02/29/2016
1. Question: How large is the area to be compacted?
a. Answer: For clarification, section 3.2.1 of the Statement of Work states: “The areas designated for the location of the tents will be graded and leveled prior to the beginning of the tent set up”. The fields designated for the tents will be graded, leveled, and mowed prior to the tents set-up. Very little site preparation should be required by the awardee of the tents contract.
2. Question: Are the tents being set up on dirt? Can stakes be driven in the ground for all tents?
a. Answer: Yes, the tents will be set up on graded/leveled dirt and the stakes can be driven in for all of the tents.
3. Question: What is the minimum and maximum height for fencing?
a. Answer: The fencing should be typical white crowd control fencing approximately 4 feet high. Please refer to CLIN 0010, which also requires fencing. The fencing should be standard throughout the CLINs.
4. Question: “CLIN 0009: If (1) 40x100 tent is sectioned into 4 sections with 4 different doors, do you need illuminated exit signs, fire extinguishers, and no smoking signs for each section?”
a. Answer: Yes. Each section will need their own safety requirements.
5. Question: What time can the team begin tearing down the tents on Sunday, April 3rd?
a. Answer: At approximately 1700 hours MST, the Air Show festivities will be coming to a close and the tent tear down can begin.
6. Question: Are there any special requirements for training or base entry procedures?
a. Answer: Yes, please refer to AFFARS 5352.242-9000. This contract clause will guide you to the general requirements for Air Force Installation access. However, please note that the local Security Forces squadron will vet any potential contractor trying to gain access to base. If the person(s) has any pending (i.e.
warrant) or past legal actions (i.e. convicted of a felony) that are against policy, the person(s) will be denied access.
b. After the contract is awarded, it will be essential for the awardee to gather two forms of ID (i.e. SS Card and Valid Driver’s License) of the employees trying to gain access to base. I will be submitting the Base Access Request Form as soon as possible to allow for any unforeseen circumstances.
7. Question: Does the project require prevailing wages?
a. Answer: Yes. The Service Contract Act will apply and the prevailing wages can be found at: www.wdol.gov .
