MEMORANDUM FOR POTENTIAL OFFERORS
FROM: ACC AMIC/PKCB
SUBJECT: Market Research Questionnaire, Air Combat Command (ACC) Primary Training Ranges (PTR) Operations, Maintenance and Support (OM&S) Requirement for 2025 – 2029.
1. GENERAL REQUIREMENTS OF POTENTIAL CONTRACT: ACC has a requirement to operate, maintain and support of eleven (11) ACC ranges at nine (9) locations as outlined below:
a. The Electronic Combat Ranges (ECR) and Electronic Warfare Site (EWS) OM&S efforts include performing facilities, ground maintenance (main compound and sites) and electronic operations/equipment maintenance on the following types of systems: VPQ-1 (TRTG), MST-T1A (MUTES), MST-T1(V) (Mini MUTES), Multi-Source Correlator Tracker (MSCT), Low Cost Threat Emitter (LCTE)Variants, GTR-18 (Smokey SAM), MPQ-T3 (AAA), MSQ-T43 (MTE), UPQ-8 (RWRLTE), AHAS Bird Detection Radar System, MERLIN Bird Detection Radar System, TSQ-T10 Joint Threat Emitters (JTE), Advanced Radar Threat Simulator (ARTS) V1,2,3 and 4, Battlefield Communications Simulator System (BCSS), UHF/VHF Communication Radios, and the Range Integration Instrumentation System (RIIS) to include RIIS shelters and Integrated Tactical Assessment Stations to take place at Belle Fourche EWS (Colony, WY), Dare County EWR NC, Poinsett EWR SC/Bulldog MOA GA, and Snyder

b. The Bombing and Gunnery (B&G) range OM&S effort includes performing facilities, ground maintenance (range complex and main compound), range control tower operations, range control officer duties (day, night/Night Vision Goggles), strafe pit and strafe berms, weapons scoring systems operations, maintenance and weapons safety footprints/database (M2, WISS, LSTSS, LSVRS, HSLES-M,LES-M, IRSSS, TASSS, DA3H), night range and radio tower lighting, UHF/VHF Communication radios, target maintenance/construction (stationary, vertical and mobile), target vehicles preparation/demilitarization, range decontamination/clearance, Modular Threat Emitter (MTE), GTR-18 (Smokey SAM), UPQ-8 (RWRLTE), housekeeping, communications/electronics, environmental, administrative, logistics, airfield operations, disaster preparedness to support aerial bombing and gunnery. Performance will take place at the following sites: Avon Park B&G Ranges, FL; Dare County B&G Range, NC; Grand Bay Range, GA; Holloman B&G Ranges, NM; Poinsett B&G Ranges, SC; and Mt. Home B&G/No-Drop Ranges, ID.
2. OBJECTIVE OF MARKET RESEARCH:
a. Market research is being conducted to assist the Air Force in determining the acquisition strategy for the subject requirement. Specifically, feedback is sought from industry regarding commercial practices to obtain the required services, as well as the capability of industry in providing the required services within our military environment. Contract type, commercial practices, and performance-based specifications are being considered in development of the solicitation. A draft Statement of Work (SOW) has been posted with this questionnaire in the Contract Opportunities section on sam.gov, and you are invited to review this document and provide feedback on the draft SOW as well as questions outlined below.
b. The Government requests information regarding the capabilities of small businesses to support the PTR OM&S requirement. This requirement was last solicited as a small business set aside. For the Contracting Officer to set aside any acquisition over $250,000 for small business, there must be a reasonable expectation that two or more offerors can satisfactorily perform contract requirements and that award will be made at a fair market price. The Government believes that it is mutually beneficial to determine the capability of offerors eligible for set-asides early in the procurement process to preclude the need for a modification of the acquisition strategy later.
3. QUESTIONS: Please review the associated draft SOW posted to this site along with the following questions and provide any input you would like considered as we formulate the acquisition strategy and develop the solicitation. Questions from prospective offerors and the subsequent answers will be posted throughout the pre-solicitation phase of the procurement.
Please mark any information that you wish to be protected as “acquisition sensitive” or “proprietary.” We expect to make further postings of draft documents (including a draft solicitation) in the coming weeks, in anticipation of issuing a final solicitation in the next few months. Your continued input is welcome throughout this process. Please provide a brief capability response to each of the following and limit your entire response not to exceed fifteen (15) pages. The Government is not requesting technical/management proposals, only capability information that will be used as market research to develop the acquisition strategy and solicitation.

b. Submit evidence that your company has the requisite accounting, purchasing, property, insurance, and funds management capabilities to support this effort. Please include an explanation of your ability to provide sound management and physical security of government assets. Also include a discussion of the methods your company utilizes to ensure fiscal control, your inventory tracking procedures, and the purchasing capability within your company necessary to ensure continuous support of the PTR program.
c. The anticipated NAICS code for this procurement is 561210, Facilities Support Services, which has a Small Business Association size standard of $47.0M. Provide any input regarding your capability as a small business to accomplish the work as a prime contractor, or any other information relative to setting aside the procurement for small business participation only.
d. We anticipate a fixed-price type contract to cover the day-to-day support and a portion of the effort for travel, equipment purchases, and other expenses procured on a cost-reimbursable basis exclusive of fee and indirect rates. Please identify any criteria you feel should be considered as part of the proposal evaluation criteria, as well as proposal page limitations that would be sufficient.
e. Are maintenance/technical support services like our requirement typically performed utilizing standard, commercial regulations/standards? Do other commercial contracts include any industry-specific training, certification, or inspection requirements that conflict with the referenced Air Force standards? Please note any major differences in the government’s requirement and similar requirements found in the commercial marketplace.
f. Due to the prescriptive nature of the workload, this requirement has previously been awarded using lowest priced technically acceptable source selection procedures. What other source selection procedures have you seen that were effective with this type of work? Please provide requirement names, solicitations, or contract numbers.
5. COMPANY CAPABILITIES
a. What is your experience with B&G range operations and Electronic Range operations?
Identify any contracts with contract number and the awarding agency that you have previously worked on that are similar in scope to the PTR contract. Submit evidence of experience and ability to provide similar support to sustain mission/training systems, and the operations and maintenance (O&M) of equipment.
b. Have you accomplished a contract transition at nationwide multiple locations? If so, how many locations?
c. Have you been awarded or have experience with any contracts where there were collective bargaining agreements?
d. What staffing/management resources do you have available to meet the program requirements as detailed in the draft SOW?
e. Do you plan to subcontract any of the work?
f. What experience does your company have experience managing Government Furnished Equipment and Government Furnished Property using the Government Furnished Property (GFP) module of the Procurement Integrated Enterprise Environment (PIEE) per Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.245-7005 Management and Reporting of Government Property (Jan 2024)?
6. STATEMENT OF WORK (SOW)
a. What changes, if any, do you suggest we make to the draft SOW to allow for a more performance-based requirement? Please identify any portions of the draft SOW that, as written, are too restrictive or prohibit the flexibility to perform according to your established practices. Identify any requirements that will drive up costs and/or risks to performance in meeting our mission.
b. Do the referenced mandatory Air Force instructions and other publications conflict with established commercial practices? Provide any comments you may have as to standard commercial practices for procuring similar services in the commercial marketplace. Are there industry standards, instructions or procedures that would meet AF needs or replace Government directives that are listed in the SOW?
c. Please provide any comments you may have regarding the estimated workload as shown in the draft SOW. Identify any limitations to fixed-pricing this effort.
d. Identify any components of the SOW that conflict with the quality assurance provisions that are part of your normal, established practices. What would you consider to be key critical performance measurements and minimum standards to be met? What industry standards exist for performance metrics for this type of effort?
e. This requirement will include support for workload at multiple locations. The ranges are available for use by all DOD Agencies. Please identify any risks/concerns that you may have regarding industry’s capability to provide a qualified workforce.
f. Do you anticipate any problems with acquiring a trained workforce to support the level of effort described in the SOW? Provide any information/obstacles on commercial practices to train personnel and industry standards for certification.
g. If government elects to not replace aging heavy equipment at the end of service life and Contractor Furnished Equipment is required, do you anticipate any problems with acquiring needed equipment to support the level of effort described in the SOW? How would you plan to replace the vehicles (purchase, lease, rental as needed). Provide any information/obstacles on commercial practices to obtain heavy equipment.
h. What kind of management information system development experience do you have to support this contract? The current contractor provided PTR web site contains information such as equipment status quality control, correspondence, contract modifications, training documents.
i. What experience level (minimum requirements) will you seek for key personnel?
Program Manager, Quality Control, etc.
7. INDUSTRY PRACTICES
a. Are there industry standards, instructions or procedures that would meet AF needs or replace Government directives that are listed in the SOW?
b. What is the industry standard for quality surveillance and document submittals?
c. What industry standards exist for performance metrics for this type of effort?
8. This information will only be used for market research purposes and will not be used for proposal evaluation later. Information will be used solely to formulate acquisition strategy and develop the solicitation.
