Section B: Description of the Supplies/Services Required

The 366 OG (Operations Group) at Mountain Home AFB has a requirement for one (1) electro-hydraulic therapeutic machine to provide shock therapy treatment to aircrew as part of the Optimizing Human Weapon System Program.

Section C: Justification for Soliciting from a Single Source or Brand Name

This is a Brand Name requirement where the 366 Operations Group requires an electro-hydraulic therapeutic machine.

Currently we have in operation other Shockwave therapy machines, therefore we are requiring this name brand machine in order to obtain different capabilities that are not found in other commercially available therapy machines.

The SoftWave 500 Li is the only system right now that provides the electro-hydraulic feature on a Shockwave Therapy Machine necessary to enhance their capabilities IAW with the Spec Sheet. We have been able to identify at least two (2) companies who are interested and capable of fulfilling this requirement.

In accordance with FAR 13.501(a)(iv) this justification is being provided with the solicitation.

Section D: Efforts to Obtain Competition

We have been able to identify at least two (2) companies who are interested and capable of fulfilling this requirement.

Both of those companies are Small Businesses and are active registrants in SAM.gov.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This is a Brand Name Requirement because the base is requiring a unit that is very specific in nature. As of right now, there are not a lot of vendors who are offering this product with the specifications they are needing. In the future, there may be more vendors who may be able to offer Shockwave Machines that have these capabilities, therefore, it is crucial that Market Research be conducted thoroughly to make sure we are promoting the proper competition for prospective requirements similar to this one.
