DEPARTMENT OF THE AIR FORCE

HEADQUARTERS AIR COMBAT COMMAND

JOINT BASE LANGLEY-EUSTIS VA

FROM: ACC AMIC/PKCB

SUBJECT: Market Research Questionnaire FA4890-16-R-0009, HIGH FEQUENCY

GLOBAL COMMUNICATIONS SYSTEM (HFGCS) PUERTO RICO STATION (PRS)

1. GENERAL REQUIREMENTS OF POTENTIAL CONTRACT: Provide operations and maintenance support to the Puerto Rico Station in support of the Air Force HFGCS mission.

Provide qualified management and supervisory personnel at the Air Force PRS facilities, qualified organizational maintenance personnel at the PRS and a level of support for these personnel that allow them to effectively and efficiently accomplish the requirements of the Performance Work Statement (PWS). Support shall include the operations and maintenance of all System Capable of Planned Expansion (SCOPE) Command equipment, associated communications systems, ancillary equipment, and antennas in accordance with (IAW) applicable Air Force Technical Orders (AFTOs) and commercial manuals. The contractor shall provide all facility maintenance and management, supply support, as well as a Quality Control Program, and Environmental, Safety, and Health (ES&H) Program.

2. OBJECTIVE OF MARKET RESEARCH: This market research is conducted to assist in determining acquisition strategy for the subject procurement. Specifically, feedback is sought from industry in regards to practices for obtaining the required services, as well as the capability of industry in providing the required services within our military environment. Additionally, the government requests industry input as to potential efficiencies. Contract type, practices, potential set-aside strategy as authorized by Federal Acquisition Regulation (FAR) Part 19 and performance-based specifications are being considered in development of the solicitation. Your input will greatly assist in this development. A draft PWS has been posted with this questionnaire to www.fbo.gov, and you are invited to review this document and provide feedback on the document itself, as well as to the below questions.

3. INFORMATION REQUESTED FROM INDUSTRY: Please review the associated draft PWS posted to this site and the following questions, and provide any input you would like considered as we formulate the acquisition. For the Contracting Officer to set aside any acquisition over $150,000 for small business, there must be a reasonable expectation that two or more offerors can satisfactorily perform contract requirements and that award will be made at a fair market price. Total set-asides cannot be made unless such a reasonable expectation exists.

The Government believes that it is mutually beneficial to determine the capability of offerors eligible for set-asides early in the procurement process in order to preclude the need for a modification of the acquisition strategy later. The Government is not requesting technical/management proposals, only capability information that will be used as market research to develop the acquisition strategy and solicitation.

Questions from prospective offerors and the subsequent answers will be posted throughout the presolicitation phase of the procurement. We expect to make further postings of draft documents (including a draft solicitation) in the coming months, in anticipation of issuing a final solicitation within the next year. Your continued input is welcome throughout this process. Please provide a brief capability response to each of the following and limit your entire response not to exceed fifteen (15) pages
