COMMENT/QUESTION GOVERNMENT RESPONSE

1 PWS 3.4.3 Since this is a follow on requirement, does the USG have intellectual property rights to the current POIs which the non-incumbent bidder may use as a baseline for the training?

The US Government does not have data rights to the previous contract POIs.

2 PWS 3.4.3 The USG states that the contractor shall supply a copy of the course material to each student.

Question: is an electronic copy on a CD or USB drive acceptable to satisfy this requirement?

Training will, in most cases, require course materials to be provided in paper due to lack of electronic devices;

however, when applicable, the requirement for electronic training materials will be identified in the D/O.

3 RFP Attachment 2 Will the USG please confirm the sample scenario is not priced? The OCONUS Scenario will not be a part of the price evaluation. Refer to FAR 52.212-1, Instructions to Offerors—Commercial Items, Subfactor 3:OCONUS Scenario.

4 PWS 3.2.1 Table 2 The FALCON II and III Series radios are HF and VHF capable and the coupler is a key component to the radios functions providing protection from high VSWR, high temperature, RF over-voltage, over-current, RF signal path, Antenna static bleed drain, Lightning surge protection on all control lines and Can tune or key into open or short without damage

The USG used TBD to identify the Antenna Coupler for the FALCON II and III. The Antenna Coupler for this series of radios at 150watts is the “RF-5382H-CU001”.

Will the USG please confirm this is the correct part number for pricing purposes?

The RF-5382H-CU001 is currently the correct Antenna Coupler.

5 PWS 3.2.1 Table 2 The FALCON II and III Series radios are HF and VHF capable the Antenna spares should cover the following type of Antennas:

8 to 35 foot whips 25 to 150 foot long wires 40 to 100 foot dipoles (including RF-1912 and RF-1936)

Will the USG please confirm these are correct?

The Offeror will determine the best approach for configuration of the spares kit for antennas. Antenna types will differ based on the configuration(s) identified in the D/O. The Government has provided a plug number for the spares kits. Refer to solicitation amendment 0003.

6 PWS 3.2.2 Should the Offeror assume that the Tier-1 tactical Toolbox would be used in a tactical environment with limited or no Power?

The Tier-1 Tactical Toolbox will be used in a tactical environment with limited or no power.

7 Do the Host Nations have established written standard operating procedures that support the three (3) Levels of maintenance?

No.

8 PWS 3.2.2 Will the USG support the purchase of the RF-5801-TE101? If so, how many would the USG want to have included in the pricing for evaluation purposes?

This is the Communication test equipment suite. This suite measures the standards of a repaired radio to a Gold Standard to measure the level repair.

The Government will not provide a technical approach;

however, the Government has provided a plug number for the spares kits. Refer to solicitation amendment 0003.
