Round 2 of Questions from Interested Offerors

37. Will the Government provide a Certificate of Sponsorship (UK) and the Certificate of

Eligibility (Japan) to support the Work Visa requests? Are there agreements in place that will ensure Work Visas will be approved?

ANSWER: As described in PWS Para 13.0, the Prime contractor will be responsible for ensuring that their employees have a valid “Work Visa”. The successul offeror will be provided a conformed copy of the contract to assist in procuring the required visas.

38. Please confirm that there is no requirement to provide physical on-site support at Kirtland

AFB, NM?

ANSWER: There is no requirement for support at Kirtland, AFB. As estabilshed in amendment 0001 There is no requirement for Task 3.1 at AETC, but Task 3.2 is required at the AETC detachment at Patrick AFB, FL.

Amend 0002: Replace “Kirtland, AFB” with “Patrick, AFB” on pg 33 Item 5.1.

39. Certain repairs appear to be performed by authorized repair facilities off the installation

(PWS paragraphs 3.2.14.2 and 3.2.16). Are the costs for these repairs covered by the

Government outside this contract?

ANSWER: If the Government (tech manager at the respective RQS) determines that a repair is “major” then it will be accomplished off base and paid for by the Government.

Minor repairs must be accomplished by the contract employee under Task 3.2.

40. Who performs hydrostatic testing of tanks and compressed cylinders and calibration of diving related gauges and instruments? Are these costs outside this contract?

ANSWER: In accordance with PWS Para 3.1.12.3, and Para 3.1.16.4, it is a contract requirement for the Dive Master (contract employee) to perform these tasks. These costs should be included in the main FFP CLIN for each location.

41. Paragraph 3.3.7 of the PWS identifies the Cost Breakdown Report which includes "detailing all expenditures of Government purchases incurred" and requires a "comparison of expended costs vs. programmed costs." Is the contractor required to make purchases on behalf of the

Government? If so, how are these reimbursed?

ANSWER: No, the contractor is not required to make any purchases on behalf of the

Government. Any new equipment required for the Dive Locker will be purchased through each RQS logistics office. IAW PWS Para 3.1.12.4, the contractor employee will be responsible for maintaining the Master file for Government Furnished

Equipment, and tracking any new equipment purchased by the Government.

Amendment 0002: PWS Para 3.3.7 Cost Breakdown Report removed, 3.3.8 Quality

Control Plan is renumbered to Para 3.3.7. The Cost Breakdown Report is removed from the table under Para 3.3 Deliverables, and PWS reference for the Quality Control

Plan is updated to 3.3.7.
