Updated Q&As posted with Amendment 02 as of 05 June 2017

60. Per PWS para 1.6.3 and Appendix 5, the contract winner is required to submit an initial courseware development schedule within 30 days of contract award, projected to be 1 Dec 17. Given the fact that these schedules are required to be produced based on the fiscal year (FY) calendar (1 Oct – 30 Sep) per PWS para 1.6.3, will the initial schedule cover the first 8 months of the initial period of performance from 1 Feb 18 – 30 Sep 18?

Response: The intent is to have the CWD schedules delivered on the contract year schedule (1 Feb – 31 Jan of each year). The first sentence of Para 1.6.3 should read “The contractor shall develop, coordinate, and produce a definitive CWD schedule that shall identify the milestones and time phasing of CWD that will occur during the next year of the contract (1 Feb – 31 Jan of each year”. See PWS revision 2.

61. If the incumbent contractor has an approved courseware development schedule in place for the remainder of FY 18, is it sufficient to review that schedule and, after incorporating any changes as necessary, resubmit that schedule as the proposed courseware development schedule for the remainder of FY 18?

Response: Per question above, the CWD delivery schedule cycle will run with the contract year of 1 Feb – 31 Jan of each year.

62.a. What hard-copy documents or hand-outs are required to be given to trainees during the course?

Response: Only what is described in the contractor’s proposal.

62.b Will the new awardee be given copies or examples of those handouts and instructional material that is currently provided to trainees Response: Yes.

63. IAW Appendix 5 of the PWS, there are two different courseware development schedules that are due to the Government within 30 days of contract award. Are there actually two distinctly different schedules that are required to be submitted or is the second entry for “Initial CWD Schedule” simply restating the first occurrence in the table with the added identification as “Initial”??

Response: There is only one CWD schedule. The initial CWD schedule will be delivered 30 days after contract award for the base year of the contract (1 Feb 18 – 31 Jan 19) and then 1 Feb – 31 Jan for each option year after that.

64. Per PWS pg. 38 para 4, the schedule for development of additional CRM training must be ready for COR approval 60 days after contract award and on 1 December of each year. Is this intended to be set on a different schedule than that required for the courseware development schedule which is required to be coordinated during the last quarter of each FY and cover the next FY from 1 Oct – 30 Sep? Additionally, there are no 60 day deliverables identified in PWS Appendix 5. Is the schedule for the development of additional training materials intended to be in line with the rest of the courseware development schedule and be based on the FY?

Response: No. As previously answered, all CWD will be planned and delivered on the contract year of 1 Feb – 31 Jan.

65. Per PWS para 1.10.1, AFRC Briefing Guides are required to be developed for each of the 5 MDS identified in Appendix 1 workload, Section 5. Appendix 1 Section 5 Air Force Reserve Command identifies the following subsection: Fighters, C2 ISR Aircraft, Aerospace Evacuation (AE) Aircrew, Bomber Aircraft, and Rescue Aircraft. However, Appendix 3 section 5.2 identifies the following platforms for which AFRC Briefing Guides will be developed: Fighter, RPA, AE, AWACS, and Bomber.

65a. Are the AWACS and RPA platforms identified in Appendix 3 of the PWS simply a more specific breakdown of the C2 ISR Aircraft identified in Appendix 1?

Response: Yes - the AWACS and RPA platforms identified in Appendix 3 of the PWS are a breakdown of the C2 ISR Aircraft identified in Appendix 1.

65b. Why are Rescue Aircraft identified in the Appendix 1 list but not in Appendix 2?

Response: Rescue Aircraft are included in PWS Appendix 2 in Table 3. (Helicopter/Other Course).

66. IAW PWS para 1.10.2, AFRC Briefing Guides are required to be maintained on the CAF CRM website. Is this about the web-based LMS/TMS that the contractor is required to develop or will the contractor be provided access to or a means of uploading training material to a separate Government controlled website?

Response: Yes – Per PWS 1.7.2, all training materials will be maintained on a contractor developed website. The contractor will not need access to a separate Government controlled website.

67. Concerning instructor travel to all the locations identified in the PWS, is the cost for travel to be included as part of our pricing plan or are these costs reimbursable from the Government?

Response: Yes, they will be included as part of your pricing plan.

68. Does the requirement to use Times New Roman, 12 fonts throughout the proposal also apply to text within tables or does the note from RFP para 5.3 on page 87 which states “The font size requirement does not apply to charts, (i.e., Workload Manning Charts); however, the font size must be reasonable and easily readable.” Also, apply to text within tables?

Response: Please use Times New Roman font in tables.
