Questions for E-3 MCT Solicitation # FA4890-13-R-0122 Draft PWS 16 Oct 2013
a. PWS Table C1.3 entries for MIC and MLIC: IAW Table C1.1 there are 12 MIC classes/year for an annual student requirements of 240, or 20 (i.e., 240 divided by12) students per class.
Question: Should MIC Column H on Table C1.3 actually be 20 and column J actually be 10? If so, the K totals would be 3020.4 hours. Following the same logic the MLIC in column should read 16 instead of 20.
RESPONSE: The question is correct: “there are 12 MIC classes/year for an annual student requirements of 240, or 20 (i.e., 240 divided by12) students per class” for the academic phase but not all students are in the ATD phase. PFT schedule allocates 6 seats for Track 2 and 5 seats for Track 3.
There are 3 tracks to the MISSION CREW INSTRUCTOR UPGRADE Syllabus.
1) The first ATD session for everyone is a 3.0 hour session with a 1:4 ratio The second ATD session for everyone is a 3.0 hour session with a 1:2 ratio
2) Track 2 includes two ATD sessions and applies to upgrading Instructor Air Surveillance Technician (IAST), Instructor Senior Surveillance Technician (ISST) and Instructor Air Surveillance Officer (IASO). Duration is 19 training days divided into 4 GTDs and 15 FTDs.
3) Track 3 includes four ATD sessions and applies to upgrading Instructor Electronic Combat Officer (IECO) and Instructor Air Weapons Officer (IAWO).
Numbers in table C1.3 are worst case for MIC, only 2 of 3 tracks of students covering 5 crew positions require ATD training, therefore students per class is less than 20. MLIC does not require device training; however, the students per class was incorrect. Table has been corrected.
b. PWS Table C1.3 details the Training Device workload estimate for ‘Op intro’, but shows no entry in the ‘TTL Dir Hrs Yr’ Column (K).
Question: Is this an oversight?
RESPONSE: Missing hours for Op Intro, TTL Dir Hrs Yr Column (K) was an oversight. Table has been corrected.
