Appendix 1

Fixed-Wing Air Transportation Services Zones 1-4

APPENDIX 1

1.0 SPECIFICATIONS FOR FIXED WING AIRLIFTS -

1.1 Cargo and Personnel Movement. The Contractor shall provide multi-engine fixed wing aircraft equipped with removable and/or foldable passenger seating with seat belts, which provides seating for at least eight passengers. The aircraft shall also have the capacity of transporting any combination of passenger(s) and/or cargo totaling a minimum of 2,100 or 3,000 lbs pounds, depending on CLIN requirements. The type of aircraft ordered will be the smallest aircraft commensurate with mission requirements. This payload does not include aircraft crewmembers, fuel , or Contractor equipment required for the performance of this contract. The aircraft shall be capable of transporting 2,100 lbs a distance of 500 GCSM, or 3,000 lbs a distance of 280 GCSM, nonstop under IFR conditions. The aircraft shall be in compliance with established Canadian safety requirements and be equipped with tie-down devices to restrain the movement of cargo.

1.2 All flights should originate at the applicable LSS. The Contractor shall be responsible for transporting personnel and cargo from the LSS to Long Range Radar (LRR) sites and return to the LSS. Flights that do not meet the LSS-LRR-LSS flight profile require ACC AMIC Det 1 or CO approval. (Note – flights on the monthly schedule are automatically approved, unless notified otherwise by ACC AMIC Det 1). Requests for cross-zone flying shall be submitted to either the CO/COR or HQ ACC AMIC Detachment 1 for review and approval prior to flying the mission.

1.3 Zone 1 and 2 (INUVIK & CAMBRIDGE BAY).

NOTE: The airstrips at the LRR sites are gravel inactive airstrips that are not maintained and are not under NOTAM Regulations.

1.3.1 Inuvik Routes. From LSS Inuvik to Single Point (Bar-2), Tuktoyuktuk (Bar-3), Cape Parry (Pin-M), and return to Inuvik by any combination of intermediate stations.

1.3.2. Cambridge Bay Routes. From LSS Cambridge Bay (Cam-M) to Lady Franklin PT (Pin-3), Shepherd Bay (Cam-3), Gjoa Haven (Cam-CB), and Coppermine and return to Cambridge Bay by any combination of intermediate stations.

1.4 Zone 3 and 4 (HALL BEACH & IQALUIT)

1.4.1 LSS Iqaluit Routes. From LSS Iqaluit to Dewar Lakes (Fox-3), Cape Hooper (Fox-4), Broughton Island (Fox 5), Cape Dyer (Dye-M), Brevoort Island (Baf-3), Resolution Island (Baf- 5), and communities of Pangnirtung and Broughton Island and return to Iqaluit by any combination of intermediate stations.

1.4.2. LSS Hall Beach Routes. From LSS Hall Beach NWT (Fox-M) to Pelly Bay (Cam-4) and Dewars Lakes (Fox-3), and the communities of Spence Bay and Pelly Mission and return to Iqaluit by any combination of intermediate sites.
