RULES OF ENGAGEMENT
Contracting office (ACC AMIC/PKB) is the POC for all information.
Any remarks, explanations, or answers to questions at this conference shall not qualify the terms of the solicitation.
Terms of the solicitation and PWS remain unchanged unless the solicitation is formally amended in writing and issued by the contracting officer.
Questions must be in writing in order to be addressed.
Government is not liable for expenses incurred by offerors prior to contract award.

SECTION 7 – Evaluation Criteria
BASIS OF AWARD
Lowest Price Technically Acceptable (LPTA)
One award will be made to the offeror who is deemed responsible in accordance with FAR Part 9, whose proposal conforms to the solicitations requirements.
The lowest evaluated price with an “Acceptable” rating in all technical subfactors and the past performance factor.
Proposals that exceed the evaluation criteria will not receive higher ratings.
If an offeror fails to meet all solicitation requirements, the Government may not make an award to that offeror.
The LPTA source selection process does not permit tradeoffs between price and non-price factors.
Three (3) FACTORS:
FACTOR 1 – Past Performance
FACTOR 2 – Technical Subfactor A: Management Approach and Manning Workload Analysis Subfactor B: Training Management and Approach Subfactor C: Courseware Development Approach, Instructional Systems Development Management Plan (ISDMP), and Quality Control Plan Subfactor D: Transition Plan & Contractor Furnished Equipment
FACTOR 3 – Price
All factors are equal in importance All subfactors are equal in importance
FACTOR 1 - PAST PERFORMANCE
Past Performance will be rated “Acceptable” or “Unacceptable” at the overall Factor level.
Past performance is evaluated to consider each offeror’s demonstrated record of contract compliance and is used to determine how well an offeror has performed previous efforts.
Offerors shall submit information on contracts they consider relevant to their abilities to perform this effort. Information shall include:
Rationale supporting their assertion of relevance Explain what aspects of the contract references are relevant to the proposed effort, and to what aspects of the proposed effort they relate
Up to 12 references total (combined) Prime Contractor, up to 4 Sub-Contractor (as applicable), up to 4 references for each proposed sub-contractor, teaming arrangements or joint venture
Past performance is judged based on the whole record and not solely on the number of records.
There are three aspects to the past performance evaluation:
First is to determine if the performance information is recent;
Second, determine if the performance information is relevant to this acquisition;
Third, determine how well the offeror performed on those contracts (quality of product or service) provided
Recency: Performance occurring within the last three (3) years from the date of issuance of this solicitation will be considered “recent”. References for contracts with less than six months of performance will not be considered.
Relevancy: Relevant performance for this acquisition is to have effectively managed an aircrew training program that consists of academic or simulator instruction or courseware development which utilizes an Instructional Systems Development (ISD) model where cost, schedule, and performance were measured/evaluated.
Performance Quality: The Government will evaluate the quality of work performed and assessed ratings/narrative.

FACTOR 2 – TECHNICAL
Focus is on the ability of the offerors proposal to meet the minimum requirements of the PWS.
Proposals will be assessed a rating of "Acceptable" or "Unacceptable" at the subfactor level In assessing the acceptability of each subfactor, any weaknesses or deficiencies will be noted Proposals that receive a weakness or deficiency in a subfactor will receive an “Unacceptable” subfactor rating
Subfactor A: Management Approach and Manning Workload Analysis
Aspect 1: Management Approach. The proposal clearly demonstrates and provides:
1. Organizational structure detailing line(s) of authority, to include subcontractors and teaming partner.
2. Cohesive functional relationships, roles and responsibilities that will ensure acceptable communication both within the company and with the government to execute the PWS requirements.
3. Adequate offeror key personnel positions and qualifications, and approach to meet contractor qualifications in PWS paragraph 4.9.
Subfactor A: Management Approach and Manning Workload Analysis
Aspect 2: Manning Workload Analysis. The proposal clearly demonstrates and provides:
1. Sufficient labor categories, skill level, number of personnel for both full and part time positions to meet PWS requirements. Reference PWS Section 1, 4, Appendix C, D &E.
2. Non-direct and ancillary work hours are supported by the offeror's workload manning analysis and will meet PWS requirements. Reference PWS Section 1, 4, Appendix C, D &E.
Subfactor B: Training Management and Approach
Aspect 1: Training Workload Management Plan. The proposal clearly demonstrates and provides:
1. Proposal clearly demonstrates the contractor’s approach and policies for managing the Training Program. Reference PWS Section 4, Appendix C, D &E and Section 4.8.4.
2. Proposal demonstrates a clear understanding of, and a process for scheduling. Reference PWS Section 4, Appendix C, D &E and PWS Section 1.4.2 and 4.8.4.
3. Proposal demonstrates a clear understanding of, mitigation of scheduling risks associated with workload fluctuations. Reference PWS Section 4, Appendix C, D &E and Section 4.8.4.
Subfactor B: Training Management and Approach
Aspect 2: Instructor Training and Certification Plan. The proposal clearly demonstrates and provides:
1. Clear and effective approach for how employees will be trained, certified and how continuation training will be conducted to meet PWS and aircrew currency requirements. Reference PWS Section 4.8.2.
Subfactor C: Courseware Development Approach, Instructional Systems Development Management Plan (ISDMP), and Quality Control Plan
Aspect 1: Courseware Development Approach and ISDMP. The proposal clearly demonstrates and provides:
1. Complies with the format and content of the Plan, and utilizes approach(es) to meet PWS paragraph 4.8.1.
2. Approach to execute the Instructional Systems Development phases and functions throughout the lifecycle of the training system.
3. Methods and procedures to track courseware development milestones and validate courseware compliance with applicable training requirements.
Subfactor C: Courseware Development Approach, Instructional Systems Development Management Plan (ISDMP), and Quality Control Plan
Aspect 2: Quality Control Plan. The proposal clearly demonstrates and provides:
1. Plan complies and meets the requirements of PWS paragraph 4.8.1.1 (7, 8 and 9).
2. Integration of quality control procedures throughout the overall management structure resulting in timely and accurate deliverables and processes.
Subfactor D: Transition Plan & Contractor Furnished Equipment
Aspect 1: Transition Plan. The proposal clearly demonstrates and provides:
1. Processes to meet PWS paragraph 4.8.5.
2. Proposed milestones with phased timelines ensure transition completed to support on time full contract performance.
3. Proposed personnel will interface with the incumbent contractor at each site to ensure a seamless transition.
4. Procedures to hire, train and certify non-incumbent personnel in the event that hiring goals are not met to ensure uninterrupted service.
Subfactor D: Transition Plan & Contractor Furnished Equipment
Aspect 2: Contractor Furnished Equipment. The proposal clearly demonstrates and provides:
1. Contractor Furnished Equipment is compliant with the current Air Force Network Integration Center approved Product List.

FACTOR 3 – PRICE
There is a great expectation of competition; thus offerors are cautioned to present their best price proposal up-front.
Price will be evaluated to ensure the Government receives a fair, reasonable and balanced price.
Price proposals will be analyzed to identify any potential unbalanced pricing.
In instances where an offeror receives acceptable technical and past performance ratings, yet proposed prices appear exceptionally low, offeror(s) may be requested to address this disparity, providing evidence of their capability and/or experience providing similar service(s) at similar price(s).
FACTOR 3 – PRICE
The Government reserves the right to request other than cost and pricing data from the offeror.
FAR Clause 52.217-8, Option to Extend Services. This clause allows for up to an additional 6 months of continued contract performance if required. Interested offerors shall not include pricing in their proposal for this clause. The Government will add fifty percent (50%) of the last option period price to cover clause 52.217-8.
Please round extended total to nearest dollar so the extended total is divisible by 12.
