An industry day will be held and draft acquisition milestones presented, with posting of a formal RFP to occur at a later date. The applicable NAICS code is 611512 with a size standard of $27.5M.

Section 1, Paragraph 3.1.1.1.5 5-Level and 7-Level Instructor Qualifications and Vetting
In the first sentence the qualifications and certifications are outlined in “Appendix D” but does the Government want the contractors to use “Appendix C”?
The PWS will be revised. Appendix C will contain hiring qualifications.

Section 1, Paragraph 3.1.1.3: States, “Each 5-level class shall run a minimum of 48 calendar days and a maximum of 90 calendar days as depicted in Table 3a.”
Why is there a range in the course schedule, from a minimum of 48 days to a maximum of 90 days? Then 7-level training could be 10 or 19 days? (Is it because of student load? The addition/subtraction of certain training topics?)
This range is designed to be able to adjust emphasis on various core skills over the duration of the contract. We must be able to grow/reduce the training load based on government/deployment requirements and frequency of the courses.

Section 1, Paragraph 3.1.1.4: 5-Level Course Syllabus and Phase Lesson Plans.
(1) Is our assumption correct in that 5-level course curriculum needs to be developed?

(2) What does the Government define, “syllabus” as? (Meaning, what products need to be developed besides lesson Plans? Tests/quizzes? Power Point Briefs?)

The PWS will be revised to clarify what course materials are provided by Government and what is developed by contractor.

Section 1, Paragraph 3.2.1: 5-Level Student Lodging
If Davis-Monthan AFB, Tucson is less than one hour away from a training venue, can the Contractor use DM AFB for lodging?
DMAFB lodging is a potential to utilize, but it is very difficult to guarantee availability.

3.3. Fixed/Rotary Wing Aircraft Requirements and Operational Availability
Will Government provide Fixed/rotary wing aircraft hangar space? Utilities?
No.

Section 1, Paragraph 3.4.5
Can the Government explain why each phase of training has different parameters for the distance lodging has to be from the training area/facilities?
This is due to the proximity of suitable lodging facilities near certain training locations. Some locations do not have adequate lodging nearby to support multiple days of operations.

Section 1, Paragraph 3.2.2. Meals
Are there any evolutions where the students will receive Government issued field rations at any point (SERE, Full Mission Profile evolutions, etc.)?
No. All meal service has been removed from PWS.

Section 1, Paragraph 3.2.4.2
Where are weapons stored today during training?
Weapons are stored in a contractor-owned storage facility or on DMAFB, depending on the Phase of training.

Section 1, Paragraph 3.2.4.2 Weapons, Ammunition and Explosives Storage. Last sentence states, “The storage location shall be within 15 miles of any phase training location that requires weapons use (i.e., Combat Marksmanship and Small Unit Tactics).
(1) Since the PWS states that SMUT phase of training, and most likely the Combat Marksmanship will occur at DM AFB, Tucson. Does this mean when training is on DM, those items such as weapons storage, lodging, gym, and meal support shall be on DM AFB?

(2) If SMUT training is on DM AFB as the PWS states, and the weapons/ammo storage is on DM AFB, then why is the Contractor responsible for, “providing secure storage for and control access to 8-24 student’s firearms and Government or contractor provided instructional weapons…”?

1) When training on DMAFB, it is possible for weapon storage, lodging, and gym support to be on DM; however, if the primary lodging facility is off base, it may make most sense to commute to/from DM daily. We currently do not live fire shoot on base due to range availability and restrictions.

(2) This is for when contract shooting is not on base.

Section 1, Paragraph 3.4.3.4 This section is very specific and defined.
(1) Does this description of the jump facility, match the existing facility being used? (2) What facility is being used today?
1) No- the current facility being utilized (68th owned) is not large enough to accommodate a full 5-level class of 24 students. It does meet the distance to drop zone, instructional (for 12 students) and parachute packing (for 12 students) requirements.

Section 1, Paragraph 3.4.3.4.2
Where are wet parachutes currently hung to dry?
We have utilized commercially procured warehouse's (not preferred) and have driven wet parachutes to San Diego/Camp Pendleton frequently to utilize sister service towers.

Section 1, 3.4.5.1 General Instructions (Combat Marksmanship):
How does the Government define "atmospherics"?
Disregard. It will be removed from PWS.

Section 1, 3.4.9.2.1
Is the “helicopter landing zone safety swimmer” a Government or contracted position?
The PWS will be revised to clarify that this is a Government position.

Section 1, Paragraph 3.4.10.1: States, “The contractor shall only provide logistics support for this phase."
Can the Government better define what they expect for "logistical support" during this phase?
The PWS will be revised to clarify what is provided by the contractor. Generally "logistics only" means the contractor does not provide instruction for the phase, but will provide lodging and/or non-instructor personnel.

Section 1, Paragraph 3.4.11.1: Mounted Operations, General Instructions.
This section states the contractor shall provide Mounted Operations training (at a ratio of 1:6), the Government is responsible for the training site and training vehicles and transportation to the training site. The Government is also responsible for maintenance and fueling. The last sentence also states, “Contractor personnel shall not drive training vehicles, but will be passengers in vehicles as required.

Will instructors be required to provide demonstrations for the various driving skills, if they cannot drive the vehicles?

The PWS will be revised and mounted requirement will be logistics support only.

Section 1, Paragraph 3.5. 7-Level Course Training Phase Requirements.
Can the Government define how many of each type of contractor position(s) are required?
The number of personnel are broken down per Phase. See each individual "MIR" in the Phase to see how many instructors will be needed per scenario. It will be class size dependent.

Section 1, Paragraph 3.5.2.1. General Instructions
Can the Government define the number of support personnel required and define the scope of work in more detail?
The PWS will be revised to include the number of personnel broken down per phase.

Section 1, 4.1.2 Security Manager
This position is not listed in Appendix C. Is this a full time position or a collateral duty?
It is a collateral duty.

Section 2, Table 1 - Services Summary,
a. States "Provide an 80% or greater flyable Operational Rate (OR) for the duration of this contract." (1) Does this imply the aircraft will be utilized throughout the period of performance and not just during specific training phases? (2) Is medical or casualty evacuation an implied task to be performed during all training? If so, this requires that a rotary wing aircraft be designated to all training evolutions - air and ground; can be a designated aircraft performing training or an on call aircraft dedicated to medical support?
1) This number applies to the aircraft provided for the respective training phase.

(2) Any and all medical plans for students/instructors are owned by government personnel (68th cadre). Depending on location, medical evacuation will be either on-call aircraft or ambulance

Can the Government provide Appendix X?

Is there a Phase in/Phase out plan for this upcoming contract? (or does this transition apply to the end of this contract?)
The PWS will be revised to clarify. A Phase In plan will be submitted as part of the proposal.

Appendix C, Key Personnel / Qualifications: All positions that require "Army, Navy and Air Force SOF…"
Can the Government also include SOF operators (CSO's) from MARSOC or just use "USSOCOM" as a "catch all" phrase?
The PWS will be revised to use USSOCOM.

Appendix C, Key Personnel / Qualifications: Lead Parachuting Instructor
Would the Government consider eliminating this part of the experience requirement: " SMU Closed Course Director and/or a USSOCOM Course Director/Lead Instructor for one of the following courses: Military Free-Fall Parachute Course (MFFPC), Military Free Fall Advanced Tactical Infiltration Course (MFFATIC), Military Free Fall Jumpmaster Course (MFFJMC) or Military Free Fall Instructor Course (MFFIC) since 2010." This requirement is too restrictive and eliminates very experienced and capable personnel.
No. For the lead instructor, this individual must have this experience.

Appendix C, Key Personnel / Qualifications: Lead Parachuting Instructor
Under certifications it states “Current MFF Jumpmasters (JM) OR a current Advanced Freefall Instructor (AFFI)…”. These are active duty positions/qualifications and can only be designated by the CO of the Command the contractor is supporting. Would the Government provide certification requirements?
Advanced Freefall Instructor (AFFI) is not a military requirement. The Government will provide certification requirements as applicable for Jumpmaster duties and document appropriately via our standards and evaluation shops.

Appendix C, Key Personnel / Qualifications: Lead Parachuting Instructor; Under certifications it states; "Maintains a current RA-1 Parachute qualification in accordance with TC 18-11 Table F-1 and Table F-3.”
This requirement would only allow former USAF personnel to fill this position. In the PWS, it states that the Government will train the contractor in the parachute system. Would the Government allow former MFF-qualified SOF personnel from the Army, Navy and Marines to be eligible for this position?
The Government is able to train the instructor on this requirement if they have prior MFF experience and meet the qualifications.

5-Level Sample Schedule (Excel Spreadsheet Attachment)
This schedule does not include the course at PWS section 3.4.1.1 titled, “Mounted Operations”. Should mounted operations be included?
Mounted Operations, if executed, will be done so during the "SMUT" phase. The PWS will be updated.

5-Level Sample Schedule (Excel Spreadsheet Attachment) There are inconsistencies with the 5-Level Sample Schedule (Excel Spreadsheet Attachment), and the PWS Table 3a. “5-Level Upgrade Training Course”.
This schedule states 9-days of “Air Ops” with one day being called, “Air Ops SME”. Can the Government define this day of training titled, “Air Ops SME"
SME = situational medical exercise. This is Air OPS training with medical focus at the end (hurt jumper, medical scenario on the DZ, etc). The Air OPS phase length and depth can flex/flow based on Government requirements as highlighted by the range in training days.

The order of Phase training will be provided by the Government in the Pre-planning Phase.

If contactor does not have to produce resumes of key personnel NLT 60 days prior to initialization, do these key personnel have to be “engaged” or “partnered” with proposed contractor prior to proposal submittal, or can a contractor borrow / utilize resumes of personnel with no actual past performance or experience with the proposed contractor/ team?
Referenced paragraph will be revised. Resumes are not required as part of the proposal. Resumes will be delivered by the awardee 60 days prior to the first course supported under the contract.

3.1.1.2. 5-Level and 7-Level Schedule
For estimating purposes, are there identified minimum number of courses per year to be identified guaranteed?
PWS states there will be a minimum of three 5-level courses and two 7-level courses per year.

3.1.1.3. 5-Level and 7-Level Workload
There is a large variance in the pricing of a 46-day course compared to a 90-day course. Will the final schedule for the full 5 years be available to interested contractors prior to final release of the PWS or will increases/decreases be adjusted for with change orders as specified in 2.6.2.1.?
Task orders will be issued for each year and specify the schedule for that year. There will not be a full 5-year schedule issued.

3.1.1.3. 5-Level and 7-Level Workload
What safety mechanisms are in place to ensure that a contractor does not submit an unfair low bid on the contract knowing that changes may / will occur, allowing for an unreasonably low bid offeror to increase price and margin at first change order?
Proposal pricing will be evaluated per procedures specified in RFP. Prices will be evaluated to ensure the Government receives a fair, reasonable, realistic, and balanced price. Please note this is not a lowest priced technically acceptable source selection methodology. We will be using subjective trade-off per the DoD Source Selection Procedures.

3.1.1.3. 5-Level and 7-Level Workload
If contractors are to use the proposed table for estimating purposes and GOV reserves the right to change phase timing / sequence, will the contractor be allowed to submit a change order if increased costs are incurred (i.e. logistics/support and scheduling can drive pricing that may be impacted).
Please refer to the RFP for the final pricing strategy.

3.1.1.5. 5-Level and 7-Level Course Logistics Plan
Logistics (LG) will be key to an effort as varied and complex as the proposed PWS. Will there be any form of LG plan required at proposal submittal or will there be no contract award risk associated with the lack of specificity to the LG efforts required but not detailed at submittal?
PWS will be revised to include the requirement for a logistics plan as part of the proposal and as a deliverable for each class.

So long as a dividing wall meets the same thickness and security standard of the exterior walls, can weapons / ammo storage be in a single unit that is fully subdivided into two (2) sections, each with their own exterior door and lock?
Yes, as long as the exterior wall meets regulations as defined in the PWS.

Are there any additional commercial licensing or insurance requirements for the transportation of students in COV’s (contractor-owned vehicles)?
Not for the minimal amount of movement we are requiring

The PWS states that SL’s are not to be retrieved in until jump run is complete. Does this mean that the CASA-212 is not permitted for use?
If CASA 212 does not allow multiple jumpers to exit on the same pass via SL drops, then it does not meet the requirement of the PWS

What are the specifications that require an aircraft must have a ramp and side door for spotting? Does this mean that the SC-7 Skyvan is not permitted for use?
The PWS will be revised to indicate side door not required.

What are the known commercially acceptable aircraft for this PWS (beyond Caribou, Sherpa and CASA-235)?
The government does not provide this information. Offerors must conduct their own market research and propose aircraft that meet the PWS requirements.

If the medical director is to be the primary POC during this phase, can the period of change of fee notification be extended during the medical phase? (As change directives given to the medical director, that may not be the prime vendor PM, may have unforeseen financial impact to the course.)

Is there an intended amount of tach hour usage for FTU cadre proficiency jumps that can be factored into the tach hour count?
It should not drive more than your standard 6-7 hour FW operations day.

Is there a specific number of tach hours to be factored into the proposal? (Weather, GOV Jumpmaster control of the aircraft, new student progression and other factors can affect the tach hour utilization per course if cadre jumps are expected but not detailed.)
No. These hours will be determined in pre-phase planning. We can also provide class historic for both FW and RW tach hours based on 12-18 person classes.

Is there a typical tach hour per jump amount historically utilized for each of the different sorties proposed?
Plan for 25-30 hours for RW per class (based on class size). Plan for 30-50 hours of FW tach hours per class (30 tach hours for 12 man class, 50 for 24 man class)

Averaged over the course, there is a large potential deviation to the jump numbers that can/ will impact the tach hours. Is there a specific POI or jump number proposed contractors can utilize for estimating purposes to ensure best value for both the GOV and contractor.

For only a 2 day live fire shooting program and with 14 students, it would be difficult for a single qualified instructor to work individually with students that may require additional assistance. Can it be clarified that contractor is not responsible for student progression due to the high student to instructor ratio and inability for individual/ solutions-based guidance?
Government instructors will run the Phase with the contractor-provided SME. Any progression of student will be the responsibility of the Government.
