MEMORANDUM FOR POTENTIAL OFFERORS

SUBJECT: FA4890-18-R-0002; Sources Sought and Qualification Information for Potential Small Business Set-Aside Determination for Aviation Command and Control Operations and Maintenance (ACCOM).
1. THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING
PURPOSES ONLY. This announcement closes 12:00 p.m. Eastern Time on Friday, 27 Oct 2017. The Government is seeking industry input from all sources (small and large business) at this time. Small Business concerns are highly encouraged to respond to this request in order for the Government to determine if this acquisition should remain full and open competition or set aside for small businesses under the auspices of the Federal Acquisition Regulation (FAR) Part 19. The applicable North American Industry Classification System (NAICS) for this requirement is 488111 (Air Traffic Control) with a size standard of $32.5M. Interested parties must be registered under NAICS 488111 in SAM (System for Award Management) at www.sam.gov, formerly known as CCR (Central Contractor Registration). The Government plans to consider all information submitted in response to this Sources Sought notice.
2. The U. S. Air Force, Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Langley AFB VA, is in the process of determining the acquisition strategy to obtain non-personal services for the operation, maintenance and support of United States Air Forces Central Command (USAFCENT) Aviation Command and Control Operations and Maintenance at 12 locations (Kuwait, Al Dhafra, Bahrain, Al Udeid, Al Jaber, Al Asad, Muwaffaq Salti, Bagram, Kabul, Kandahar, Mazar E Sharif, and Jalalabad) to maximize USAFCENT combat capability. The contractor may be tasked to support additional sites that require ACCOM support within the USAFCENT AOR.
3. The Government is contemplating a single award Idefinite Delivery-Indefinite Quantity (IDIQ) contract-type with both cost reimbursable and fixed priced line items for the issuance of future task orders to fulfill this requirement based on historical data and market research. For this requirement, the contractor shall be responsible for Air Traffic Control, Air Field Management, and maintenance and repair of equipment as outlined in this PWS. The contractor shall maintain and repair Government furnished property (GFP).

4. Performance will consist of a 90 day Phase-In/Transition period, one (1) year base period with four(4),pre-priced, one-year options. The Government anticipates making award on or about 11 Feb 2019, with the Phase-In/Transition period from 12 Feb 2019 – 17 Jun 2019 with contract performance to start 18 Jun 2019. The Request for Proposal (RFP) is expected to be released on or about 18 Apr 2018. Please note: This is an estimated posting timeframe and it is the responsibility of the interested parties to monitor the Federal Business Opportunity website at www.fbo.gov for all subsequent postings. A draft Performance Work Statement (PWS) is posted in conjunction with this notice to provide the size, scope, and complexity of this requirement.
5. The predecessor ACCOM contract was a multiple award IDIQ and was awarded competitively to two large businesses. The Government is seeking industry input to determine if there are adequate small business concerns that are capable of performing the follow-on requirement. A determination regarding the set-aside status and the single award IDIQ for this effort has not been made.
6. This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. All interested parties should submit a capabilities package (please limit to no more than 10 pages total) outlining their key business abilities relevant to the performance of this requirement. Please include in your capabilities package any prior performance of similar services in similar location. Please submit the requested information to this office by NLT the closing date and time (27 Oct 2017, 12:00 p.m. Eastern Time) to Mrs. Erika Chwalik at erika.chwalik.2@us.af.mil or accamic.pmc.accom2017@us.af.mil.
Note for Small Business Concerns: Offerors responding to this notice as a small business concern must be registered in SAM under NAICS 488111.
7. The internet and e-mail shall be used as the primary means of disseminating and exchanging information. Hard copies of documents posted on FBO will not be made available. The Government will provide an email confirmation acknowledging receipt of information submitted. Market Research Questionnaire
Aviation Command and Control Operations and Maintenance (ACCOM)
Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Langley AFB VA, anticipates procuring a follow-on contract for the provision of services for the operation, maintenance and support of United States Air Forces Central Command (USAFCENT) Aviation Command and Control Operations and Maintenance (ACCOM). As part of the Government’s continuous information exchange with Industry while formulating the acquisition strategy, the Government requests your assistance in determining if this requirement should be set aside 100% for small business concerns under the auspices of Federal Acquisition Regulation (FAR) Part 19.
In order for the Contracting Officer to make a set aside determination for any acquisition, there must be a reasonable expectation that offerors can satisfactorily perform contract requirements and that award will be made at fair market prices. Total set asides cannot be made unless such a reasonable expectation exists. The Government believes it is mutually beneficial to all parties if this determination is made as early as possible in the acquisition process. If your firm intends to submit a proposal as Prime contractor for this effort, you must respond to the following questions regarding your experience, capabilities, and intentions. Please limit your entire response to no more than one (1) page for each question. The Government is not requesting technical and/or management proposals at this time. Your responses will be used solely for the market research purposes in the formulation of the acquisition strategy.
1) Do you intend to submit a proposal as Prime contractor for this requirement?
2) Submit evidence of experience and ability to provide program management of a large multi-platform and technically complex facilities support services type contract.
3) Submit evidence of experience and ability to provide the types of support required in the draft PWS. Submit evidence of experience and ability to provide services OCONUS along with your ability to provide appropriate personnel in support of mission requirements. Please include brief information on your company’s managerial, technical and financial resources to be able to meet the program requirements as detailed in the draft PWS. Refer to the Draft Performance Work Statement (PWS) (Attachment 2) and Draft DD 254 -- DoD Contract Security Classification Specification (Attachment 3).
4) Address your company’s ability to manage and integrate subcontract efforts.
5) Include evidence of your company’s ability to provide program management of geographically-dispersed locations for similar type services IAW the Draft PWS.
6) Address the up-front capital investment and the company’s ability to: 1) Hire and maintain qualified personnel; 2) Knowledge and experience of the Aviation Command and Control
Operations and Maintenance (ACCOM) Program or, industry equivalent; 3) Quality Control capabilities to meet the Government’s inspection/quality requirements.
7) Identify whether your company is either large or small under the North American Industry Classification System (NAICS) Code 488111, Air Traffic Control. If you are a small business and are requesting a set aside action other than a 100% small business set aside, please identify the appropriate set aside program for which you wish to be considered.
8) As a Small Business, how will you comply with FAR 52.219-14?
9) For the major requirements (as described in the PWS) that your company does not possess an organic capability in, fully address how you’d procure those capabilities and with whom.
Also, please address past performance for those procured capabilities as it relates to Aviation Command and Control Operations and Maintenance (ACCOM).
