About this file

This is a Determination and Findings (D&F) document authorizing a single-source acquisition for borescope tools and attachments. The Department of the Air Force, 56th Fighter Wing at Luke Air Force Base, issued this D&F on September 19, 2026, under Purchase Request Number F2U2006252A001 for Contracting Activity FA4887. The total estimated contract value is $38,412.00, which falls below the Simplified Acquisition Threshold and will be procured as a commercial item under RFO Part 12 procedures.

The sole source vendor is Evident Wabtec Inspection Technologies Inc., selected based on exclusive licensing and distribution rights. Market research was conducted from August 3 to September 11, 2026, which initially identified a GSA contract holder through an MAS survey. However, due to unforeseen circumstances, the planned purchase through the vendor's expanded use governmentwide purchase card did not proceed, and that vendor subsequently filed for bankruptcy. The only remaining viable alternative to fulfill the requirement is direct acquisition from the manufacturer, a large business. The Contracting Officer determined that initiating a new competitive solicitation would yield no competitive quotes and would extend procurement timelines, risking critical maintenance delays that could impact sortie production. The Contracting Officer will determine price fairness and reasonableness per RFO 12.204(a) prior to award. The D&F was signed by Contracting Officer JIRAH P. LACKINGS, TSgt, USAF, and applies only to this individual contract action with no expiration date.

DEPARTMENT OF THE AIR FORCE

56TH FIGHTER WING (ACC)

LUKE AIR FORCE BASE AZ 85309-1629

CUI

19 September 2026

MEMORANDUM FOR RECORD

FROM: 56 CONS/PKA

SUBJECT: Determination and Findings

1. Identification of Agency and Contracting Activity

a. Agency: Department of the Air Force – US Air Force

b. Contracting Activity: FA4887

c. Purchase Request Number: F2U2006252A001

2. Nature and Description of the Action Being Approved

a. This Determination and Findings (D&F) authorize the solicitation from a single source, Evident Wabtec Inspection Technologies Inc., for the acquisition of Borescope tools and attachments. The total estimated value of this Acquisition is $38,412.00 which is below the Simplified Acquisition Threshold (SAT). This action will be conducted using the procedures set forth in Revolutionary FAR Overhaul (RFO) Part 12, Acquisition of Commercial Products and Commercial Services.

3. Citation of Applicable Statutory and Regulatory Authority

a. The authority for this action is RFO 12.102(a), which permits soliciting a single source for commercial acquisitions at or below the Simplified Acquisition Threshold when the Contracting Officer determines that only one source is reasonably available.

4. Findings

a. Exclusive Licensing/Distribution

(1) The product manufacturer is the only readily available source capable of furnishing the required commercial item. Initiating a new competitive solicitation would not yield any competitive quotes, as the manufacturer is the only source left that can fulfil the requirement.

This would also extend the procurement timeline, risking maintenance delays that could ultimately impact sortie production. Under RFO 12.102, award directly to the manufacturer is the only reasonably available course of action to secure the product and avoid critical mission failure. Prior to award, the Contracting Officer will determine the price fair and reasonable in accordance with RFO 12.204(a).

CUI

(2) Market Research was conducted on August 3, 2026 – September 11, 2026

(3) To satisfy the requirements in RFO 10.101(f)(1), GSA contract holders were initially surveyed to gauge their capability of satisfying the requirement. Only one vendor held an MAS for this item, and it was decided that a purchase would be made from this vendor by way of expanded use governmentwide purchase card. Due to unforeseen circumstances, the purchase did not go through, and the vendor went on to file for bankruptcy because of unrelated factors. The only other available alternative would be to fulfil the requirement via the manufacturer; a large business.

5. Determination

a. Based on the findings detailed above, I hereby determine that the circumstances of this contract action make only one source reasonably available to satisfy the Government’s needs.

Therefore, a single-source acquisition under the authority of RFO 12.102(a) is justified and in the best interest of the Government.

6. Expiration Date

a. This is a D&F for an individual contract action; therefore, an expiration date is not applicable.
