1. QUESTION: PWS paragraph 1.4.3.3 specifies 1 ED and 5 APS/EAS staffing for Reserve scenarios and PWS Para 1.4.3.4 specifies 4 operators for DMO scenarios but no mention of staffing for Continuation Training (CT) scenarios. PWS paragraph 1.4.3.5 was updated to include language which identified the number of simultaneous "full mission crew simulator events" but did not identify the required staffing per event. Without access to scenario documents it is impossible for the contractor to determine staffing requirements. Please clarify the expected ED and APS support for CT Scenarios (other than DMO or Reserve events).
Response: Added the following to PWS paragraph 1.4.3.5: Normally six (6) simulator operators are needed for each full Mission Crew Legacy Simulator and/or MTC event; however, a maximum of seven (7) operators may be required based upon scenario.
2. QUESTION: PWS paragraph 4.8.2 states the contractor shall deliver an Instructor Training and Certification Plan (ITCP) concurrently with their proposal. Section 7, Technical Evaluation Criteria make no mention of a ITCP. Please clarify the Government's intentions regarding the ITCP.
Response: Added the following evaluation criteria to Subfactor B, Training Management and Approach:
Aspect 2: Instructor Training and Certification Plan.
1. Clear and effective approach for how employees will be trained, certified and how continuation training will be conducted to meet PWS and aircrew currency requirements.
