SPECIFICATION SHEET
Mountain Home AFB, ID
Tier 1 Tactical Combat Casualty Care Training
13 May 2024
1. GENERAL: The 366th Fighter Wing located on Mountain Home AFB, ID requires Tier 1
Tactical Combat Casualty Care (TCCC) Training for 250 military personnel over the course of 5 days, 15-19 July 2024.
2. OPERATIONS SECURITY: The contractor shall comply with 366 FW OPSEC requirements and countermeasures to protect critical information as defined in AFI 10-701, Operations
Security. Contractors shall receive unit specific OPSEC briefing prior to the start of work.
Briefing documentation must be completed by the respective unit OPSEC coordinator. The unit OPSEC personnel will provide guidance on protecting critical information, training materials, and other instructions as needed. The contractor will comply with the 366 FW
OPSEC policy that imposes a 100% shred requirement of all government-related paper products using NSA approved devices only.
3. TRAINING: The Contractor shall conduct training of military personnel IAW the following guidance:
3.1. Training must be IAW DoDI 1322.24 Medical Readiness Training (MRT)
3.2. Utilize NAEMT TCCC instructors or DHA Deployed Medicine Instructor Train the
Trainer certified instructors
3.3. No more than 1:10 instructor to student ratio
3.4. Consist of lectures accompanied by DHA Deployed Medicine slides/videos
3.5. Consist of immersive, scenario based hands-on training
3.6. Incorporate realistic and high-fidelity, hemmorrhage and bleeding control manikins
3.7. Incorporate a certification event to verify skills competency
3.8. At completion, students must be able to perform lifesaving skills: rapid casualty assessment, tourniquet application, hemostatic dressing, pressure dressing, and airway maneuvers
3.9. At completion, students must pass the Final Skills Assessment of the TCCC ASM course.

4.1. Training must occur on Mountain Home AFB, ID
