APPENDIX A
DEFINITIONS, ABBREVIATIONS AND ACRONYMS
1.0. GENERAL DEFINITIONS
ACC ACQUISITION MANAGEMENT & INTEGRATION CENTER PROGRAM OFFICE. The Air Force office with responsibility for technical management of the WRM contract which includes the WRM Program Manager located at Langley AFB, VA.
ASSET VISIBILITY. Provides users with information on the location, movement, status, and identity of units, personnel, equipment, and supplies. It facilitates the capability to act upon that information to improve overall performance of the Department of Defense's logistics practices.
BASIC ISSUE ITEMS. Army terminology for On Vehicle Equipment (OVE)
CONFIGURATION. Each Functional Community’s MRAPs (TACP, EOD, SFS, and OSI) are equipped with mission specifics C4I – i.e. TACP assets are configured with additional C4I items and are referred to as a “TACP configured MRAPs” or TACP MRAPs”.
CONTRACT ADMINISTRATOR. A qualified contracting individual appointed by the Contracting Officer to administer a particular contract.
CONTRACTING OFFICER (CO). An individual specifically appointed by the Secretary of the Air Force, or his or her designee, with the authority to enter into, administer, or terminate contracts and execute related determinations and findings within the limits of the authority delegated. Only a contracting officer has the authority to contractually bind the government on behalf of the Air Force.
GOVERNMENT FURNISHED PROPERTY (GFP). Property in the possession of, or acquired by the government, and subsequently delivered or otherwise made available to the contractor. GFP includes, but is not limited to, consumable items such as batteries, transistors, semiconductors, lubricating oil, etc.
I-BEAR. USAF Interim Power Unit. Fully integrated Basic Expeditionary Airfield Resource (BEAR) interim power unit used to power USAF bare base camps. 16 cylinder diesel-powered engine with integrated power generator capable of generating 1,100 kW (de-rated to 800 kW for environmental conditions), 3-phase, 2400/4160 VAC.
QUALITY ASSURANCE. A planned and systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established. Products and services conform to established technical requirements. Satisfactory
QUALITY ASSURANCE EVALUATOR (QAE). A functionally qualified person who performs quality assurance functions for a contracted service.
PERFORMANCE ASSESSMENT PLAN (PAP) [Previously referred to as an Integrated Performance Management Plan (IPMP) or a Quality Assurance Surveillance Plan (QASP)]. An organized written document specifying the audit methodology to be used for auditing of contractor performance. The PAP is for Government use only.
QUALITY CONTROL. Those actions taken by a contractor to control the production of outputs to ensure they conform to the contract requirements or services so that they meet the requirements of the contract.
RANDOM SAMPLING. A sampling method in which each service output in a lot has an equal chance of being selected for a quality assurance audit.
SAMPLE. A sample consists of one or more service outputs drawn from a lot for a quality assurance audit.
SAMPLING GUIDE. The part of the PAP that contains all the information needed to perform audits of the service output(s) by the random sampling method of auditing.
SERVICES SUMMARY A listing of the service outputs under the contract that are to be evaluated by the QAE on a regular basis, and the performance requirement of the listed outputs.
THRESHOLD. Minimum capability required to satisfy user's need. If a threshold is not achieved, it is considered unacceptable.
2.0 TECHNICAL DEFINITIONS
AEROSPACE GROUND EQUIPMENT. Powered and non-powered support equipment used to support a flying mission.
AS-BUILTS: Original facility design drawings, replacement master drawings, or the master computer aided design and drafting (CADD) drawing file. Civil Engineer units use these drawings to document all as-built conditions of a facility and modifications as they occur over the years.
CONTINGENCY. Unanticipated or unforeseen occurrence.
CRITICAL SHORTFALL. The amount by which general/SP vehicles, MSA SE, and MMHE falls short of expectation, need, or demand.
DISASSEMBLY. Tear down of an item as necessary for repair, inspection, or transport.
EMERGENCY WORK: Work that must be accomplished immediately.
EXPENDABLE MATERIAL. Property that may be incorporated into or attached to a deliverable end item (lose their identity) or that may be consumed or expended in performing a contract. It includes assemblies, components, parts, raw and processed materials, and small tools that may be consumed in normal use in performing a contract.
FACILITY CUSTODIAN. A designated contractor employee who is responsible for initiating trouble calls and requesting facility problem corrections and improvements.
FISCAL YEAR (FY). The US government's accounting period of 12 months spanning the period 1 October through 30 September.
IN-TRANSIT VISIBILITY (ITV). The ability to track the identity, status, and location of Department of Defense units and non-unit cargo (excluding bulk petroleum, oils, and lubricants) and passengers, medical patients, and personal property from origin to consignee or destination across the range of military logistics operations.
MAINTENANCE. Action taken to retain equipment in a serviceable condition or to restore it to a serviceable condition. It includes inspections, testing, modifications, servicing, repair, rebuilding, reclamation and preventive.
MAINTENANCE AND REPAIR (ROUTINE WORK). Work required to preserve or restore an existing facility. Examples include: repainting, replacing floor tile or light fixtures, and repairing heating systems.
MAINTENANCE CAPABILITY. The ability to keep assigned equipment in serviceable condition and proper configurations.
MAINTENANCE MANAGEMENT. The process of developing workload requirements, forecasts and planning, organizing, programming, directing, and controlling industrial resources (including personnel, facilities and support equipment) necessary to effectively and economically support Air Force equipment operational objectives.
MINOR CONSTRUCTION: Building an entire new facility; or modifying, adding to, or otherwise altering an existing building or facility. Examples include: installing new walls or lighting, relocating existing walls or RPIE, and cutting doorways.
MISSION SUPPORT EQUIPMENT. Includes C4I, equipment add-ons, turrets and additional MRAP equipment.
MODIFICATION. A change in original design of equipment to improve performance or accuracy.
OPERATING INSTRUCTIONS. Specific instructions for accomplishing related tasks, which pertain solely to the mission organization and are not otherwise stated in standard publications.
OPERATIONAL CHECK. A functional test used to determine whether an item is serviceable.
OVERHAUL. Disassembly, cleaning, inspection, repair or replacement of parts or components, reassembly, and test of any item or accessory IAW applicable technical orders (TOs), directives, or authorized manufacturer’s publications to provide a like-new, serviceable, and reliable item.
PERFORMANCE-BASED WORK STATEMENT (PWS) A document that accurately describes essential and technical requirements for items, materials, or services, including the standards used to determine whether requirements have been met.
PERFORMANCE INDICATOR. An output of a work process that can be measured.
PREVENTIVE MAINTENANCE. Recurring work performed to safeguard and/or extend the efficient and effective lifespan of real property, RPIE, or other equipment items. Includes periodic inspections and maintenance of equipment as required by applicable directives to ensure reliability of the equipment.
PRIME MISSION EQUIPMENT. Equipment installed and commissioned to perform an operational mission or requirement (does not include cold spares or off-line equipment.) This includes, but is not limited to, the following equipment: Vehicles, AGE, Generators, Electrical Systems, and Water Plant Systems.
PROGRAM MANAGER. An individual designated by the contractor to act as single point of contact with the government for all matters pertaining to performance of this contract.
REAL PROPERTY. Land, buildings, structures, utility systems, improvements and appurtenances thereto. Includes equipment attached to, and made part of, buildings and structures (such as heating systems), but not movable equipment (such as plant equipment).
REAL PROPERTY INSTALLED EQUIPMENT. Equipment physically installed in a facility that is maintained as a part of the facility.
REPAIR. The restoration or replacement of parts or components of material as necessitated by wear and tear, damage, failure of parts or the like in order to maintain the specific item or material in efficient operating condition.
REPARABLE/RECOVERABLE MATERIAL. Property that can be repaired at organizational, depot, or specialized repair activity.
SCHEDULED MAINTENANCE. Periodic prescribed inspections and or servicing of equipment accomplished on a calendar, mileage or hours of operation basis.
SERVICEABLE. Capable of meeting the requirement and performance of the function for which designed or modified and meets all test requirements established by the work specification.
STANDARD. A known value against which a measure of comparison for quantity or quality is performed.
SUPPORT EQUIPMENT. Equipment such as special testers and fixtures that are required to maintain a system or subsystem. This does not include auxiliary items such as cables, connectors, and adapters.
TECHNICAL ORDER. A publication that gives specific technical direction and guidance required to perform a task.
TRACING. Action to determine the location of a shipment.
TRANSIENT AIRCRAFT. Aircraft not assigned to a base that have landed there for either emergency, modification, servicing, or temporary duty.
TIME COMPLIANCE TECHNICAL ORDER. A publication that is issued to provide instructions for accomplishing one-time inspections, equipment modification, or new equipment installation.
UNSCHEDULED MAINTENANCE. Those unpredictable maintenance requirements that had not been previously planned or programmed, but require prompt attention and must be added to, integrated with, or substituted for previously scheduled workloads.
US CONTROLLED AREAS. Areas requiring escort for personnel without appropriate US government identification.
US OWNED AND OCCUPIED FACILITIES. Facilities and their associated support infrastructure which were constructed by the US Government, and are occupied by US personnel supporting the FOL mission.
VARIANT. Refers to MRAP armor capability.
