Mountain Home Air Force Base Waste Water Treatment Plant Operation and Maintenance Questions

Solicitation FA4897-14-B-0002

Below is a list of questions that were queried by interested parties. The questions were copied and transferred to this document.

Question: 1. SOW states 11 tons of Lime was used last year. Under 3.1 Current Biosolids Management, Lime is added after the belt filter press to control odor. It states, MHAFB has used lime to create exceptional quality biosolids, but this process has been difficult to operate and maintain for staff and is no longer used.

1.a Is this process still used and is there another treatment process that used LIME?

Answer: 1.a Lime is added to the sludge for odor and vector control. Without some lime addition, odor and flies becomes a nuisance while the biosolids are drying, or while stored until disposed.

Question: 1.b Currently, what type of lime is being used (quicklime or hydrated) 11 tons/yr?

Answer: 1.b Quicklime.

Question: 1.c How do you feed the Sodium Hypochlorite (bleach) storage tank (size, how many gallons storage capacity), 55gallon barrels or IBC totes?

Answer: 1.c Sodium Hypochlorite is delivered to the storage tank via tanker truck then pumped into the storage tank.

Question: 1.d How is the polymer feed and injected during the dewatering process? How is it stored in storage tank, totes being using 1000 lbs. of polymer per year?

Answer: 1.d Polymer is fed from a 55 gallon drum on a scale which tracks the weight and usage then injected via a small dosing pump into the “serpentine” piping which provides blending and mixing as it travels to the belt press.

Question: 1.e Does MHAFB de-chlorinate the effluent before it goes to the golf course lagoon?

If so, how much sodium Bi-Sulphite is estimated chemical usage or is there another chemical being used to de-chlorinate the wastewater for reuse?

Answer: 1.e The effluent (reuse water) that is sent to the golf course is not de-chlorinated prior to being sent to the golf course. No de-chlorinating chemical is used.

Question: 2. Under section 3.2.1 in the SOW, it states the biosolids are transported from MHAFB to Idaho Waste Systems Landfill by a seven yard dump truck by the WWTP contractor operator.

2.a Does MHAFB owns or provides the seven yard dump truck that the WWTP operator may use to transport the biosolid material to the landfill or the Contractor is responsible to provide the 7 yd. dump truck service during the life of the contract?

Answer: 2.a Procuring a dump truck or other means of transporting biosolids to a disposal site is the responsibility of the contractor. The contractor is responsible for the treatment, removal and proper disposal of biosolids for the life of the contract.

Question: 3. Under section 1.2.1.4 Building Maintenance, does the government provides all electrical maintenance assistance with the SCADA system, electrical components (controls) or the contractor must provide a licensed electrician for these services?

Answer: 3. The government is responsible for the SCADA system excluding field sensors, e.g.

pressure transducers, ultrasonic sensors, or other sensing devices used to measure pressure or level in tanks, wetwells, vaults or channels, or to measure oxygen levels or other elements, chemicals or compounds within the treatment plant system. The government will provide the electrical support for all parts of the system except those excluded.

Question: 4. How many WWTP operators the current contractor is using?

Answer: 4. 2 full time and one part time.

Question: 5. Is the currently WWTP laboratory certified equipment to conduct, monitor, and report the results to the State of Idaho according the NPDES permit as describe in the SOW?

5.a Monthly composite sample ie, TKN, Nitrogen/Ammonia, Phosphorous, BOD5, TSS, pH (all the conventional and non-conventional pollutants) Answer: 5.a All the available equipment is laboratory grade capable of performing regulatory tests required by the permits issued to MHAFB by the State of Idaho and USEPA with the exception of analysis for metals, phosphorus compounds and nitrogen compounds (ammonia, nitrite, nitrate, TKN). Capability exists to conduct BOD, TSS, and pH in the onsite laboratory.

Question: 5.b Daily Total Coliform Answer: 5.b Equipment does exist to conduct Total Coliform within the WWTP lab.

Question: 6. Is there a list of GFE for other equipment such as mowers, skid steers, sludge truck, tools, safety equipment (confined space equipment), etc.?

Answer: 6. The government does not provide the heavy equipment asked about such as the mower, skidsteer, dump truck, tractor, implements, or bucket loader. We do provide two portable pumps. No tools for everyday use. There may be a specialized tool unique to a specific pump, blower or belt press etc. The government does own a portable gas detector for confined space work, but no harness or hoist specific to confined space work.

Question: 7. Are lime, polymer and chemicals reimbursable items?

Answer: 7. The lime, polymer and other items such as fuels, oils, lubricants, other operational chemicals are not considered reimburseable. Reimburseable are; parts for repairs to gov.

equipment such as pumps blowers, plumbing parts to make repair to non potable systems or plumbing carrying wastewater.
