PERFORMANCE WORK STATEMENT (PWS)
389 FS Main Briefing Room Audio Visual (A/V)
1.0 SCOPE. The contractor shall be responsible to provide all personnel, equipment, supplies, transportation, tools, materials, supervision necessary to procure and install a Crestron A/V control system capable of supporting up to 12 high-definition (HD) video, audio, inputs, and display any combination of those inputs through two (2) projectors and on two (2) TV’s, and two (2) 32” monitors at a monitoring station as well as separate sound system, as needed to ensure coverage in area. The system must be capable of displaying any input on any projector/TV/monitor (not repeated/mirrored displays) separately or simultaneously. In addition, provide hands on training along with one year of maintenance support to repair or replace any equipment that becomes faulty during the first year following installation. Equipment shall be installed in the Bldg. 278 Main Briefing Room with central log-on and control capabilities from a desk at that location. Central log in will require two (2) monitors, a mouse, and a keyboard that are routed to each system through a National Information Assurance Partnership (NIAP) approved HDMI KVM Unit or other NIAP approved device. Contractor will provide all necessary components to include KVM, monitor and necessary cables.
2.0. REQUIREMENTS. The contractor shall be responsible for providing all personnel, equipment, supplies, transportation, tools, materials, supervision, other items necessary to mount equipment to wall and or ceiling and route connection cables to each component listed in para 2.2 and connect Windows 7/10 desktop computers to the components allowing video and sounds to be broadcast using the projectors and TVs and audio through a sound system.
2.1. The contractor shall install new equipment ONLY; NO remanufactured or "gray market" items shall be accepted. All items must be covered by the manufacturer's warranty. Items installed shall not have wireless or Bluetooth capability.
2.2. Acceptable electronic Components. At time of bid, and as a requirement of approval, the contractor at a minimum shall provide the list of part numbers, quantities, full specification sheets, and descriptions of all components for a security impact analysis review.

Support multiple classification levels through the use of NIAP or Joint Interoperability Test Command (JITC) approved software and hardware.
System will have a Cybersecurity assessment report indicating configuration and compliance with DoD Security Technical Implementation Guides (STIGs).
Must NOT contain any wireless capability.

DISPLAY MONITORS:

PROJECTORS:
This list of parts need to be compatible with and able to connect to the parts listed above in section 2.2:

2.3. Comparable or equal Parts. This system is to be installed in a classified processing area.
All parts require government approval prior to installation within the facility; the contractor will be required to provide a full specification sheets (not just the part numbers) and descriptions of all components in response to the Request for Quote (RFQ).
2.4. Installation of A/V equipment. Any and all wires shall be routed properly and meet NFPA 70 electrical code. Wiring is to be installed internal only (does not penetrate exterior walls). Speaker installation will be internal, only to the ceiling and shall not connect to the current installed sound system. Location shall be determined following contract award and the successful bidder is able to determine best location for sound to be heard throughout the entire room.
2.5. The contractor shall provide hands-on training following the installation and demonstrate how to operate each component using the two touch screen displays. Additionally, the contractor shall provide a 1-year warranty and be required to replace any defective parts at no additional cost to the government. The contractor shall provide technical support via phone and/or respond within 48 hours to any outages which cannot be troubleshot over the phone during the first year following installation.
2.6. Program Management. The contractor shall be responsible for obtaining any necessary licenses and permits and for complying with any applicable Federal, State, and municipal laws, codes, and regulations in connection with the performance of work as outlined in this PWS. The contractor shall be liable for all personnel injuries and equipment damage which result from their negligence or failure to follow safety and/or health guidelines. The contractor shall take proper safety and health precautions to protect work, the workers, the public, and the property of others, to include appropriate insurance.
3.0. Period of Performance. The contractor shall provide all deliverables (IAW paragraph 2.1 of this PWS) within 60 days of contract award. Contractor shall not start any installation of equipment until a Notice to Proceed (NTP) has been issued by the Contracting Officer (CO).
The 366 Financial Acquisition Squadron (FAS) shall coordinate work between the contractor, to allow for operations to continue within the facility. Only the CO can authorize any changes to the PWS and/or subsequent contract.
4.0. GENERAL INFORMATION.
4.1. Hours of Operation. Normal operating hours are 0730 to 1630 Monday through Friday, except for Federal holidays or when the installation is officially closed by the 366th FW Commander.
4.2. Recognized Federal Holidays.
New Year's Day Martin Luther King Jr.'s Birthday Washington's Birthday Memorial Day Independence Day Labor Day Columbus Day Veterans' Day Thanksgiving Day Christmas Day.
4.3. A contractor may substitute for any of the named holidays another day off with pay in accordance with a plan communicated to the employees involved. The contractor is not required to provide service during 366 FW Family and/or Down Days.
4.4. Contract Manager and Alternate. Contractor shall appoint in writing to the CO within 10 business days following contract award a contract manager and alternate(s). Any changes to this letter of appointment shall be provided to the CO within three (3) business days. These individual(s) will be responsible for contract performance IAW the PWS. The contract manager or alternate will have full authority to act for the contractor on all contract matters. The name of this person, and an alternate or alternates, will act for the contractor when the primary is absent.
4.5. All contractor personnel must present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing contractor-furnished clothing bearing the company name and/or logo. Dress of office workers will be in good taste and conducive to working with the general public. The contractor will identify himself as a contractor in meetings, telephone conversations, and e-mails and in any correspondence with the Government.
4.6. All employees shall fluently read, write, speak, and understand the English language.
4.7. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor, by the CO, as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. The contractor shall not employ any person who is an employee of the United States government if the employment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DOD 5500.7 and the Joint Ethics Regulation. If prior military, the employee must have been discharged under honorable conditions with no administrative discharge actions taken against them. All employees must be U.S Citizens.
5.0. Safety and Security Requirements. This project is unclassified; access to classified information is not required. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the Government installation, shall abide by all security regulations of the installation.
5.1. The contractor shall provide a completed 366th SFS Form 30 for each employee requiring installation access to the CS within five (5) business days following contract award. After approval, the contract specialist (CS) will notify the contractor that the employees may get their installation access ID at the Visitor’s Center.
5.2. The contractor shall provide a 24 hour notice before arrival to base to ensure an escort is available and ready at the gate. Contact information to be provided following contract award.
5.3. The contractor shall be responsible for safeguarding all government property. At the end of each work period, all government facilities, equipment, and materials shall be secured.
5.4. Contractor shall comply with all applicable OSHA and AFOSH standards.
6.0. INSURANCE.
6.1. Workman's Compensation and Employers Liability Insurance as required by law except that if this contract is to be performed in a state which does not require or permit private insurance, then compliance with the statutory or administrative requirements in any such state will be satisfactory. The required Workmen's compensation insurance shall extend to cover employer's liability for accidental bodily injury or death and for occupational diseases with a minimum liability limit of $100,000.00.
6.2. General Liability Insurance. Bodily injury liability insurance, in the minimum limits of $500,000.00 per occurrence shall be required on the comprehensive form of policy.
c. Automobile Liability Insurance. This insurance shall be required on the comprehensive form of policy and shall provide bodily injury liability and property damage liability covering the operation of all automobile used in connection with the performance of the contract. At least the minimum limits of $200,000.00 per person and $500,000.00 per occurrence for bodily injury and $20,000 per occurrence for property damage shall be required."
6.0. INCIDENTAL GOVERNMENT FURNISHED SUPPLIES AND SERVICES.
6.1. Telephones. Government telephone facilities shall be made available for local calls to the contractor for official business use only.
6.2. Security Police and Fire Protection: The Government will provide general on-base security and fire protection services. Security Police telephone extension is 8-2256 (on-base) and 208-828-2256 (from all other phones) for both emergency and routine calls. Fire protection emergency phone is 8-0911(from on-base phone) and 208- 828-0911(from all other phones).
6.3. Utilities: All reasonable quantities of electricity will be made available to the Contractor without charge.
6.4. Toilet facilities: Use of existing toilet facilities in the immediate work area will be permitted. The Contractor will ensure facility cleanliness is maintained at all times to the extent of cleaning up after Contractor personnel only.
7.0. Records Management: All records, files, and documents, regardless of media (e.g., paper, electronic, etc.), as described in this PWS, which are the responsibility of the Contractor are the property of the Government and shall remain so upon termination or completion of the contract.
7.1. The contractor shall keep these item(s) current and maintain and dispose of them in accordance with the requirements established in AFI 33-322, Records Management Program, paragraph 10, AFMAN 33-363, paragraph 6.4, AFMAN 33-364, paragraph 2.10 and the Air Force Records Disposition Schedule, which may be accessed from the following web address:

7.2. Records shall be turned over to the government upon completion of the contract unless otherwise stated. All records are subject to the Freedom of Information and Privacy Act.
8.0. Contractor Manpower Reporting. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following internet address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2016.
