RITS Small Business Capability Questions:
1) Do you intend to submit a proposal as Prime contractor for this requirement?
2) Identify whether your company is either large or small under the North American Industry Classification System (NAICS) Code 611512, Flight Training. If you are a small business and are requesting a set aside action other than a 100% small business set aside, please identify the appropriate set aside program for which you wish to be considered.
3) Do you think NAICS Code 611512, Flight (Size standard is $27.5M) training is appropriate for this effort?
4) Submit evidence of your experience and ability to manage a U.S. Air Force Pararescue training program, to include providing instruction and instructional support. Refer to the Draft Performance Work Statement for specific requirement details. Provide references and points of contact for relevant work performed.
5) Submit evidence of experience and ability to provide Logistics Support in geographically dispersed locations (Fixed Wing and Rotary Wing aircraft and crews to support parachute operations and insertion/extraction operations; medical training support (i.e., Live Tissue Training); managing lodging facilities; preparing and providing meals; and providing transportation/vehicles to support ground operations.
6) Include information on your company's technical and financial abilities that will allow you to meet the requirements of a program of this magnitude.
7) Address your company's ability to manage and integrate subcontract efforts. Describe what role subcontractors would play in the execution of the subject requirement. In particular, if you are a large business, what percentage of Small Business subcontracting would be appropriate for this acquisition and why?
8) Address the up-front capital investment and the company's ability to: 1) Hire and retain qualified personnel; 2) Secure fixed wing and rotary wing aircraft suitable for this effort; 3) Implement Quality Control capabilities to meet the Government's service requirement’s quality thresholds.
