SYNOPSIS
This notice replaces all previous notices for Request for Proposal (RFP): FA4890-13-R-0122. Air Combat Command, Acquisition Management Integration Center (AMIC) intends to award one contract as a result of this RFP for the E-3 Mission Crew Training requirement. This is a competitive procurement set-aside 100% for Small Business IAW FAR 19.502-2. The North American Industry Classification System (NAICS) code for this requirement is 611512 with a corresponding small business size standard of $25.5M. The RFP closing date is 6 Jan 2014, 4:00 pm, EDT. The Government expects to make award on or about 14 Apr 2014 based on availability of funds. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
The contractor shall perform IAW the standards outlined in the Performance Work Statement (PWS) as posted with the final RFP. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and all other items and services required to perform this effort (except as identified in the PWS). The specific tasks for this contract are divided into the following categories: 1) Contract Aircrew Training (CAT), 2) Support to include Registrar, Scheduling and E-3 simulator operations support, 3) Generation of AWACS mission simulator events, and 4) Courseware Development (CWD). Offerors must be registered in the Online Representations and Certifications Application (ORCA) site found at http://orcabpn.gov/ and the System for Award Management (SAM) www.sam.gov under the applicable NAICS code.
The Government will use the Internet and email as the primary means of disseminating and exchanging all information pertaining to this requirement. Interested parties should review the documents posted and provide any comments via e-mail to the POCs listed below. It is the offeror’s responsibility to monitor the Internet for any changes to the RFP, if necessary. Hard copies of documents posted on FBO will not be made available. The Government will consider and respond to all inputs received. All responsible sources may submit an offer and each offer will be considered.
