Evaluation Factors for Award

The following clauses were modified:

52.212-2 - Evaluation-Commercial Items. Oct 2014 hereby reads as follows:

Evaluation-Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:

(Step 1: Initially, offers shall be ranked in order according to total price. An offeror’s proposed prices will be determined by multiplying the quantities identified in the Price List by the proposed unit price for each Contract Line Item Number (CLIN) to confirm the extended amount for each. The offerors will be evaluated for completeness, reasonableness, and balance of the proposed evaluated price. Proposals will be evaluated in order, starting with the lowest price to the highest price.

Step 2: Technical Evaluation. All Offerors shall provide a(n) Contractor/Subcontractor Qualification information in accordance with the PWS Section. Each plan should address and provide sufficient information related to personnel qualifications reflecting that qualifications meet the requirements as explained in the PWS. A technical evaluation shall be conducted, based on the information provided, and evaluated on a Pass /Fail basis.

Items to be provided:

-- Contractor shall provided sufficient product data that the PAPI lights are IAW with para 2.1 of the PWS.

-- Submit certification or documentation showing company is able to commission PAPI Lights in para 2.4.

If the lowest price offer is found to be technically acceptable, evaluations shall stop. No other Offers will be evaluated. If the lowest price offeror is found to be Not technically acceptable, then evaluations shall continue in order of price until an offer is found to be technically acceptable. Award shall be made to the lowest price offer who is found technically acceptable.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
