Can the Government confirm this is in fact a Base + 2 Option Year contract? Our assumption is the selected vendor would be required to provide one week’s worth of instruction (40 hrs.) within each contract year (presumably July 2025 and July 2026)? Is that correct?

Training for 250 military personnel over the course of 5 days, 15-19 July 2024.
Since Tier 1 – ASM is a one day course, can the Government confirm this assumption is accurate? We assume that the selected vendor will deliver an ASM course each day between 15-19 JUL for a total of 5 courses, with each course having on average of 50 students (50 x 5 = 250)?
Yes, the contractor shall train 50 people at a 1:10 instructor to student ratio for the 5 days
If this assumption is accurate, will the Government have flexibility in the 1:10 Instructor/Student ratio, meaning it’s possible one class may have 45 students and another have 55 students, thus requiring 5 or 6 instructors respectively?
Yes we will have flexibility with the class size
Alternatively, would the Government please confirm that 50 students is the maximum, per course delivery.
We are flexible with the maximum amount of people in class per day as along as it’s a 1:10 ratio not to exceed 1:15 of instructor to student ratio

Incorporate realistic and high-fidelity, hemorrhage and bleeding control manikins
If this requirement is indeed a three year effort, to help keep costs lower for the Government, could the Government confirm that the vendor would be able to store these materials at the 366th for the duration of the contract vs. incurring shipping costs each year?
This is a 1 time service the contractor will be responsible for provide the High fidelity manikins IAW the spec sheet.

Certification

1) Please confirm that the government does want each student to get a certification.

Yes every student will need a certification as the UDM requires it before deployment

ASM Cert

2) Please confirm that all personnel will get the ASM cert and that there are no Medics in this group.

There is no medics in the class. The customer needs 250 airman to have a Tier 1 certification and nothing more.

1:10 ratio question

3) Would the government accept a lower ratio of 1:6 instructor to student ratio? In order to be in compliance with and issue a cert from NAMET they require a 1:6 ratio. Additionally at 1:10 we do not believe that the students get enough personal attention and they are left with a lot of down time waiting for practical application training.

The Government will conform to any ratio lower than 1:15 as long as the contractor can have all 250 personnel trained withing the 5 day time frame

Evaluations

According to the SBA and the DoD Small Business Office, CPARS and Past Performance Questionnaires (PPQs) are to be evaluated at the same level. Therefore, we will be submitting PPQs as attachments to our bid in lieu of CPARS for past performance data in which CPARS do not exist.

No, we don't plan to provide any consumables

Do you know if any of the 250 students for the TCCC are medics?
None of the students are medics and only require Tier 1 training.

Is it the intent of the government to have 50 students attend the training each day for a total of 250 students after the 5 days?
That is the intent but we are flexible with the number of students per day.

Does the government want each student to be provided with a student handbook?

No, the students don't need a student handbook but study materials that can be reviewed post-training would be useful

What facilities will we be using to teach in? In particular, how many students can comfortably receive instruction? And will it have Audio Video equipment available for use in those classrooms?
For the location, we are looking at either OSS auditorium, theater, or using one of our tents for the academic’s portion with the hands on training outside and Yes, we will have audio and video equipment available

Planned workday is 0800-1600.
