About this file
This document is a Questions and Answers (Q&A) file for a Fighter Wing Camera Upgrade dated 17 Sep 2025. The project involves upgrading a camera surveillance system with 162 cameras to be recorded at the Base Deployment Operations Center (BDOC). Key technical details include using existing network pathways and switches, implementing Power over Ethernet (POE), and requiring camera systems approved by the Security Forces Center. The infrastructure will include 16 personal viewer stations, 2 client stations, and 1 admin workstation, with a storage system corrected to 2-480TB and a UPS system provided by the government.
Specific deployment parameters indicate no new camera locations, no security clearance required for technicians, and all existing poles will be used for pole-mounted PTZ cameras. The system must be NDAA-compliant, with camera brands subject to Security Forces command approval. The upgrade involves minimal new infrastructure, focusing on replacing and updating the existing camera system with improved storage, recording, and viewing capabilities across multiple facilities including Main Gate, Visitor Control Center, and Grand View Gate Facility.

Question 1. Could you please provide coordinated drawings or sketches that include:
a. Building identification.
b. Room numbers.
c. Camera layout.
d. Mounting heights.
e. Cable pathways.
f. Patch panel locations.
g. Locations of the ECC and BDOC server racks.
h. Server cabinet locations.
i. UPS system locations.
j. Locations of Client/Admin/Personal viewer workstations
Answer: This information cannot be sent out at this time. Once the contract is awarded limited information can be given.
Question 2. Per Section 1.2 (“2-480GB SATA Server”), please confirm whether this requires two racks at each location (ECC and BDOC) or one rack per location.
Answer: there is currently one rack at each location with multiple slots.
Question 3: Please confirm whether the server cabinet in the ECC is distinct from the two racks referenced.
Answer: yes, it is. It is a moveable rack housing multiple equipment. It will house the sever and pull-out monitor for the camera system. There will be 3 slots in the rack available for the server and UPS system.
Question 4. Section 1.2.1 lists a total of 112 cameras, while Appendix A lists 162. Please confirm the correct totals.
Answer: 162
Question 5. The SOW describes this as a system upgrade. Please confirm whether existing pathways are to be used exclusively and whether no additional cabling or pathways are to be provided at this time
Answer: The current pathways will be used unless circumstances deem necessary for change.
Question 6. Section 1.1 indicates responsibility for maintenance related to camera equipment installation.
Could you please define the expected maintenance scope, including:
a. Preventive vs. corrective maintenance requirements
Answer: we are looking more at the lines of warranty, which we hope would cover preventative and correction.

b. Any exclusions or limitations
Answer: None currently.
Question 7. Under Section 1.1, please clarify which types of power supply related damage fall within our responsibility. Specifically, identify covered failure modes (e.g., internal failure, surge events, brownouts, battery failure) and any exceptions, to determine which equipment would require replacement.
Answer: Each system will have an UPS attached. There will be a few that will require extenders and POE. It should only be internal failures.
Question 8. Could you please provide the exact mounting conditions for wall-mounted cameras, including:
a. Material (e.g., concrete, CMU, drywall on metal studs, metal panel)
Answer: I cannot provide the following. I can tell you that you will run into some or all the above.
b. Height constraints or restrictions
Answer: Unknown. You will need ladders and a lift at some locations.
Question 9: Are there existing firestopping systems associated with current pathways or conduits that we must maintain, replace, or extend? If so, please specify:
a. Required fire-resistance ratings.
Answer: Unknown
b. Approved firestopping systems/manufacturers.
Answer: Unknown
c. Documentation and inspection submittal requirements.
Answer: I need the document types, and I can get you to the right office
Question 10: Are you only accepting Camera systems made by Milestone or VICADS? Or do you have these systems and you are looking to change the cameras to new ones?
Answer: There are multiple types that are approved through the Security Forces Center. I will need the recommendations on what system you are trying to use, and I can verify against the list.
Question 11: Would it be permissible to propose an alternative brand of cameras, provided they are fully NDAA-compliant? The option we are considering not only meets compliance requirements, but also offers improved specifications, cost savings, and eliminates the need for recurring license fees.
Answer: The system must be approved by the Security Forces’ command
17 Sep 2025 Question 12: Will the contractor or technicians require any security clearance to perform this work?
Answer: No, they will not.
Question 13. Can we obtain a building layout over the building(s) involved?
Answer: Not at this time.
Question 14. Is there a layout over what location cameras (Box, Dome, PTZ and Thermal) gets assigned to?
Answer: Not currently.
Question 15. Are all poles existing for the pole mount PTZ’s?
Answer: yes
Question 16. Is it correct assumption there is 120VAC provided by each pole where a PTZ will be located?
Answer: Everything is ran over POE.
Question 17. Is it ok to be nonrunning/not recording during each buildings swap-over phase?
Question 18. Are there certain sections with new camera locations?
Answer: No
Question 19. Are all cameras going to be recorded back at BDOC?
a. If yes, to above, Storage is not enough (SOW 1.2.1 page 2 of 13) for proposed number of cameras.
(Unless the 2 - 480GB is a typo and should be 2 - 480TB) Storage will need to be increased depending on for example: resolution, framerate, and compression. Please advise
Answer: It can be increased. It was a typo it should be TB. Please see updated Statement of Work (SOW)
Question 20. Is the assumption correct that also each buildings cameras will be recorded locally onto the “workstations” hence the 24-7 for minimum 30 days of recording? (SOW Page 12 of 13)
17 Sep 2025 Answer: It will not need to be recorded at the workstations. The personal viewers need to be able to access the recording from the server.
Question 21. Are we responsible for connections/interconnections between buildings (Cat6 and or fiber) or is there an established network path already?
Answer: There is already an established network.
Question 22. Will we be provided an assigned IP range for all devices?
