QUESTIONS AND ANSWERS

AIRFIELD PAPI LIGHTS
Q1. Will there be a site visit for this project?
A1. No. With the Governement installing the lights, there will not be a site visit.
Q2. Are there any drawings related to this solicitation?
A2. Since the Government is going to install the equipment they have the drawings necessary.
Q3. On previous projects of this type the Air Force had a plane fly around the base to test the positioning of the lights. Will this be required and who will be responsible for organizing/paying for this?
A3. Yes the positioning will need to take place. The testing of the positioning can be organized by the contractor. Air Force can test if the normal testing agency has a backlog of requirements and are not able to perform the function in a timely manner.
Q4. In the solicitation on PDF page 59 under “Evaluation Factors for Award Step 2: Technical Evaluation”
– it references PWS, Section/Para. 3. I don’t see a paragraph 3 that includes information for the technical evaluation. Can you please clarify what information is needed?
A4. Please amendment 1, Provision 52.212-2, Evaluation-Commercial Items. Changes have been made.
Changed to:
Step 2: Technical Evaluation. All Offerors shall provide a(n) Contractor/Subcontractor Qualification information in accordance with the PWS Section. Each plan should address and provide sufficient information related to personnel qualifications reflecting that qualifications meet the requirements as explained in the PWS. A technical evaluation shall be conducted, based on the information provided, and evaluated on a Pass/Fail basis.
Items to be provided:
-- Contractor shall provided sufficient product data that the PAPI lights are IAW with para 2.1 of the
PWS.
-- Submit certification or documentation showing company is able to commission PAPI Lights in para 2.4.
Q5. When is the bid date & time for this project?
A5. Quotes are due by 6/11/2021 at 2:00 PM.
Q6. As a point of clarification it appears this is a supply materials and supervise/support owners forces?
A6. The Government will be installing the lights with the supervision of the Contractor. The Contractor shall commission the PAPI Lights IAW the PWS.
