GOVERNMENT RESPONSES TO INDUSTRY QUESTIONS

Brief
Is there an incumbent contractor? If so, what portion of the training are they providing?
Yes. The incumbent is Darley Defense through a Defense Logistics Agency contract. They are currently supporting all phases of training.

Will the PWS spell out how many White Cell Coordinators, Live Role Players, Medical Instructors, and other support required for the 7-level course?
Yes. The PWS will be revised to include this information.

Will you spell out the specific instructor qualifications for each phase, i.e., Medical Instructor must be a paramedic, 18D-SARC-PJ with X operational deployments, etc.?
Yes. The PWS, Appendix C will contain Key Personnel Qualifications.

The PWS calls for the Vet to be licensed in the state training is conducted in, but that is usually not required under a U.S. Government contract. Will you look into this to make sure the requirement is accurate?
The ACC Surgeon General’s office issued this language that must be included in any statement of work contract that involves LTT. This requirement comes from Department of Defense Instruction 3216.01 dated 13 Sep 2010, Use of Animals in DoD Programs, Enclosure 3: Procedures.

What specific level of courseware development or courseware maintenance are you expecting (not counting the medical/student handbook)?
PWS will be revised to clarify courseware requirement. Government will provide all existing course material for contractor to update.

Is the distance requirement straight-line or driving?
Straight-line. We are updating the requirement to “approximately” 170 miles from DMAFB. The intent is to lessen the burden to government cadre travel requirements. We intend to add an evaluation criteria to evaluate contractor approaches to minimize travel time for cadre.

Brief
Can you explain the site visit in more detail? Is this to government-sponsored facilities? Are these facilities open to all offerors?
The site visit will provide all interested offerors with an opportunity to see facilities and locations currently in use for training.

Why not utilize an ISO or CMMI requirement?
The Government is contemplating use of Fixed-Price Service Contract type and the nature of the work is not deemed to be complex enough to warrant an offeror use higher-level quality management systems during the period of performance. As such, the Government plans to include FAR 52.246-4, Inspection of Services - Fixed-Price, in the solicitation and direct the offeror to describe their Quality Management System approach as part of their offer, and furthermore, post-award the winning offeror shall detail their specific Quality Management System processes in the Management Plan deliverable. If the offeror intends to include the use of a higher-level quality system as part of their offer, they may do so.

What is the logic behind the 27.5M NAICS size standard?
Size standards are established by the Small Business Administration. The Contracting Officer is looking at all proposed NAICS by the offerors for this acquisition.

For lodging planning / class size forecasting, how far in advance will the data be provided? Do you have a list of approved or off-limits locations that can be provided?
Annual class schedules will be incorporated into the Task Order. There is not a list of approved locations. An off-limits establishment list will be provided.

For the workout facility, what is the current solution? Is this a requirement in the existing program?
Currently, students and instructors receive gym memberships to a 24 hour fitness center near the primary lodging facility/training location.

What is the current solution for the drying tower?
We have utilized commercially procured warehouses (not preferred) and have driven wet parachutes to San Diego/Camp Pendleton frequently to utilize sister service towers.

Is the Government open to allowing alternative venues that may add value to the program, i.e., outside of stated radius?
Yes. PWS will be revised to allow some variation in the acceptable radius around DMAFB.

Can you provide the LTT approved vendor list?
Yes, the approved vendor list will be provided.

Would the Government consider the use of cadavers or is the requirement strictly limited to LTT?
The PWS will be revised to include a cadaver option.

Are there any boat model expectations?
The boats must meet PWS requirements.

Are there specs available for the drying tower?
The PWS will be revised to include more information on the drying tower requirements.

Aviation Programs typically have requirements for experience with aircraft type (twin engine) with NVG, hoist, etc. Will the Government add past performance relevancy criteria for legitimate aviation FW/RW past performance experience under 135, 133, CARB operations?
We are looking into the relevancy criteria to incorporate all aspects of the training requirements.

Several of the position requirements seem to favor incumbent personnel, i.e., marksman “national level shooting title.” Pilots may only accumulate 100 hours per year. Will the Government reduce the 100 hours per previous 6 months to 50 hours per 12 months?
PWS position requirements will be reviewed and revised if necessary.

Aircraft workloads are difficult to gauge. Can the Government provide some historical data to help with pricing the requirement appropriately?
Yes, PWS will be revised to include additional data on fixed wing and rotary wing flying time.
