This document contains answers to questions received prior to the close of the question period.
The PWS has been amended as a result of question 11 and is the only change to the PWS.
1. Question: How many days per week is the Gym Annex (#2306) and Gym (#2371) open?
Answer: Normally 7 days a week.
2. Question: Who provides consumables? Is it a requirement to purchase paper and/or supply products from Ability One? And is it part of the contract as a projected amount or is it a charge through based on actual usage?
Answer: Consumables are provided by the contractor. The supply products must be AbilityOne products if they are on the procurement list, but there is no requirement for which retailer must be used. It is part of the contract as a projected amount. Please refer to the solicitation for more information.
3. Question: Is there a track at #2306 or #2371? If so, could you please provide the square footage?
Answer: Just at #2306. The second floor has a total of 7,184 SF, the 2nd floor track is 4,241 SF with the first floor being multi use floor space (15,139 SF)
4. Question: Is there a basketball court at #2306 or #2371? If so, could you please provide the square footage?
Answer: #2306 - Multi use floor space rubber entire first floor with hoops in center of floor space (15,139 SF) #2371 - which includes everything outside the sidelines in the room, wood floor. (9797
SF)
5. Question: Who is the incumbent and what is the price for the Base year and each option year?
Answer: Promaintenance. The government will not provide any information above and beyond what is publicly available via https://www.fpds.gov/fpdsng_cms/index.php/en/.
Other than exercising of options, there have been periodic additions of funds due to special events and therefore, the information may be of limited usefulness.
6. Question: What is the contract # for the current work being performed?
Answer: FA489715C2004
7. Question: What sort of logistical challenges will we have accessing the base? Daily vehicle checks? Or random checks?
Answer:
Contractors must complete an SFS30 for each employee and subcontractor employee, which requires disclosing personal information (e.g., social security number). Contractor employees will be subject to background checks. In some cases, a contractor employee’s criminal history may result in denial of base access.
Privately owned vehicles:
Use main gate and may enter with proper credentials if properly registered, licensed and insured. These vehicles may be subject to random checks.
Contractor/Company owned vehicle:
Must use the Mountain Home AFB Grandview gate when it is open and will be subject to a search. Work vehicles left on the base don’t need to be rechecked.
8. Question: Can our employees drive their personal vehicles on the base or should we provide a vehicle? Or a golf cart?
Answer: Personal vehicles are acceptable. Any other transportation arrangements can be discussed after contract award.
9. Question: What sort of badging process should we expect?
Answer: Contractors will have to complete SFS30 and be subject to background checks per the PWS.
10. Question: What would be the turn around and any ideas on the requirements?
Answer: Per the PWS, turnaround is normally two weeks on SFS30’s and they last up to a year.
11. Question: There is a mention of special event cleaning with only 24 hours notice, depending on the extent of the cleaning required we may need more notice than that. And will it be at a special rate to accommodate special event cleanings?
Answer:
The government intends to be reasonable in providing advance notice but the requirement has been changed to 72 hours in advance instead of 24 hours on the amended PWS.
The CLIN structure requires contractors who submit quotes to provide a per square foot price for special events. This will be used to calculate the total cost of the modification and should negate the need for any negotiation.
12. Question: If by chance there are proprietary towel and tissue dispensers on base that do not fit the required AbilityOne items will you allow Outlook Nebraska to provide dispensers at no cost to the government?
Answer: We do not believe there are any proprietary dispensers. Contractors can replace the dispensers at no cost to the government at which point the dispensers will become the property of the government. Replacement would need to be coordinated with the CORs to ensure Civil Engineering and/or facility managers are apprised of the changes and provide any necessary approvals. Old dispensers would need to be recycled properly.
13. Question: If we are required to clean carpets and hardfloors for each facility as listed in Appendix A, I need the square footage for these areas, Appendix B only provides square footage for Restroom.
Answer: The zeros are intentional. Only provide quotes based on square footage and restroom fixtures.
14. Question: PWS Appendix B – Estimated Square Footage and Cleaning Level, defines Levels 1 (Prestige), 2 (Basic), and 4 (Special) and associates specific buildings. However, Levels 1 and 2 appear to be restricted to restroom cleaning since they do not designate any carpet or hard floor area. Is it the government’s intention to restrict Level 1 and 2 cleaning to restrooms only? If not, will the government provide square footage for all buildings to facilitate labor estimation?
Answer: Level 1 and 2 are for restrooms only at this time and contain estimated square footage. Fixtures are included in the square footage of the restrooms.
15. Question: The Bid Schedule calls out Level 3 Facility, Level 3 Restroom, and Level 3 Periodic cleaning, yet there are no buildings associated with Level-3. Will the government define which buildings require Level 3 cleaning?
Answer: There are no buildings requiring level 3 cleaning at this time.
16. Question: PWS Appendix A – Air Force Custodial Standards, defines levels of cleaning pertaining to types of facilities. Are the cleaning functions defined for each level ALL applicable to the Levels/buildings defined in Appendix B?
Answer: The specified levels are the baseline/minimum requirements. Certain facilities have additional or more specific requirements identified in the PWS (e.g., the CDC).
17. Question: Is the existing contract under a CBA?
Answer: No. The wage determination has been provided.
