrong direction through lanes 1 and 2 of the outbound span, operating 24/7 in all weather conditions. The Government will accept camera-based systems (though not preferred), non-Dobbler radar systems (standard radars are unacceptable), and wire-free connections with wired detectors housed in the gatehouse. Detection requirements include all vehicle types—cars, trucks, cargo vans, commercial vehicles, and motorcycles—but exclude pedestrians and bicycles. The system must detect wrong-way entries at the second turnaround area as well. The contractor must provide detection accuracy metrics, false/nuisance alarm rates, and response times; however, the Government has not established specific performance thresholds and will evaluate these subjectively during acceptance. The system must maintain operational availability at all times with defined repair response times throughout the warranty period.
Infrastructure and integration details indicate that power is available inside the gatehouse, mounting can occur on the gate facility itself, and no additional support posts are required. Wireless or RF communication protocols are acceptable if the contractor coordinates specifics with the Communications Squadron for approval. The system is standalone and not connected to Air Force communications systems, therefore does not require Authorization to Operate or 5G/LTE connectivity. No MUTCD-compliant warning signs or internal visual warning signs are required. The contractor must provide sustainment support to ensure system operability throughout the 5-year warranty period, excluding third-party damage, and there are no current plans for future expansion to other gates or integration with Video Management Systems.

Q&A - FA489726Q0021
Wrong Way Detection/Reverse Entry Alert System
Questions via Email:
1. Is a camera-based system acceptable?
a. Govt Answer: Yes, but not preferred
2. By "wire-free" connections, are wires acceptable if detectors are wired and remain in the main gate house?
a. Govt Answer: Yes
3. Performance and Operational Requirements:
a. False and Nuisance Alarm / Performance Thresholds. Does the Government have defined performance metrics (e.g., detection accuracy, false/nuisance alarm rate, response time) for the system, or will these be evaluated subjectively during acceptance?
i. Govt Answer: No government standard, but need to know what the systems detection accuracy, false/nuisance alarm rate, and response time are to evaluate the system
b. Environmental Performance. Are there specific environmental performance requirements (e.g., snow, fog, low light, extreme temperatures) that the system must reliably operate under?
i. Govt Answer: Must perform in all weather conditions
c. System Availability. Are there uptime or system availability requirements
(e.g., Operational Availability, Ao; MTTR; MTBF; etc) that the contractor must meet during the warranty period?
i. Govt Answer: Must be operational at all times and have a resdponse time for repairs
4. Detection Coverage and Operational Scenarios:
a. 3rd Lane Detection Zone. From the diagram, “Detection Zone can include 3rd lane is needed” is a little confusing. As this lane was not included in the purple/yellow shaded Proposed Detection Area (Lanes 2 and 1 of Outbound span), does the site intend to only want the system to detect reverse entry here at certain times of day? certain days of the week? switchable ON/OFF by the sentry/operator? At all times?
i. Govt Answer: Must detect all vehicles entering the base (the wrong way) in lanes 1 and 2. Lane 3 does not allow entry to the base (gate in lane 3 at Main Gate facility) and vehicles would have to use lane 2 to enter the base the wrong way. Operational 24/7
b. Turn-around #2. Should the area between the inbound and outbound spans by the 2nd turnaround just short of the Gate House island be monitored for inbound vehicles performing an S-turn and proceeding through the outbound lane in the reverse direction? This scenario is not marked by the Proposed Detection Zone.
i. Govt Answer: See item 4a above
c. Wrong Way/Reverse Entry Types. Which of the following are required for detection and alerting: cars, trucks, cargo vans, commercial vehicles (tractor trailers), motorcycles/mopeds, bicycles, pedestrians, other?
i. Govt Answer: All vehicles to include motorcycles, not pedestrians
5. System Architecture and Infrastructure:
a. Existing Infrastructure. The PWS notes that existing infrastructure may be utilized. Can the Government provide details on available power, mounting structures, and any existing communications pathways that contractors are expected to leverage?
i. Govt Answer: Power is available inside Gate House, can mount on the gate facility itself, and communication pathways are direct to and from system components,.
b. Communications Protocols. Are there any required or preferred communication protocols (e.g., encrypted wireless, specific RF bands, network integration standards) between detectors and the gatehouse system?
i. Govt Answer: Any are acceptable, if wireless or RF are used the contractor must provide the Government with specifics on them so they can be coordinated with the Communications Sq for approval.
c. Mounting & Aesthetics. Are there any requirements or restrictions related to mounting hardware, visual footprint, or preservation of the gate’s appearance?
i. Govt Answer: No specific restrictions, but user must be advised on what will be placed where, so it does not interfere with other systems or create a unwanted visual appearance at the gate.
d. Future Expansion / Integration. Does the Government anticipate expanding this capability to other gates, locations, and/or integrate with Video Management Systems (VMS) (i.e., VICADS), vehicle arresting systems, and/or the BDOC?
i. Govt Answer: Not at this time
e. Cybersecurity/ATO. Does the system need to have or be able to acquire an
Authorization to Operate (ATO)?
i. Govt Answer: Not connected to any USAF Communications System, stand alone system.
6. Alerting and User Interface Requirements:
a. Driver Notification. We noticed there is no longer a requirement for signage for the drivers. Confirming no MUTCD-compliant Wrong Way LED signs (solar or otherwise) are required for notifying drivers coming inbound through the outbound lanes.
i. Govt Answer: Correct, no signs
b. Proposed Internal Visual Warning Sign. It is mentioned within the PWS;
however, the blue star icon on the provided diagram is missing. Is there dedicated wall space identified for the Wrong Way sign inside the primary Gate House?
i. Govt Answer: No sign, removed from project
7. Sustainment, Warranty, and Maintenance:
a. 5-Year Warranty. Although a warranty period was defined for defects in material and workmanship, to include replacement of defective parts (including shipping), preventive maintenance / sustainment of the system was not mentioned. What is the current sustainment support available for the system should a part experience a defect and require replacement, configuration, troubleshooting to determine if the issue is due to a defect, misuse, or influence outside of the system’s responsibility (e.g., power, 3rd party damage, acts of God, etc)? Is there an expectation for sustainment support or is depot-level warranty sufficient?
i. Govt Answer: Sustainment support to ensure system is operational excluding 3rd party damage
b. Remote Sustainment/Maintenance. Are 5G/LTE options authorized for remote troubleshooting, maintenance, firmware updates, and system configuration adjustments per the 366th SFS’ request throughout the 5-Year warranty period?
i. Govt Answer: System not connected to base communications system so not aura how5%G/LTE would be used
Questions via Site Visit:
1. Is a Non-Dobbler Radar acceptable?
a. Govt Answer: Yes. Standard radars are unacceptable.
2. What does the electrical look like inside the main gate housing?
a. Govt Answer: The main gate house has a circuit breaker box that can be utilized. All wiring can be properly housed and routed through external conduit.
3. What types of support posts would be required to mount the equipment?
a. Govt Answer: No additional support posts should be required.
