SUBJECT: Amendment 3; Responses to Industry Submitted Questions for Main Briefing Room Audio Visual (A/V) of Solicitation FA489720Q0015

The following are responses to industry submitted questions:
Q1: Observation: Section 1.0 lists system will accommodate up to 12 high-definition (HD) video, audio, inputs. Further in the document it is stated that a NIAP certified KVM device (12 port) should be provided. Please confirm if secure KVM switching infrastructure will be required to accommodate 12 GFE personal computers.
A1: The request is for the ability to utilize 2xKVMs two keyboards and 2 mice to login and input data into all systems connected through Crestron utilizing the two control system monitors.
The computer systems will be split between the two KVMs to allow simultaneous control of two systems. The Crestron system must be capable of displaying inputs from any system, on any projector or TV (i.e. input from one KVM on the left projector/TV, and a separate input on the right, or all projectors and TVs displaying a single input.
Q2: Please confirm if this space will host a multi-class secure network.
A2: This space does not have a multi-class network in the direct sense however it has several different (isolated from each other) networks/systems that must tie into the Crestron equipment.
Currently six (6 systems will reside in the facility, with additional spare spots, with future systems being fielded in the future. System Name/IDs for input labeling will be provided to contractor following contract award.
Q3: Please confirm if GFE personal computers shall live in AV rack and if they shall be subject to some or all the following requirements:
Q3a: Minimum 1 meter of separation between physical devices that reside on separate networks
Q3A: Systems will not live in the Crestron rack. Separate rack should be provided that supports 1 meter separation from the unclassified system (1 EA) to the classified systems (currently 5).
Systems should be stored in locked enclosures to prevent unauthorized access (i.e. the Computer Security CPU4 Enclosure). 6x computer enclosures will be provided as part of this solicitation.
Housing for additional AV equipment (i.e. Crestron, sound system etc.) shall be provided as part of this RFQ.
Q3b: Power Isolation (turning specific GFE personal computers off when not in use)
A3b: Crestron not required to power down computer clients, only AV equipment (i.e. Projectors, Monitors on back wall, retract screens etc.). Power outlets must be provided and available to power the 12 computer systems.
Q3c: Fiber Optic Isolation
A3c: This will depend on where systems are located with regards to control station.
Q4: Section 1.0 lists the system must be capable of displaying any input on any projector/TV/monitor (not repeated/mirrored displays) separately or simultaneously. A traditional NIAP secure KVM switch usually hosts 1 primary output which could cause a blocking design only allowing 1 of the 12 sources to be shown at a time. Would something like a think logical fiber KVM distribution switch be desired for this space so any source could be routed to any display separately or simultaneously?
A4: If a designated KVM is used it must be on the NIAP approved list, if a non-traditional KVM is used it must meet same requirements with an approved accreditation. While it is imperative that all inputs can be displayed in any order on the two projectors and rear mounted displays, the monitors at the control desk can just display the system that is in use on that KVM
Q5: Section 1.0 lists proving quantity two (2) 32” monitors at a monitoring station as a requirement. Section 1.0 also states that central log in will require two (2) monitors, a mouse, and a keyboard. Please clarify if only two (2) 32” monitors shall be required at a desk within the Main Briefing Room of Building 278 or if two (2) 32” displays and an additional two (2) generic PC monitors shall be required at the desk.
A5: The log in and monitoring station are one in the same. There is only a requirement for (2) 32” displays for this purpose.
Q6: Section 2.5 references two touch screen displays which may refer to two operator stations at the command and control desk. Should two (2) keyboard and two (2) mouse peripherals be accommodated for at the command and control desk or only one (1) keyboard and one (1) mouse peripheral?
A6: There should only be one (2) keyboards and one (2) mice peripheral for logging onto all systems connected to each KVM. The two touch screens are for directing where the system outputs are displayed and are different from the (2) 32” operator stations.
Q7: Section 1.0 lists that equipment shall be installed in the building 278 Main Briefing Room with central log-on and control from a desk at that location. Please confirm if command and control desk should be provided within quote or if the furniture will be GFE and provided by others.
A7: Contractor is responsible for including a desk as part of their response to this RFQ.
Q8: Many Government jobs require labeling and systems asset tagging as a potential requirement. Please confirm if generic asset tags with barcode are required and/or approved or if asset tags will be provided by others for systems inventory management and control.
A8: Generic asset tags with barcode may be used. Unit will use that and provide any additional inventory labeling as required.
Q9: What is the size of the space (H x W x D)
A9: Approximate Measurements: 8’5” x 41’ 5” x 29’ (see diagram). However, it is the contractor’s responsibility to verify measurements.
Q10: What is the construction of the floor?
A10: Concrete with stick on carpet tiles. Stage feels like plywood on a frame (7” high stage).
Q11: What is the construction of the ceiling?
A11: Drop ceiling with acoustic tiles
Q12: Will the government be providing AC power to the device locations?
A12: 4x plugs are located in the front, 10 in the back corner (see diagram). Contractor will have to run additional AC power as required based on system design. AC power is currently run through conduit surface mounted on the walls. There are no outlets in the ceiling where the projectors will go or on the back wall where the TVs will be mounted.
Q13: Is video conferencing a requirement?
A13: No
Q14: What are the expected HD sources to be supported?
A14: Computer systems
Q15: Is there a requirement to capture audio for the entire room or is one microphone at the dais/podium sufficient?
A15: No audio capture via microphones at all is required or allowed. All audio inputs for the sound system shall be used for playing audio from the computer inputs only. The sound system must be capable of receiving audio from each computer source via HDMI and standard 3.5mm audio jack.
Q16: Can a site survey be arranged?
A16: Yes, A site visit is scheduled for 30 December 2019 at 10AM. Please refer to Amendment
2. Note: No electronic devices (camera, cell phones, fitbits, smart watches, computers etc. may be brought into the facility).
Q17: If a site survey is not possible can a floor plan of the space be provided?
A17: Please see attachment of diagram of floor plan
Q18: What are the video sources tying into the new A/V system? (PC’s, Blu-Ray Player, Cable television box, etc.)
A18: Computer systems via HDMI for video with the capability of 3.5mm or HDMI for audio.
Q19: How far are the video sources from where the projectors & displays will be installed?
A19: See attached diagram. Projectors as required to properly display on the front screens. TVs on the back wall and monitors on the desk up by the stage.
Q20: Is there an existing equipment rack for the new A/V equipment that will be used for this requirement? If so, where is this in relation to Main Briefing Room?
A21: No. This will have to be provided as part of the response to this RFQ. Government shall provide and connect the computer systems once the system is completed. Systems will not live in the Crestron rack. Separate rack should be provided that supports 1 meter separation from the unclassified system (1 EA) to the classified systems (currently 5). Systems should be stored in locked enclosures to prevent unauthorized access (i.e. the Computer Security CPU4 Enclosure).
Q22: Will we be responsible for providing the switching solution?
A22: Yes.
Q23: Are we just providing the displays and projectors for an existing system?
A23: No. This bid is for the entire AV system including but not limited to the projectors, TVs, screens, Crestron control system, KVMs, cabling, sound system, control desk, computer enclosures. The only items provided by the government shall be the computer systems to be installed by the customer after completion.
Q24: What is the desired size of projection screen?
A24: Largest size available to fit 2x screens behind the stage and project the largest size possible in the available space without being blocked by people sitting in the audience.
Q25: What are the 12 sources and their video output connection i.e. HDMI, DVI etc.?
A25: Computer systems connecting via HDMI for video along with the capability for HDMI or 3.5mm sound input. Names of the systems shall be provided for labeling and Crestron programming purposes following contract award.
Q26: It is mentioned that this is a multi-class room, what are the classification levels?
A26: Unclassified up to Top Secret/SCI.
