AIRCRAFT SHELTER BIRD NETTING REPLACEMENT

SECTION I
DESCRIPTION OF WORK
1.1 Objective: The objective is to replace the bird netting in the 389th/391st aircraft shelters located on rows 12 thru 20. There are 9 rows of shelters, and 6 bays per row for a total of 54 bays.
1.2 General Scope: The contractor shall, replace all bird netting and repair any unserviceable netting for up to 5 years after the initial netting installation.
1.2.1 Bird Netting: Each sunshade bay is approximately 70 feet by 70 feet. Replace all 54 sunshade shelters’ bird netting. Make sure all fasteners/parts are installed properly to sunshade support structure. Replace netting and associated equipment to a serviceable, foreign object free condition as required. Must be able to withstand consistent winds in excess of 50 knots and made of material that will not degrade for a minimum of 5 years.
1.2.3 Quality Assurance Evaluator (QAE): The QAE will act as an Air Force point of contact for all maintenance issues. The Contracting Officer shall be the only person on base authorized to enter into, administer, and terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer as defined in the Federal Acquisition Regulation (FAR) 2.201.

2.0 Government furnished: There shall be no Government furnished property

GENERAL INFORMATION
4.0. Hazardous Material Identification: Material Safety Data Sheets (MSDS) are required as specified in the latest version of Federal Standard No. 313 (including revisions adopted during the term of the contract), and for any other material designated by a government technical representative as potentially hazardous and requiring safety controls. MSDSs shall be submitted by the contractor at the pre-performance conference. Any changes to paint or detergent types after submission of MSDS will require the contractor to submit new MSDSs prior to use of the product.
4.1. HAZMART: The government (HAZMART personnel) will inventory all chemicals that the contractor brings on to Mountain Home AFB. The inventory will be performed prior to commencement of work. Criteria for identifying hazardous waste is contained in Subpart C of 40 CFR, Part 261.
4.1.1. Spill Response: The contractor will be briefed on Mountain Home AFB spill response procedures at the pre-performance conference. The contractor shall report and promptly cleanup all spills in a manner consistent with current environmental regulations. In the event that it is necessary to utilize government material, equipment or personnel to clean up a contractor-caused spill, the contractor shall be required to reimburse the government for all associated costs.
4.2. Hazardous Material/ Waste Management: The contractor will be briefed on Mountain Home AFB Hazardous Material / Waste Management Plan at the pre-performance conference.
4.3. Hazardous Material Handling: The base Bio-Environmental Engineer (BEE) and HAZMART sections shall approve any chemicals, solvents, lubricants, and other products requiring MSDSs prior to handling, using, and storing them on MHAFB. The contractor shall identify these materials and products on Air Force Form 3952 Chemical/Hazardous Material Authorization Request, Process Identification Form, and Shop Disposal Form. The contractor shall provide one copy of the MSDSs for each item to the BEE and HAZMART sections for review prior to any chemicals being brought onto Mountain Home AFB. The contractor shall maintain one copy of the MSDSs for each hazardous material line item used within the work area. The contractor shall not use products that are or contain Toxic 17 chemicals, Extremely Hazardous Substances (EHS), Ozone Depleting Substances (ODS), and/or Persistent Bio-accumulative and Toxic (PBT) chemicals. Any hazardous material containing one of these banned substances will not be allowed on base.
4.4. Environmental Protection: The contractor shall conform with all federal, state and local laws pertaining to environmental protection. The contractor shall develop a plan to operate within these guidelines in the performance of this PWS. Any violation of law, DoD Guidance, or the contractor’s own Environmental Protection Plan will be identified to the CO immediately.
4.5. Contract Management: The contractor shall provide management oversight for all work performed in this PWS. The contractor shall identify a contract manager (CM) to serve as the interface between the government and contractor. The contractor shall appoint an alternate CM if the primary is unavailable for duty (vacation, illness, etc.). The CM or alternate shall have full authority to act for the contractor on all matters relating to this contract. The CM or alternate shall be available during normal duty hours within one hour to meet on the installation with government personnel during periods when work is being performed. At all other times, CM or alternate shall be available to meet telephonically with Government personnel within one business day of notification during normal business hours. As changes occur, new names and phone numbers must be submitted within three calendar days to the CO. Normal duty hours at MHAFB are Monday – Friday, 0730-1630.
4.5.1. Access: The contractor shall allow government personnel access to work areas, provide support and not interfere with Quality Assurance Personnel (QAP), state, federal and other designated personnel in performance of their official duties.
4.6. Contractor Personnel: Attire shall be in good repair and shall not be considered offensive, disruptive, or unsafe. Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats bearing the company name or logo. The coloring or design of the items selected should be such that the items identify personnel easily and quickly for reasons of safety and personal protection. The government is authorized to restrict the employment under the contractor of any contractor employee or prospective contractor employee who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
4.6.1. Conflicts of Interest: The contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoD Directive 5500.7, Standards of Conduct, subsections 2-2064 and 2-303. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in paragraph 3 of AFI 64-106, Air Force Industrial Labor Relations Activities. Contract personnel shall readily identify themselves as contractors in correspondence, telephone conversations and in meetings they attend IAW AFI 33-119, paragraph 5. The contractor shall not employ persons for work on this contract if such employee is identified by either the contractor or the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation or its population.
4.6.2. Off-Duty Active Military: The contractor is cautioned that off-duty active military personnel hired may be subject to permanent change of station, change in duty hours or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor’s ability to perform; however, their absence at any time shall not constitute an excuse for non-performance under this contract.
4.6.3. Pass and Identification Items: The contractor shall obtain pass and identification items required for contract performance for employees and non-government owned vehicles IAW clauses of this contract. The contractor will retrieve all identification media, including vehicle passes, from employees upon termination of on-site employment and turn said media into the QAP.
4.7. Hours of Operation: Normal MHAFB hours of operation are from 0730 – 1630. During these times the contractor shall have access to various agencies that may be needed. The contractor may work outside of these hours as needed, but must coordinate with the contracting office and 366 MXG/AMXS.
4.8. Holidays: If the holiday falls on a Saturday or Sunday, it may be observed on Friday or Monday as directed.
4.9. Traffic Laws: The contractor shall comply with all MHAFB traffic regulations while on MHAFB.
4.10. Security: The CO may direct the contractor to remove, and the contractor shall remove, an employee from any assignment under this contract for reasons of security or misconduct. All contractor personnel are subject to security forces jurisdiction and the authority of the Installation Commander (CC) while on USAF installations.
4.11. Performance of Service during Crisis Declared by the National Command Authority: This service is determined to be non-essential for performance during crisis according to DODI 3020.37. However, in the event of a crisis or significant emergency is declared, the CO will contact contractor personnel to notify them of the situation and any possible changes to their contract responsibilities.
