About this file
This is a Standard Form 30 (SF 30) amendment to solicitation FA488726Q0008, issued by the U.S. Air Force 56th Contracting Squadron at Luke Air Force Base, Arizona. The amendment is effective January 21, 2026, and was issued to modify the evaluation criteria for the solicitation. The amendment does not extend the offer receipt deadline.
The primary purpose of this amendment is to remove past performance from the evaluation criteria under Federal Acquisition Regulation (FAR) clause 52.212-2, Evaluation-Commercial Products and Commercial Services. The revised evaluation methodology establishes two evaluation factors: (1) Technical Acceptability, scored on a 1-10 scale based on the proposal's conformance to performance work statement specifications and the proposed layout meeting the 2026 air show needs; and (2) Price, with contract award to be made to the technically acceptable contractor (minimum score of 5) with a Green or better Supplier Performance Risk System (SPRS) rating and the lowest Total Evaluated Price (TEP). The evaluation process consists of two steps: proposals are submitted for technical evaluation, followed by award to the lowest TEP among technically acceptable offers. The government reserves the right to evaluate option pricing and conduct tradeoff analysis among technically acceptable proposals.

SUMMARY OF CHANGES
Evaluation Factors for Award
Additional Regulation or Supplemental Clauses Incorporated by Full Text
The following Clause modifications were made:
52.212-2 Evaluation-Commercial Products and Commercial Services. Nov 2021 hereby reads as follows:
Evaluation-Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Contract award will be made to the contractor found technically acceptable with a Green or better Supplier Performance Risk System(SPRS) rating with the lowest price. Technical rating will not be an evaluation factor but rather it will first be determined whether or not the contractor meets technical acceptability and then the proposal will be evaluated based on the evaluation factor; price. The government will conduct a tradeoff analysis of the price factors of technically acceptable proposals.
The following factors shall be used to evaluate offers:
1) Technical Acceptability
2) Price
1) Technical acceptance is based on the proposal conforming to the overall specifications set forth in the performance work statement. The contractor should indicate that their proposal meets all specifications. The requiring activity will determine technical acceptability based on the proposed layout meeting the needs of the 2026 air show. The proposals will receive a technical acceptability score between 1-10.
2) Price - Contract award will be made to the contractor found technically acceptable with a score of 5 or better for technical acceptability, with a Green or better SPRS rating, with the lowest Total Evaluated Price (TEP). An offeror's Total Evaluated Price (TEP) will be determined by the sum of all separately priced CLINS as presented in Supplies/services section. If a separate CLIN and a TEP (as applicable) are not included, or are not clearly stated, miscalculated and/or understandable, the offer will be rejected as non-responsive.
Evaluation Process:
Step 1: Proposals received and sent for technical evaluation.
Step 2: Award to lowest TEP.
(b) . The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Options Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
