AMENDMENT 3
Q1. The CBA included is effective 10/01/2018-09/30/2019, which means the rates are outdated. Could you please provide the current rates & benefit effective Oct 1, 2019-Sep 30, 2020?
A1. The provided CBA was for informational purposes only. It is the responsibility of the incumbent contractor to provide the most up-to-date CBA information. Please contact BR Management at 253-370-5596 for this information.
Q2. Will you allow us to submit wage adjustment every year to accommodate the annual changes in the
CBA?
A2. Yes, wage adjustments are allowed.
Q3. Do the CLIN X001 DFAC Facilities Service include services in both Wagon Wheel DFAC and the Satellite kitchen? If not, will you create a new CLIN for the Satellite kitchen?
A3. Yes, it does. One cashier will be at the Satellite Kitchen.
Q4. Will the Satellite kitchen be in operation all throughout the year?
A4. Yes. 391st Fighter Squadron is the primary customer. While other squadrons are served at the Satellite Kitchen, the 391’st is the largest group served. If they are TDY, then the facility will be closed.
Q5. Is the transition plan a part of the proposal submission (PWS 1.14.4)?
A5. Yes, if you are planning on obtaining your own employee a transition plan will be required. If you plan on using employees already in place, transition plan will not be required.
Q6. Is the contractor providing the containers & utensils for grab n go service?
A6. The Government provides the containers and utensils.
Q7. Do you have the average count for grab n go meals?
A7. There is an average of 25 Grab n Go meals per day.
Q8. For the CLIN X001 DFAC Facility Service, there is 1 lot as the quantity. Does this 1 lot cover all 365 days of service?
A8. Yes.
Q9. For the hourly contingency food service worker, does the hourly rate represent 1 person’s rate or all positions needed for 1 hour? If it is for 1 person, which position do you want priced out?
A9. The Contingency Food Service Worker would only represent one position, which would be the Contingency Cook. All other positions will still be the normal positions.
Q10. The public records show that the last contract was awarded for $3,974,279 for 5 years or about $794,855 per year. Does this value include the “Not to Exceed” amounts of $23,278 and $15,450 for major equipment maintenance and reimbursable parts for major maintenance?
A10. Yes, those amounts are included in the total award amount.
Q11. PWS includes the transition period; there will be a cost associated with starting up a new operation once awarded to process onboarding. Will you have a separate CLIN for this?
A11. No, there is not a separate CLIN for this.
Q12. There will be a cost associated with the overall management of the contract to include the Contract Manager (PWS 4.1.1) and other direct costs such as uniforms, cleaning products, training, etc. Should we include this cost into the DFAC pricing (CLIN X001) or will you create a separate CLIN for this?
A12. There will be no additional CLIN’s added to the contract at this time.
Q13. How many operational days are in 1 year?
A13. 365 days
Q14. Can you confirm what items should be submitted for the past performance rating?
A14. We will be conducting our own search for past performance using CPARS.
Q15. Can you confirm that you are only requesting pricing for submission?
A15. Yes, we will be conducting out own search for past performance.
Q16. Is this proposal email submission?
A16. Yes, please email proposals to the individuals stated in the solicitation.
Q17. Will you be publishing an SF1449 form for signature purposes?
A17. There will be an SF1449 issued upon contract award for signature.
Q18. There is a position called “Lead Person” in the CBA that says “the Lead person rate is payable for hours worked during an absence of the project manager for one day or more. No more than one individual shall receive pay under this classification in any one day period” Does this mean that this is not a permanent position but a rate of pay only for the existing employee who fills in during the absence of Project Manager?
A18. Lead person is a permanent full time position. In their absence, another employee will step into position for same pay.
Q19. The PWS states “Contractor shall appoint in writing to the CO within 10 calendar days following contract award a contract manager and alternate(s).” Does the current contract have an alternate PM?
A19. Yes, there is an alternate PM.
Q20. Please provide the Schedule B CLIN pricing for the current contract.
A20. The contract award in 2015 and the extension on 1 Oct 2019 totals $4,428,647.02

Q22. Please include the Contract Number, and the time period that the pricing represents.
A22. The current contract number is FA4897-15-D-2001. 1 Oct 2015-30 Apr 2020
Q23. The following language is found in the CBA Document that the gov’t posted. Requesting that the Gov’t please provide this information.
11. 7 Change in Contractor: The Current Company shall furnish a verified payroll accounting of all remaining vacation days/hours earned/owed for each employee, at the time the current Company's agreement with the Air Force expires, to the Air Force contracting office, UFCW Local 368A and made available to the incoming Contractor. For the purpose of new contractor bidding, an estimate of this information will be provided to the Air Force contracting office no later than two months before the current Company's agreement expires with the Air Force. No vacation time requests will be unreasonably denied for the purpose of avoiding payment by the current Company, thus deferring payment to the incoming Contractor.

Q24. Does the “Lot” reflect the annual contract price?
A24. Yes, for CLIN X001, it reflects that year’s contract price.
Q25. How will the awardee invoice for CLIN X001? i.e. 12 partial invoices throughout the year?
A25. Yes, that is how it is currently being invoiced.
Q26. Since total amounts are provided for X003 and X004 should the bidder leave the “Cost per unit” column blank?
A26. Yes, leave it blank. CLINS X003 and X004 will be reimbursable CLINS with not to exceed price ceilings which doesn’t necessitate unit pricing.
Q27. Will the government be conducting their own search of the CPARS database to obtain CPARS information?
A27. Yes, we will be conducting out own CPARS search.
Q28. Would the government prefer offerors to include CPARS (if available) with our proposal package?
A28. You can provide your own CPARS, if available, however we will still be conducting our own CPARS search as well.
Q29. Will a government search of the CPARS database return results of any JV past performance?
A29. Yes, it will return JV past performance.
Q30. Would the government prefer offerors to include the contract numbers and prime contractor name with our quote package for quicker past performance reference?
A30. Yes, you can add it if you would like.
Q31. Is a phase in plan to be submitted with our proposal package?
A31. If the new contractor will be bringing on new employees, then yes. If using employees already in place, no you do not have to submit a transition plan.
Q32. Will the government confirm we are to use the rates and fringes contained in the CBA document Dated 1 Oct 2018 – 30 Sept 2019?
A32. The provided CBA was for informational purposes only. It is the responsibility of the incumbent contractor to provide the most up-to-date CBA information. Please contact BR Management at 253-370-5596 for this information.
Q33. Should preventive and required maintenance costs be captured in CLIN X001 or are they to be submitted under CLINs 0003/0004 when incurred?
A33. You will be using CLIN X0003/X0004 for Maintenance and Reimbursable Parts as the Government has set a not-to-exceed ceiling for each CLIN. see question and answer #26 of this document.
Q34. What was the total price for the last 12 months! Please include cost of all changes?
A34. The contract award in 2015 and the extension on 1 Oct 2019 totals $4,428,647.02
Q35. Can you expand on “restock” tokens in recyclable container machine? Can you show a picture of one or the nomenclature of the current one?
A35. Restock tokens would simply mean that the cashier would put the tokens received from customers while checking out back into the Ozzi machine. Every time a customer returns an Ozzi container, the machine will return a token to the customer. From there the customer will give the token to the cashier who will put it into the cash register.
Q36. Also, whom provides these tokens?
A36. Tokens will be provided by the Government.
Q37. 1.77 states that the contractor provides all bulbs as well as florescent tubes as well. Can you provide the amounts of usage and wattages of these?
A37. The different types of bulbs/tubes are as followed: 32w 4 pin, 28w 835 Min Bi Pin, 175w tube, 32w bulb, approximately 4-5 lightbulbs are replace daily.
Q38. Does the contractor need to provide a snow Blower?
A38. A snow blower does not need to be provided. Shovels are available and provided by the Government.
Q39. Do you have a rough estimate of how much the current contractor spent on replacement parts, and actual costs of labor for Equipment Maintenance?
A39. The Government is providing a not-to-exceed ceiling that will be reimbursed as repairs are made. An estimate for how much has been spent on these in the past is irrelevant.
Q40. Regarding the Satellite kitchen, it appears that it is currently open for regular service, is that true?
A40. The Satellite kitchen is operational Monday-Friday for Lunch and Dinner meals. It is closed for weekends, holidays and base down days.
Q41. On average, how many days a year is the Satellite kitchen operational?
A41. The Satellite kitchen is operational Monday-Friday for Lunch and Dinner meals. It is closed for weekends, holidays and base down days.
Q42. Where on base is the Satellite kitchen operating, which building?
A42. The Satellite kitchen is currently located in building 271 with a possible change of location to another building located on the flight line.
Q43. In support of the Satellite kitchen, do we have to factor in the cost of a vehicle?
A43. No, the Government transports the food for Satellite kitchen operations.
Q44. Does our cost to support the Satellite kitchen get factored into CLIN 0001 DFAC Facility Services?
If not which CLIN should it be factored into?
A44. Yes, this is factored into CLIN 0001
Q45. Please clarify what CLIN 0005 Contingency Food Service Worker is for. As an example, is this to cover our cost for supporting the Satellite Kitchen? Is this for Contingent Cooking?
A45. CLIN 0005 is for Contingency cooks.
Q46. What supplies are the Contractor required to supply?
A46. Uniforms, office supplies (for contractor only, not military), cleaning supplies and chemicals, which will need to be bought through an Ability One company in accordance with FAR 52.208-9.
One is located on base (Envision Store).
Q47. Does the Randolph-Sheppard Act priority apply to this solicitation? If not, please explain why it does not.
A47. This solicitation is an 8(a) program requirement.
Q48. Would the government please confirm that IAW PWS 1.3.1 all carryout containers, re-usable or expendable, will be provided at government expense?
A48. Please see A6.
Q49. Will the contractor be reimbursed by the government for Preventive and Required Maintenance costs as described in PWS 1.11?
A49. Yes, CLIN X003 is for Maintenance.
Q50. PWS 1.14.4 appears to require each bidder to submit a transition plan with their proposal.
Solicitation addendum 52.212-1, A. Specific Instructions, requires only a price quote and the completion of all clauses and provisions. Would the government please confirm that a transition plan is not required to be included in the proposal.

Q51. PWS 3.1 refers to appendices 4a, b, and c. Would the government please confirm that there is a requirement for an appendix c, as it could not be located in the PWS.
A51. This is a typo. There is no 4c.
Q52. PWS Appendix 4b, para 4 identifies the servicing and maintaining of refrigerated equipment and component parts which contribute to the complete makeup of refrigeration systems to be a government provided service. However, para 7 states that it is the contractors responsibility to repair all refrigerator/freezer compressors, condensers, coils.. etc. This appears to be contradictory. Would the government please clarify the responsibilities of the contractor regarding refrigerated equipment and component parts?
A52. These items are incidental Government-Furnished Property. The items belong to the Government, but maintenance, servicing and repairs are paid for by the contractor, then reimbursed on CLINS X003 and X004.
Q53. The solicitation package contains a CBA attachment which expired on 30 September 2019. Would the government please provide a CBA or CBA addendum that reflects the effective wages and benefits that will be current on the first day of performance?
