Q&As posted with Pre-Solicitation Notice

1. Will USG provide a count of all FTE and PTE personnel (and approximate PT hours per PTE) supporting the current effort?

Response: No, the Government has provided all the workload that will be accomplished in this effort in the Appendices 1, 2, and 3. It is up to each contractor to propose the number of FTE and/or PTE required to accomplish the work.

2. With respect to the Draft PWS, Section 3 Government-Furnished Property, paragraphs 3.1 and 3.2 (Page 16), can the USG confirm that not a single student workstation setup, common classroom projector/smartboard, nor digital/electronic display of any type will be available in the classrooms where CRM training is to be provided?

Response: Some of the materials referenced in the question may be provided at some locations. However, some units may only have the equipment as listed in the PWS para 3.1. The contractor should be prepared to bring all equipment required (and as outlined in their proposal) to each class that is being taught.

3. Will USG entertain, and Air Force facilities support, a virtual training solution (CRM contract instructor available virtually to provide all required classroom training) for all or part of the CRM requirement vice a contract instructor physically present at the site(s)? This approach to training would greatly reduce USG costs by significantly decreasing travel expenditures.

Response: No, the Government expects a contract instructor to be physically present at each site listed in Appendix 1 of the PWS. The Government has tried CRM training virtually and found it to be less effective as a contract instructor being physically present in the classroom.

4. Please verify if the contract is required to provide CRM training for 10% of the individuals listed in the tables in the draft PWS Appendix 1, or if the contractor is required to provide CRM training for all individuals listed in the tables.

Response: The contractor is required to provide training for all individuals in the workload tables, and per the 2nd sentence of Appendix 1, para 1: "The contractor will not be expected to teach more than 10% above the identified workload at each site.”

5. What is/are the format(s) of current courseware, by MDS.

Response: This contract requires 3 different types of CRM courses to be taught per AFI 11-290, paragraphs 4.2 - 4.4 and the PWS paras 1.5.1. The Formal Training unit course is 4 hours in length and can be delivered in any of 3 formats as outlined in the table in PWS Para 1.5.1.1. Continuation and Instructor upgrade training classes are 2 hours in length. Per PWS Appendix 2, all FTU and CT classes are designed MDS specific but the Instructor upgrade classes are less specific as outline in the Appendix 2 para 5.

6. What authoring tool(s) was used to develop the courseware?

Response: The current courseware uses a combination of PowerPoint slides and commercial off the shelf software to deliver interactive case studies. Live video and audio are also used when available. Examples of the courseware and case studies will be presented at the pre-proposal conference.

7. Per the draft PWS paragraph 1.5.3 table, implementation dates are provided for "REVISED - All FTU courses in new format" and "REVISED - All Instructor courses". Please confirm these dates are for revision of existing courseware to a new format vs revision of existing courseware to incorporate new training material/case studies.

Response: Yes, these dates are for revision of existing courseware into the contractor's format as they outlined in their proposal.
