About this file
This is a Questions and Answers (Q&A) document for a federal contract recompete. The solicitation concerns a recompete for contract FA488722P0002, originally awarded to Idemma, for Catholic Music Director services at a military chapel facility.
The Catholic Music Director role is currently performed by a paid sub-contractor, and the new awardee will have the discretion to fill the position with new personnel or continue with the incumbent if there is mutual interest. The Government will accept proposals where services are performed by a qualified subcontractor under a prime contractor with full responsibility for contract performance, which reflects the current operational structure. The contract encompasses approximately 150 annual events including weekly rehearsals, worship services, funerals, memorial services, weddings, Holy Days of Obligation, and special liturgies, plus four annual meetings. Scheduling will be coordinated with Chapel Staff as detailed in Paragraph 7 of the Performance Work Statement. The Government provides all required resources including music licensing subscriptions (OneLicense, CCLI, GIA, Breaking Bread), music library, presentation software, A/V equipment, and other necessary materials. For arranged and scored music, existing published arrangements generally satisfy requirements rather than original compositions. Any transition period between the incumbent contractor and new awardee will be negotiated between those parties.
