RITS Market Research Questions
1. What changes, if any, do you suggest the Government makes to the draft Performance Work Statement (PWS) to increase clarity, achievability, and/or allow for a more performance-based requirement?
2. Please identify any portions of the draft PWS that, as written, are too restrictive or prohibit the flexibility to perform according to your established practices.
3. What would you consider to be key critical performance measurements and minimum standards to be met?
4. What industry standards exist for performance metrics for this type effort?
5. Do you have any concerns with the Air Mobility Command Commercial Aircraft Review Board (CARB) or other aircraft requirements as stated in the draft PWS?
6. What requirements/qualifications does a chef need to meet the required meal parameters? How will food preparation, delivery, and storage health and safety requirements be met?
7. Is training available to the private sector for civilians to get trained and certified on RA-1 parachute operations?
8. Can you secure a drying facility per the draft PWS requirements throughout the duration of the contract?
9. Can you provide a weapons/ammo storage unit capable of meeting requirements of the PWS?
10. Are there any concerns with using civilian helicopters in salt water/open ocean environments?
11. Are the PWS, Table 2 - Service Summary performance thresholds achievable? Do you recommend any changes to the performance objectives or thresholds that will be used to conduct government evaluation of contractor performance / contractor quality control?
12. How much proposal preparation time is needed?
13. How many proposal pages are needed for your technical approach volume?
14. Is the past performance relevancy criteria achievable?
15. What do you consider the critical elements the government should evaluate to determine whether or not your proposed approach meets or exceeds technical requirements?
16. What risk, issues, and opportunities do you identify in requirements execution as defined in the draft PWS? How can the risk / issues be mitigated? Please provide proposed language updates to the PWS, if any.
17. The government is considering an Indefinite Quantity/Indefinite Delivery contract for this acquisition based on student throughput. Do you think that’s an appropriate contract type? Do you think a multiple or single awardee would be optimal for these services? Please explain.
