About this file

This is a Statement of Work (SOW) for the installation of classified and unclassified video teleconference (VTC) equipment at the 56th Fighter Wing (56 FW) Intel Conference Room, Building 810 South, Luke Air Force Base, Arizona. The contract work must be completed within 45 calendar days from the date of award, with normal operating hours from 07:30 AM to 16:30 PM, Monday through Friday, excluding federal holidays. The conference room may only be inoperable for no longer than five consecutive business days. A site survey was scheduled for September 2, 2026, with interested contractors required to contact Gregory McDonald at gregory.mcdonald.15@us.af.mil by September 1, 2026.

The project requires integrating an AF7 VTC system and Level 5 (L5) system into the existing facility to support expanded training operations at multiple classification levels (TS/SCI/SAR/SAP). Specific deliverables include: adding one SAP VTC system with dual-screen functionality for meeting participants and shared content; adding one SAP L5 system with dual-display capability; installing new cameras compatible with existing Cisco Room OS systems; providing a new matching credenza to house new SAP systems; supplying a new secure KVM to accommodate additional inputs; and providing a new 15-inch touch panel for additional control icons. The contractor must furnish all labor, tools, supplies, cabling, connectors, and installation materials, with all personnel performing equipment programming or installation certified by the manufacturer. All programming involving the AMX Extron control system must be coordinated with and approved by the Government Project Manager at least two weeks prior to on-site work. The contractor must also provide industry-standard functional diagrams upon project completion and design the system with scalable architecture to support future expansion capabilities.

Statement of Work (SOW) For

Classified and Unclassified Video Teleconference (VTC) Equipment Install For The

56 FW Intel Conference Room Bldg. 810 South.

(Updated 2 September 2026)

Purpose: Requirements to add an AF7 VTC and Lv5 systems to our facility (which currently does not exist anywhere else on base) and our current setup isn’t viable to accommodate the additional systems. Due to expanding training and the changing world events, these systems are required for preparing our warfighters for the future conflicts we are facing.

At the time of the original install, there were only four classification levels on Luke AFB to conduct pilot training. The system that was installed could handle those systems and a TS/SCI VTC. We are maxed out on available equipment ports and would not be able to expand in the future. To remedy this situation, we need a solution that would allow us to at least double our current capacity.

Requirements: The 56 FW requires a program level AF7 VTC and Level 5 systems to conduct operations at the required classification levels. The 56 FW also requires a system with the equipment and ports that can support expansion for future requirements, such as additional classification systems or networks.

Introduction: The Intel Secure VTC Studio supports the mission of the 56th FW, which is to train the world’s greatest fighter pilots and combat-ready Airmen. The 56th FW Intel Flight provides outstanding support to the 56 FW flying ops & pilot training. All equipment that is referenced is used for secure and non-secure video teleconferencing. It requires extra expertise, higher clearance for support workers. The new system must be fully integrated with Government provided/existing materials/equipment. Network configuration must meet requirement to pass inspection by Certified TEMPEST Technical Authority (CTTA) and the STIG (Video Services Policy STIG, Version 1, Release 8, 22 January 2016).

General: The contractor shall furnish all labor, tools, supplies, repair parts, filters, installation tools, cabling, and connectors, etc., to perform a timely and effective system.

Personnel: Employees performing equipment programming or installation functions must be certified by the manufacturer to perform such functions. Contractor shall make available to the Contracting Officer (CO) the status of any or all installation (s), repairs (s) and/or maintenance work progress upon request.

Specific Tasks

1. Site Survey- Due to the complexity of the existing system and the requirement to integrate new equipment, it is highly recommended that the contractor perform a site survey prior to submitting a bid proposal. A Site survey will be scheduled for either 2 September 2026. If you are interested in attending, please contact Greg McDonald at gregory.mcdonald.15@us.af.mil by 1 September 2026.

2. Facility Information and Period of Performance- The place of performance shall be at the 56 FW Intel, 14053 W. Shooting Star St, Bldg 810 South, Room 002 – Luke AFB, AZ 85309. The system install shall be in room 002. Normal hours of operation are 07:30AM to 16:30PM, Monday through Friday, excluding federal holidays. The contract work must be completed within 45 calendar days from the date of award. Further, the conference room may only be in an "Inoperable Condition" for no longer than five (5) consecutive business days. “Inoperable condition" means that the conference room and the associated equipment has no substantial potential use consistent with the usual function and includes having a missing or defective part that is necessary for normal operation of the systems. The period may be extended if the CO, Government Project Manager, and/or Government Technical Representative agrees.
