PRE-SOLICITATION NOTICE

DRAFT REQUEST FOR PROPOSAL (RFP)

FA4890-17-R-0011

THIS IS A PRE-SOLICIATION NOTICE ONLY. This notice is for RFP: FA4890-17-R- 0011. Air Combat Command, Acquisition Management Integration Center (AMIC) anticipates issuing a formal RFP on or about 1 Oct 2017 with a response due date on or about 1 Nov 2017.

The Government intends to award a Multiple Award Indefinite Delivery/Indefinite Quantity (ID/IQ) fixed-price with incentive fee, and cost reimbursable contract line items, performance based, non-commercial service contract in accordance with FAR Part 15, and AFFARS MP

5315.3. The North American Industry Classification System Code (NAICS) for this requirement is 811219, Other Electronic and Precision Equipment Repair and Maintenance with a size standard of $20.5M.

Description of Services:

The contractor shall provide Program Management, Technical Support (TS), Logistics Support (LS), Measurement, Analysis and Improvement (MA&I) in support of the Precision Measuring Equipment Laboratory (PMEL) Operations and Maintenance (O&M) responsibilities IAW the Performance Work Statement (PWS). The scope of work encompasses the following technical areas: advanced electrical, electronics, electromechanical, mechanical, physics, optics, and thermal principles; mathematics and number systems;

operating principles of complex and intricate Test, Measurement, and Diagnostic Equipment (TMDE) and laboratory standards; interpreting block, schematic, wiring and logic diagrams and technical data; troubleshooting techniques; calibration traceability, metrology techniques, laboratory practices, and planning; microprocessors; computer operational principles, language, and software; and use, care for, and repair of complex and intricate TMDE, laboratory standards, hand tools, and special tools. Collateral areas include contingency support, training, staffing, contract management, supply, transportation, civil engineering, budget, maintenance data collection, quality control and assurance, and integrated logistics feedback systems;

communications and information systems, inter-service and inter-departmental support agreements; reimbursement procedures; equipment scheduling, production, and material controls; facility requirements; support equipment material management; and AFMETCAL Program functions and procedures. Projected operating locations are as follows: Arnold AFS, TN; Andrews, AFB, MD; Barksdale AFB, LA; Cannon AFB, NM; Patrick /Cape Canaveral FL; Columbus, AFB, MS; Dyess AFB, TX; Ellsworth AFB, SD; F.E. Warren AFB, WY;

Fairchild AFB, WA; Hill AFB, UT; MacDill AFB, FL; Malmstrom AFB, MT;

Maxwell/Gunter AFB, AL; McConnell AFB, KS; Minot AFB, ND; Moody AFB, GA; Offutt AFB, NE; Peterson AFB, CO; Robins AFB, GA; Scott AFB, IL; Sheppard AFB, TX; Tinker AFB, OK; Tyndall, AFB, FL; Vance AFB, OK; Vandenberg AFB, CA; Whiteman AFB, MO; Wright Patterson AFB, OH; Anderson AB, Guam; Elmendorf/Eielson AFB, AK; RAF Feltwell, United Kingdom; Thule AFS, Greenland; and Air Force Primary Standards Lab Heath, OH.

The ordering period will begin 1 Oct 2018 and run through 30 Sep 2028. The Government intends to make multiple awards on or about 7 Sep 2018 and start task order competitions in the Nov 2018 timeframe. Interested parties should review the documents posted on FedBizOpps and provide any comments via e-mail to this office. It is the offeror(s) responsibility to monitor this web site for the release of the final solicitation and RFP close date. The Air Force will consider and respond to all inputs received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition and to ensure that the requirement is understood. A pre-proposal conference and site visit is tentatively scheduled for 18-20 Sep 2017. An amendment to this notice will be issued to finalize the date and provide additional details regarding locations. Offerors responding to this notice must represent in good faith that it is a small business at the time of its written representation and have an active registration the System for Award Management (www.sam.gov) to be eligible for contract award. Proposals will be due on or about 1 Nov 2017. THIS DRAFT RFP IS TO PROMOTE EARLY EXCHANGES OF INFORMATION

WITH INDUSTRY IAW FAR 15.201. ALL EXCHANGES WITH INDUSTRY WILL

END ON 25 Sep 2017. The Government is seeking industry feedback on draft solicitation number: FA4890-17-R-0011, Air Force Enterprise Contracted (AFEC) Precision Measurement Equipment Laboratory (PMEL) II Services. The draft RFP, applicable attachments and appendices are contained within this announcement. A Sources Sought Notice was previously announced for this requirement on 13 Dec 2016.

Interested Small Business concerns are highly encouraged to provide exchanges to this request.

As mentioned prior, the formal RFP for this acquisition will be issued on or about 1 Oct 2017.

Please note this is an estimated posting time and it is the responsibility of the interested parties to monitor the Federal Business Opportunity website/FedBizOpps for all subsequent postings. A PWS is posted in conjunction with this announcement to provide the size, scope, and complexity of this requirement.
