Q1: Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number FA489719QA141 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement? If possible, can you please provide the most recent contract or task order number?
A1: This is not a new requirement. The previous contract number is FA4897-15-C-2001.
Q2: What is currently treating the wastewater?
A2: IAW paragraph 1.1 of the PWS, it is a 0.85 MGD Sequencing Batch Reactor facility (activated sludge).
Q3: What kind of wastewater? Industrial, municipal, blend, etc
A3: It is a blend. Majority is municipal 90+percentage
Q4: Is there analytical information on the WW?
A4: There is a great deal of information contained within the annual report attached in Appendix F of the PWS.
Q5: What capacity do you need?
A5: The facility is operating at approximately 40 percent of its daily average design capacity.
Q6: Where is treated wastewater sent?
A6: Storage lagoon, golf course or rapid infiltration basins.
Q7: What are the outlet specifications?
A7: If you are referring to permit limitations, they are located in the Appendix of the PWS.
Q8: Is there any infrastructure currently in place?
A8: Yes.
Q9: How many hours and how many days does the plant run?
A9: IAW PWS paragraph 4.3 the WWTP is operated 24 hours per day, 365 days per year.
Q10: How many labor hours are currently spent operating the plant each week?
A10: Approximately 120 hours

Q11: Is there any special equipment that the contractor will need to provide?
A11: IAW PWS paragraph 1.1 and 1.2.1 “The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items or services necessary to perform the operation and maintenance of the base’s 0.85 Million Gallon per Day (MGD) Sequencing Batch Reactor (SBR) wastewater treatment facility as defined in this PWS.” “The contractor shall operate the Mountain Home AFB Class III wastewater treatment plant (WWTP), and reuse water systems, IAW industry standards, federal, state and local regulations. The contractor shall adhere to requirements of the National Pollution Discharge Elimination System (NPDES) permit, State of Idaho Wastewater Reuse permit and all additions and or amendments to all permits and rules throughout the life of the contract. The contractor shall adhere to all permit associated plans pertaining to wastewater collections and treatment.”
Q12: Do you have pictures of the facility?
A12: No pictures are available.
Q13: The solicitation requires Past Performance Relevancy Ratings and Past Performance Confidence Ratings be submitted. We have not performed work on a Government Contract yet, but we have 15+ years’ experience Operating and Maintaining WWTP Facilities in the civilian world. Will our lack of Government Contract work preclude us from being awarded this bid?
A13: You are not required to submitted Past Performance Relevancy Ratings and Past Performance Confidence Ratings. This information outlines how the government will be evaluating past performance and assigning applicable ratings. Any contractor who does not have past performance in CPARS will receiving a confidence rating of Neutral Confidence.
