Performance Work Statement (PWS) High Frequency Global Communication Systems (HFGCS)
Vision Statement Provide the Department of Defense (DoD) with reliable and available long haul High Frequency (HF) communications.
1 Description of Services The United States Air Force (USAF) Air Combat Command (ACC) HFGCS Puerto Rico Station (PRS) is one of thirteen worldwide radio stations that make up the USAF’s and DoD’s world-wide high powered, high frequency Command and Control (C2) network. Services provided through voice and data connectivity include C2 mission following, Nuclear Command and Control Communications (NC3) support, Aircraft Advisory broadcasts, Automatic Link Establishment (ALE), and HF Email connectivity. The PRS consists of a transmitter, receiver/control site and antenna farms that are remotely controlled and operated 24 hours 7 days a week by radio operators from two net control stations (NCS) located at Andrews AFB, MD and Grand Forks AFB, ND.
1.1 Mission
The USAF High Frequency Global Communications System provides rapid, reliable, non-dedicated communications support to the President and Secretary of Defense, DoD agencies, and aircraft and ships of the United States government during peacetime, contingency operations, and war.
1.2 Background
HFGCS was created from the consolidation of Giant Talk, Global Command and Control System, Commando Escort, Navy HF Command, Mission Radio System, Defense Communications System HF Entry, HF Mystic Star and the Information and Telecommunications System of the American Air Forces (SITFAA) missions. HFGCS started rightsizing in 1992 and has continued to add missions by merging with the US Navy HF mission.
The HFGCS Puerto Rico Station was operated by the US Navy until September 2005 when the mission and sites were transferred to the Air Force in October 2005 (FY2006). HQ ACC assumed O&M responsibility for the Puerto Rico station and sites at Isabela and Salinas in October 2007 (FY08).
1.3 Scope
The primary objective of this contract is to provide a high level of organizational maintenance support for the High Frequency Global Communication System - Puerto Rico Station (HFGCS- PRS), which encompasses sites at Salinas and Isabela, Puerto Rico. The USAF ACC HFGCS- PRS mission provides: primary command and control for mobility air forces voice and data;
Presidential and executive DOD support; dissemination of Emergency War Order message traffic; Spanish speaking network between US, Southern, and Central American Air Forces;
Global Humanitarian/NATO Mission support; and High Frequency Secure Email to the Airborne Warning and Control System (AWACS) fleet. The contractor shall provide operations support as required by this Performance Work Statement (PWS). The PWS objective shall be fulfilled by providing qualified management and supervisory personnel at the government PRS facilities, qualified organizational maintenance personnel at the PRS, and a level of support for these personnel that shall allow them to effectively and efficiently accomplish the requirements of this PWS. Support shall include the operations and maintenance of all System Capable Of Planned Expansion (SCOPE) Command equipment, associated communications systems and antennas in accordance with (IAW) applicable Air Force Technical Orders (AFTO) and commercial manuals. The contractor shall provide all facility maintenance and management, supply support, as well as a Quality Control Program, and an Environmental, Safety and Health (ES&H) Program.
2 General Requirements
This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this effort.
2.1 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.
2.2 Business Relations
The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
2.3 Contract Administration and Management
The following subsections specify requirements for contract, management, and personnel administration.
2.3.1 Contract Management
The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the support operations at Isabela and Salinas, Puerto Rico, ACC CSS/SCXU, Joint Base Langley-Eustis, Virginia, and the contractor's corporate offices.
2.3.2 Contract Administration
The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support the contract. The contractor shall assign work effort and maintain proper and accurate time keeping records of personnel assigned to work on the requirement.
2.3.3 Personnel Administration
The contractor shall provide the following management and support as required. The contractor shall provide for employees during designated Government non-work days or other periods where Government offices are closed due to weather or security conditions. The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements. The contractor shall make necessary travel arrangements for employees. The contractor shall provide necessary infrastructure to support contract tasks.
2.4 Subcontract Management
The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the Procuring Contracting Officer (PCO) and Contracting Officer Representative (COR).
2.5 Contractor Personnel, Disciplines, and Specialties
The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The contractor shall ensure the labor categories as defined in the Labor Categories document (see attachment), labor rates, and man-hours utilized in the performance of each task issued hereunder will be the minimum necessary to accomplish the task.
The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.
2.6 Location and Hours of Work
Accomplishment of the results contained in this PWS requires work at the HFGCS Transmitter, Receiver/Control sites in Isabela and Salinas, Puerto Rico and at various contractor, subcontractor, and Government facilities (mainly in the continental United States). Normal workdays are Monday through Friday with the exception of designated holidays IAW the Collective Bargaining Agreement (CBA). Workers typically work eight (8) hours per day, 40 hours per week. During certain equipment outages the NCS will contact the contractor 24-hour Point of Contact (POC) after normal duty hours to initiate restoral actions of critical outages impacting the HFGCS mission. The contractor has a 1-hour response time after notification for initiation of repair actions by the appropriate contractor personnel. Core hours of work are from 0800 to 1500 daily. All employees are expected to be available during core hours. [NOTE: The contractor will coordinate weather and security closures with the NCS in accordance with Internal Station Emergency Procedures guidelines. On occasion, during short term situations (e.g. critical equipment/ station outages impacting the HFGCS mission) contractor performance maybe in excess of 8 hours per day, 40 hours per week.
3 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract.
3.1 Program Management
Perform oversight for all work performed under this contract and exercise management and operational control over this contract. Ensure contract performance and serves as the single interface between the government and contractor.
Provide and maintain, comprehensive Resource Management that focuses on meeting or exceeding customer requirements and ensures compliance to all mandatory, statutory, and regulatory requirements.
In accordance with performance Management, the contractor shall implement, maintain, and comply with a comprehensive Quality Management System.
Performance Standards STD: IAW Quality Management Systems requirements.
AQL: No critical defect is allowed. If a critical defect is discovered the Quality Management System will be considered non-compliant. A critical defect is a defect that adversely effects mission, safety of personnel and equipment, schedule, costs, and increases risk to the government such as non-provision of resources, poor quality resources, and/or recurring defects.
3.1.1 Performance Management
The contractor shall develop, document, implement, maintain, and continuously improve a comprehensive Quality Management System (QMS) that assures compliance with PWS requirements.

3.1.2 Human Resources
The contractor shall provide overall management, supervision, personnel, and services necessary to execute PWS requirements at the HFGCS PRS sites. All contractor employees shall be able to read, write, and speak English sufficient to perform duties. Select and employ qualified personnel in sufficient numbers to manage, supervise, and perform PWS requirements. Contractor personnel shall be properly trained, sufficiently qualified, and certified when applicable.
Performance Standards IAW PWS Para 3.1.2.
3.1.2.1 Personnel
The contractor shall provide qualified personnel to conduct effective site management services, oversight for contractor personnel, and be responsible for execution of all contracted HFGCS PRS site activities.
Performance Standards STD: Train personnel to 200% task coverage at 100% availability IAW PWS Para 3.1.2.1.
For example, taking into account contractor personnel vacations, and planned absences, schedule available trained personnel accordingly to ensure at least 100% task coverage exists on any given work shift.
3.1.2.1.1 Program Manager
The contractor is responsible for all program administration required to fulfill contractrequirements. The name of this person and an alternate or alternates who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer (CO). The contractor shall submit a Program Management Plan no later than 21 days after award IAW CDRL A005.

3.1.2.1.2 Lead Electronics Technician
Provide a qualified Lead Electronics Technician.
Performance Standards Lead Electronics Technician shall have the skills of a Communications-Electronics technician:
Ability to effectively apply electricity and radio frequency theory Ability to effectively troubleshoot transistors, solid-state components, and digital techniques applicable to radio communication, antenna, and related equipment maintenance
Ability to effectively interpret management information data, T.O.s, blueprints, wiring diagrams, and schematic drawings
Ability to effectively use and operate test equipment for radio, antenna, and related support equipment
Ability to effectively conduct circuit analysis Ability to understand and execute network operations
STD: IAW PWS Para 3.1.2.1.2.
3.1.2.1.3 Communications-Electronics Technician
The contractor shall provide qualified Communications-Electronics Technician(s).
Performance Standards Shall possess appropriate certification(s) necessary to work in Puerto Rico and the following skills:
Ability to effectively apply electricity and radio frequency theory Ability to effectively troubleshoot transistors, solid-state components, and digital techniques applicable to radio communication, antenna, and related equipment maintenance
Ability to effectively interpret management information data, T.O.s, blueprints, wiring diagrams, and schematic drawings
Ability to effectively use and operate test equipment for radio, antenna, and related support equipment
Ability to effectively conduct circuit analysis
Ability to understand and execute network operations

3.1.2.1.4 Facility Maintenance Technician
The contractor shall have a level of knowledge required to successfully perform maintenance and repair of: generators, Ventilation Air Conditioning System (VAC) systems, plumbing, carpentry, electrical systems, and small engines.

3.1.3 Contract Management
The contractor is responsible for all program administration required to fulfill contract requirements. Provide all data and information, including Contract Data requirements List (CDRL) deliverables or contract requirements, to the government. Develop and maintain a non-proprietary set of procedures, policies, and supplements that provide guidance and establish procedures for the accomplishment of this contract.
Performance Standards STD: Provide CDRL in electronic format compatible with Microsoft® Office software (2003 - 2010), unless otherwise directed by the government.

3.1.4 Environmental, Safety & Health (ES&H) Program
The contractor shall develop and implement an ES&H Program. The contractor shall be liable and responsible for non-compliance of ES&H provisions in this PWS, and pay all fines and fees resulting from improper or the lack of contractor action and/or procedure. The contractor shall maintain a clean and professional working environment.
Comply with occupational, environmental, safety, and health (E, S, and H) requirements.
Performance Standards STD: IAW CDRL A001, IAW OSHA, AFOSH standards, EPA, NFPA, and Puerto Rican requirements
AQL: Standard is no critical defects. A critical defect occurs where there is non-compliance with OSHA, AFOSH, EPA, NFPA, S&H OI/plan, or environmental OI/plan; and a safety or environmental incident or mishap is attributed to inadequate or non-performed S&H or environmental tasks; or missed or inadequately performed duties jeopardized the S&H of environment, of personnel, and/or equipment.

3.1.4.1 Environmental Protection Program
The contractor shall develop, implement, and maintain HFGCS PRS site-specific Environmental Protection Plans (EPP) (CDRL A001).

3.1.4.2 Spill Notification.
The contractor shall notify the CO of all pollution incidents.

3.1.4.3 Pesticide and Herbicide Reporting and Use
The contractor shall report chemical use to the CO at the end of each month on Defense Department (DD) Form 1532 or computer generated equivalent, if used. This reporting will be included in the HFGCS PRS monthly report.

3.1.4.4 Safety and Health (S&H) Program
The contractor shall establish responsibilities and procedures required to effectively administer the Ground Safety Programs. Attain program objectives through conformance with standards specified in Air Force Occupational Safety and Health (AFOSH), Occupational Safety and Health Administration (OSHA), Air Force (AF) safety instructions, executive orders, T.O.s, USAF directives, and all local S&H requirements. Inform all personnel assigned, attached to or visiting HFGCS PRS sites on all safety mandates.

3.1.4.4.1 Safety & Health Plan (S&HP)
The contractor shall develop, implement, and maintain a HFGCS PRS specific S&HP for all safety and health procedures. All employees shall receive an initial safety briefing which shall be documented. Cardiopulmonary Resuscitation (CPR) and First Aid Training IAW CFR
1910.269 app B, and AFOSH Standard 91-50 are required and will be documented as applicable.

3.1.4.4.2 Safety Library
The contractor shall establish and maintain a safety library at each HFGCS PRS site.
Performance Standards STD: All applicable AF S&H standards, instructions, directives, T.O.s, and applicable OSHA directives listed in Appendix C, Publications and Forms.

3.1.4.4.3 S&H Notification
The contractor shall notify the CO of all mishaps involving government or contractor personnel, AF assets, or AF operations, which result in injury, illness, or damage. Establish internal mishap notification procedures and brief all personnel.

3.1.4.4.4 S&H Reporting
The contractor shall document and report mishaps on a locally developed form. The completed form will be signed by the HFGCS PRS Site Manager. Provide a copy of all mishap reports to the CO. Injuries to contractor personnel will be reported.

STD: Maintain copies of all mishap reports for one (1) year.

3.1.4.4.5 S&H Investigation
ACC A7 is responsible for investigating reportable mishaps involving military personnel, AF assets, or AF operations which result in injury, illness, or damage (ACC CSS being advised). The contractor shall cooperate fully and assist government personnel in any government mishap investigation until released by the mishap investigation authority. Contract employees are subject to drug testing following a Class A, B, or C mishap. Conduct a thorough safety investigation of mishaps requiring medical attention and submit a written final report through the CO.
Performance Standards STD: Within 15 days with follow-up reports submitted as necessary.

3.1.5 Fire Prevention Program
The contractor shall provide fire prevention and inspection activities at each HFGCS PRS site. Develop and enforce a comprehensive site specific Fire Prevention Program for government facilities.
Performance Standards STD: IAW DoD, AF, ACC, and industry publications and standards.
STD: IAW National Fire Protection Agency (NFPA) Std 1, AFI 32-2001, ACC Supplement 1 to AFI 32-2001, AFI 91-302, and AFOSH Standard 91-501.

3.1.5.1 Fire Safety Inspection
The contractor shall develop and implement a fire safety inspection schedule. Conduct fire safety inspections on a recurring basis to ensure government facilities are protected.
Performance Standards STD: IAW AFI 32-2001, AFI 91-301, and NFPA.

STD: Maintain inspection records on an AF Form 218 or commercial equivalent.

3.1.5.2 Open Flame Program
The contractor shall establish, maintain, and enforce an open flame permit program for all activities at the HFGCS PRS sites.

3.1.5.3 Fire Investigation
The contractor shall assist in fire investigations to determine origin and most probable cause of fire.
Performance Standards STD: IAW AFI 32-2001, AFI 91-204, NFPA, and local procedures.

3.1.5.4 Fire Extinguishers
The contractor shall inspect and maintain extinguishers where applicable.

3.1.6 Data Management
The contractor shall have an operational computer-aided data management system in place within 30 days of contract start. Remote system access to the database shall be granted to authorized government users. System shall be able to support ad-hoc queries executed by the government. The contractor shall provide government representatives training on how to access the data. All data shall be accurate and updated within 24-hours of occurrence and made available to the government. All data shall be maintained by the contractor for the life of the contract. The data shall be provided to the government at the end of the contract. The government shall retain ownership of all records generated in the performance of this contract. The contractor shall coordinate with the government on the required content and format of the data.

3.1.6.1 Compatibility
The contractor shall use software compatible with Microsoft® Office. All contractor data exchange shall be via electronic means, unless prior Contracting Officer (CO) approval is received for hard copy transmission. The government will consider any cost-effective proposals submitted by the contractor detailing alternative and supplemental methods of data interchange.

3.1.7 Travel
The contractor shall be required to travel to attend meetings in support of tasks to fulfill PWS requirements if directed by the government. All trips will be in accordance with regulatory requirements and actual travel shall be coordinated and pre-approved by the Government COR in writing that are under $3,000.00, anything over $3,000.00 shall be approved by the CO. Anticipated travel shown below is subject to change. The government will reimburse allowable costs, exclusive of additional fee. The contractor is required to provide travel receipts to the COR and CO for all allowable costs. Travel projections are subject to change based on government requirements.

3.2 Security
The contractor shall be responsible for the following security to include but not limited to:
Physical Security; Information Security; Key, Pass, and Badge Control; Escorting; Weapons, Firearms, and Ammunition; Access to Air Force Network; and Personnel Security Requirements.

3.2.1 Physical Security
The contractor shall safeguard all government-owned facilities, infrastructure, Government- Furnished Property (GFP), and equipment provided for contractor use. Comply with all applicable government property security requirements.

3.2.2 Information Security
The contractor shall control and maintain all information.
Performance Standards STD: IAW AFI 31-401, Chapter 5; Air Force Policy Directive (AFPD) 31-4, Attachment 2; and Department of Defense (DoD) 5200.1-R, Chapter 6.
3.2.2.1 Incident Reporting
The contractor shall notify the Network Control Station (NCS) at Andrews Air Force Base (AFB), Maryland (MD), the PM and CO NLT 15 minutes after any security incident occurs.

3.2.2.2 For Official Use Only (FOUO)
The contractor shall comply with applicable directives for policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. When FOUO publications are required, the contractor shall prepare an AF Form 1846 listing those publications and submit through the CO for approval and submission to the AF Publishing Distribution Center.
STD: Comply with DoD 5400-7R, Chapters 4 and 5.
3.2.3 Key, Pass, and Badge Control
The contractor shall establish and implement control procedures to account for keys, passes, and badges issued for site access.
3.2.3.1 Replacement
In the event keys and badges are lost, stolen, or duplicated, the contractor may be required, when directed by the CO, to re-key or replace the affected lock or locks, and re-issue badges without cost to the government. In the event a master key is lost or duplicated the contractor shall replace all locks and keys for that system at the contractors expense. The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor’s employees for opening locked areas to permitting entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.
3.2.4 Escorting
Contractor will insure all visitors to the Puerto Rico HF sites are cleared by the Air Combat Command HFGCS Program Manager. When contacted for site access, the contractor will inform the visitor to submit a visit request through the HFGCS Program Manager via email to ACC CSS/SCXU Organization Box, Attention: HFGCS Program Manager: The message will include visitor’s name, contact information and purpose of the visit. All visitors and non-cleared personnel are restricted to visiting the sites only during normal duty hours except for extreme emergencies. Contractor shall escort all non-cleared personnel.
3.2.5 Weapons, Firearms, and Ammunition
Contractor employees shall not possess weapons, firearms, or ammunition on themselves, or within any vehicle, while on government property.
3.2.6 Access to Air Force Network
The government will provide the contractor unclassified network access to the Air Force Portal to access instructions, references, and training. The contractor will identify personnel that will require Common Access Cards (CACs) to accomplish these tasks. Contractor employees that require access to the network will have to fill out a SF85 to complete a NACI investigation. The contractor will be held accountable for actions they initiate on the network. Sponsoring government agency will provide Information Assurance training prior to contractor access to network services.

3.2.7 Personnel Security Requirements
The government shall provide a National Agency Check with Written Inquiries (NACI) for all contractor employees who require access to government e-mail/internet, LAN/WAN and other government information networks. The contractor employee will also need to complete an SF85 to initiate the NACI investigation.
3.3 SCOPE Command Operations and Maintenance
The contractor shall perform only organizational level (O-level) maintenance; perform all maintenance, repairs, or modifications on SCOPE Command Equipment; perform all maintenance on antennas and ancillary equipment. The contractor shall provide support of test, evaluation, verification and validation of approved O&M activities.
Command Operational Availability (Ao) and 100% compliance to equipment scheduled PMI/servicing.
Establish and Maintain a Corrosion Control Program for all SCOPE COMMAND, antennas, and government provided communication systems.

3.3.1 SCOPE Command Equipment Operations.
The NCS is the Operational Controlling Authority for HFGCS SCOPE Command systems. Qualified technicians shall be present at each site to support HFGCS SCOPE Command systems and operations during normal working hours. Working hours: 0730-1600 AST/ADT, Monday through Friday, with the exception of designated holidays IAW the Collective Bargaining Agreement (CBA).
3.3.1.1 HFGCS SCOPE Command Equipment Reporting
The contractor shall comply with outage reporting procedures and report all outages to the NCS NLT 15 minutes after the incident. Inform NCS of any unusual or abnormal condition which places the HFGCS PRS in a hazardous condition, such as loss of commercial power, loss of ventilation and VAC, severe storms in the area, equipment failure, or physical attack. The contractor shall obtain NCS approval prior to de-energizing or rendering inoperative, any operational circuits, equipment or system.
Performance Standards STD: Using the Rockwell website, http://blazer.rockwellcollins.com/ScopeCommand/, and follow-up verbally, as required.
3.3.1.2 Master Station Log
The contractor shall maintain current information in the Master Station Log (MSL) application in the SCOPE Command Configuration Communications Management System (CCMS) for both operating facilities IAW SCOPE Command T.O. 31R2-2GRC244-1. The contractor shall make entries including who is on watch, scheduled and unscheduled maintenance actions, quality control checks and all other actions taken in performance of O&M activities.
3.3.1.3 Circuit Monitoring
The contractor shall conduct regular communications circuit operations monitoring of all equipment/systems, including inner site links between Salinas, Isabela and the NCS.
Performance Standards STD: Daily as a part of normal station activities.
3.3.2 HFGCS SCOPE Command Equipment, Antenna, and Ancillary Systems Maintenance
USAF T.O. 31R2-2GRC244-1 SCOPE Command Lights Out HF Radio Station with Automatic Link Establishment (ALE), 1 Sep 2009, and T.O. 31R2-2GRC244-11, SCOPE Command HF E- Mail, 1 July 2009 provides guidelines for maintaining SCOPE Command Equpment, antennas, and ancillary systems. The contractor shall maintain HFGCS SCOPE Command Communications-Electronics (C-E) equipment. The contractor shall maintain antenna and ancillary communications systems and infrastructure.
3.3.2.1 Scheduled Maintenance
The contractor shall schedule all maintenance actions that degrade or change the Condition Code/status of SCOPE Command HFGCS equipment or systems with the NCS. The contractor shall submit a request for approval to the NCS at least seven (7) calendar days prior to the requested scheduled outage. The request shall include Primary outage date/time (Zulu) and an alternate date/time (Zulu); reason for outage; duration; statement of impact; recall time
(estimated time it will take to bring the station back to full operational status); remarks (further justification for request or other pertinent information). Once tentative approval for scheduled maintenance is obtained the contractor shall contact the NCS one (1) hour prior to the starting maintenance on the tentative approved scheduled date for final authorization to proceed. Preventive Maitenance Inspections (PMIs) shall be scheduled and accomplished IAW T.O. 31R2-2GRC244-1, 1 Sep 2009.The contractor shall notify the NCS upon completion of scheduled maintenance. Additionally, the contractor shall provide a SCOPE Command Equipment annual maintenance schedule IAW CDRL A005 and a Maintenance Management Schedule (MMS) IAW CDRL A003.

3.3.2.2 Time Compliance Technical Orders (TCTO)
The contractor shall accomplish TCTOs IAW T.O. 00-20-1.
3.3.2.3 Unscheduled Maintenance
Unscheduled maintenance shall be categorized into one of the following mission condition codes which dictate the contractor’s response time and the actions required.
Mission Condition Codes:
Red: Condition exists when equipment levels and associated equipment are not available to support required missions. This condition may include loss of transmit/receive levels, loss of landline connectivity, loss of power source, loss of inter-site connection, link to NCS is down or loss of Digital Electronic Switch (DES).
Amber: Condition exists when spare equipment levels and associated equipment are not available to support the required missions. Examples include loss of spare transmit/receive levels; loss of partial landline connectivity (Defense Switched Network (DSN) or Local Central Office (LCO)), loss of back-up power, no back-up inter-site connection, and operational DES and 2 Analog Digital Exchange (ANDX) console audio channels are operational.
Green: Condition exists when equipment levels and spares, along with associated equipment are available to support the required missions. This condition may include transmit and receive levels, landline connectivity (DSN/LCO), primary and back-up power source, primary and back-up inter-site connection, remote link to the NCS is up, and operational DES and 4 ANDX console audio channels are operational.

b) STD: RED: Outages of this nature require immediate response during working hours and are subject to a one (1) hour response time after normal work hours for initiation of repair actions. The NCS will contact the contractor 24-hour Point of Contact (POC) when Mission
Condition Code Red outages occur and contractor technicians must be dispatched to restore the outage.
c) STD: Amber: Requires repair action as soon as possible during normal working hours, dependent on the current demand maintenance posture of the station, and during the next duty day for failures after normal working hours. During normal working hours, outages will be worked based on NCS mission priority, until repaired, or an NCS authorized delay point is reached.
d) STD: Green: During normal duty hours outages will be worked based on NCS mission priority, until repaired, or an NCS authorized delay point is reached.
3.3.2.4 Equipment Configuration Management
The contractor shall follow guidelines IAW T.O. 31R2-2GRC244-1 and shall not exchange equipment subassemblies between main units of equipment without prior approval of the government.
3.3.2.5 Test Measurement and Diagnostic Equipment (TMDE)
The contractor shall manage and maintain all TMDE. Utilize the AF Precision Measurement Equipment Laboratory at Langley AFB VA for calibration of required equipment.

3.3.2.6 Antenna Maintenance
The contractor shall operate and maintain all antenna systems and associated infrastructure IAW technical manuals and government directives.

3.3.2.7 Cable Plant
The contractor shall maintain the station communications cable plant at Salinas and Isabela, including Intermediate Distribution Frames (IDF), all interconnecting cables, cross-connects, and cable/cross-connect records IAW applicable technical manuals, government directives, and service manuals.

3.3.2.8 Circuit Support
The contractor shall monitor and assist in troubleshooting efforts for communications systems/equipment supporting the HFGCS SCOPE Command mission through direct coordination with the Network Control Stations (NCSs) at Andrews and Grand Forks AFBs.

3.3.2.9 Communications & Information System Installation Records (CSIRs)
The contractor shall maintain accurate communications records. CSIRs are required for all AF-owned fixed communications and information systems, regardless of who maintains or operates the systems. CSIRs are also required for other communications and information systems that are integral parts of the site infrastructure or that connect or interface with the base communications and information systems infrastructure. CSIRs are integral and essential to infrastructure restorable actions.

3.3.2.10 Maintenance Documentation
The contractor shall document all SCOPE Command related maintenance actions on the SCOPE Command web page, http://blazer.rockwellcollins.com/ScopeCommand/.

3.3.2.11 Corrosion Control Program
Establish and Maintain a Corrosion Control Program for all SCOPE COMMAND, antennas, and government provided communication systems.
Performance Standards STD: Corrosion is identified and effectively treated.
AQL: Performance is acceptable when no more than 1.5% defects are discovered per site per visit. Lot size is 100% of assigned equipment, structures, and facilities subject to corrosion.
STD: IAW PWS Para 3.3.2.11.
3.4 Civil Engineering (CE)
Scheduled maintenance includes, but is not limited to government facilities, associated installed equipment, and infrastructure. This includes providing preventive and minor corrective maintenance and repairs, the need for which may arise during the course of normal operations and facility maintenance. The contractor shall be responsible to purchase and install parts and materials required for minor corrective maintenance and repairs. Maintenance and repair outside of those specified within this section and outside of normal operation and maintenance of the facilities shall be negotiated separately and reimbursed under the cost reimbursable
CLIN.
Performance Standards STD: The contractor shall not initiate any action to accomplish work where minor maintenance threshold of $3,000 would be exceeded. The contractor will notify the government and prepare a cost proposal for materials and labor for approval for any work that will be invoiced under the cost reimbursable CLIN exceeding $3,000.

Deliverables A003 Maintenance Control Plan (MCP)
3.4.1 Infrastructure Maintenance
The contractor shall maintain, repair, construct, and operate government infrastructure and facilities, to assure efficient system operation, and reliable HFGSC PRS mission support.
Performance Standards STD: Maintain a clean and professional working environment.
STD: IAW PWS Para 3.4.1.
3.4.1.1 Pavements
The contractor shall maintain the site parking lots, asphalt roadways, and walkways within the confines of the site perimeter for each HFGCS PRS site.

3.4.1.2 Vegetation Control/Grounds Maintenance
The contractor shall keep grounds within the compounds orderly and groomed to present a professional appearance. Electrical substations, transformer confines, paved roads, parking areas, and sidewalks shall be free of vegetation. The contractor is responsible for vegetation control around the antennas and areas between the antennas.
Performance Standards STD: Clear and maintain 50- foot clearance zone around the compound fencing at the Salinas site, and a 30-foot clearance zone at the Isabela site (or to the livestock exclusion fence if closer.)
STD: No vegetation within a two (2) foot radius around all guy anchors, support poles, and antenna bases.
STD: Does not exceed a height of seven inches in the areas circumscribed by antenna guy systems or within the fenced in area of each antenna.
STD: Does not exceed seven inches in height within a 15-foot perimeter around the outside of all antenna fences. If not fenced, a 15-foot radius outside the perimeter of a circular area established by the guy system anchor points.
STD: For vehicle access roads between the antennas does not exceed seven inches in height.

3.4.1.3 Utilities
The contractor shall report utility outages to ACC CSS/SCXU and the NCS. Maintain USG owned meters and document monthly water/electrical utility meter readings for all utilities consumed by PRS operations.

3.4.1.4 Signage
The contractor shall create, post, and maintain signage in English and Spanish.

3.4.2 Exterior Electrical Distribution Systems
The contractor shall maintain exterior electrical systems and maintain all grounding systems.

3.4.2.1 Generators
The contractor shall maintain, repair, and overhaul all generators, automatic transfer panels, and all associated mechanical/electrical systems to manufacturer standards. The contractor shall document maintenance for each generator.

3.4.3 Facility Maintenance
The contractor shall provide maintenance, repair, construction, installation, operation, and service functions for all real property, real property income & expense, in annual CE Maintenance Control Plan (MCP) and a monthly CE Monthly Work Status Report. Real property income & expense examples include: grease traps, refrigerators, dishwashers, ice machines, freezers, transformers, air-conditioning systems, and garbage disposals. Prevent deterioration beyond that which results from normal wear and tear, and prevents degradation of the site mission.

3.4.3.1 Facility Maintenance Inspection
The contractor shall conduct and document facility maintenance inspections annually. Validate and record facility condition and identify maintenance and repair requirements.

3.4.3.2 Roof System
The contractor shall maintain roof systems IAW industry standards.

3.4.3.3 Facility Finish
The contractor shall maintain and repair facility finishes. The finish requirements shall comply with industry standards and manufactures recommendations, as required

3.4.3.4 Interior Electric System
The contractor shall maintain building electrical systems IAW NFPA Standard 70.

3.4.3.5 Ventilation and Air Conditioning (VAC) System
The contractor shall maintain VAC systems IAW industry standards.

3.4.4 Miscellaneous Systems
The contractor shall maintain miscellaneous systems. Example systems include fire alarm, smoke detection, environmental detection alarms, base station and transceivers, grounding wires, lightning protection, rectifiers, and or associated hardware IAW manufacturer’s recommendations, industry standards, or governing directives.

3.4.4.1 Compressed Gas Tank
The contractor shall properly maintain compressed gas tanks/cylinder IAW manufacturer’s procedures.

3.4.4.2 Plumbing Systems
The contractor shall maintain all plumbing systems.

3.4.4.3 Fire Protection and Detection System
The contractor shall maintain fire protection, detection systems and deluge systems IAW Uniform Fire Cod (UFC) 3-600-02 and applicable NFPA standards.

3.4.4.4 Sanitary Sewer System
The contractor shall maintain HFGCS PRS sanitary sewer systems IAW industry standards.

3.4.4.5 Storm Water Drainage System
The contractor shall maintain all storm water drainage systems and protect all related open water drainage systems from erosion.
3.4.4.6 Water Distribution System
The contractor shall maintain water distribution systems. Water system elements include distribution mains, arterial mains, storage reservoirs, filtration system, and system accessories
IAW AFI 32-1067 .
Performance Standards STD: IAW PWS Para 3.4.4.6.
3.4.5 Engineering Services
The contractor shall provide limited engineering services such as facility evaluation, project work identification, and record drawings maintenance.
3.4.6 Facility Survey and Project Work Identification
The contractor shall provide an Annual Facility Survey and Inspection Report.

3.4.6.1 Work Request
The contractor shall determine project facility requirements and submit work requests to the CO for project development and approval.

3.4.7 Real Property Management Support
The contractor shall provide real property management support and information to the Homestead ARB, FL Real Property Accountable Officer (RPAO) at Homestead ARB, FL and the CO.
3.4.7.1 Real Property Accountability
The contractor shall support the RPAO on issues concerning real property acquisition, management, accounting, reporting, facility use, and disposal. Provide accurate data to the RPAO and CO for any real property changes.

3.4.7.2 Facility Use Changes
The contractor shall coordinate changes in facility use with RPAO and obtain CO and COR approval before occurrence.

3.4.7.3 Real Property Reports
The contractor shall screen and review all annual work requirements for real property changes. If changes are recorded, the contractor shall validate and verify changes and return the reviewed document to the government.

3.4.7.4 Project Completion Report
Contractor shall submit a project completion report.

3.4.8 Planning Documents
The contractor shall develop, update, and review site specific emergency operations planning documents, including checklists, annexes, and external activity documents. Plans shall include Hazardous Material (HAZMAT) response, antiterrorist, and spill plans.

3.4.8.1 Full Spectrum Threat Response (FSTR) Operations
The contractor shall perform disaster preparedness and emergency operations and respond to natural disasters and major accidents. Develop and coordinate site-specific Emergency Response Plan.

3.4.8.2 Emergency Response
The contractor shall provide emergency response POC for major accidents and natural disasters. The contract shall respond within 30 minutes during normal duty hours and within one hour after normal duty hours.
Performance Standards STD: Emergency response POC shall be available seven days a week and 24 hours each of those days (24/7).
STD: Submit the 24/7 POC telephone numbers in writing to the CO and NCS no later than (NLT) contract transition completion.

3.4.8.3 Contamination Prevention
The contractor shall identify and take corrective actions to correct cross-connections and other potential sources of distribution system contamination. When applicable; test, install, maintain, and repair backflow prevention devices.

3.4.8.4 Monthly Work Status Report
The contractor shall develop and submit a site-specific monthly work status report.
