1. Introduction: This Statement of Work (SOW) sets forth basic requirements for Project NUEX 09-1448-7, Renovate B465 for Admin. This construction project will require performance at Luke Air Force Base, Arizona. This SOW implements Design Build as a viable process for fulfilling the 56th Fighter Wing, Luke AFB, AZ, design and construction requirements. This project will be a renovation of Building 465 for administrative support. The Contractor shall conduct meetings with Contracting and Civil Engineering. The existing infrastructure and work scope will require inspection to identify the extent of the current deficiencies. It must be acknowledged by the contractor that the work scope includes complete review of the facility and preliminary documents, validation of the preliminary work and standards referenced, and identification of deficiencies against present day standards for an Air Force and DOD building. The renovation will include, but is not limited to: replacing the HVAC system and associated ductwork and registers; repairing the roof; demolition of wall coverings, floor coverings, and ceiling grids; the relocation of light fixtures, mechanical diffusers, and fire protection devices; and the installation of new wall textures, ceiling grids, paint, floor coverings, and cove base.
History: Luke Air Force Base, Arizona is a training base for the Air Education and Training Command (AETC) and is part of the general defense preparedness system of the United States Armed Forces. Building 465 must be renovated to accommodate administrative support staff. This facility site is located in the central part of the developed area of the base near the intersection of Fighter Country Avenue and Mustang Street.
2. Purpose: This project will renovate Building 465 on Luke Air Force Base by procuring design services, material, and construction to upgrade the facility. Under this contract, the contractor may be tasked with validating construction price/cost and scheduling. During the construction phase, the contractor will complete project design and construction, and will deliver and warrant the facility. The objective of this project is to deliver complete and usable repairs to the existing facility, such that it supports the present day mission and meets present day standards.
3. Design-Build: Essentially, Design-Build (D-B) is intended to facilitate the contractor’s long-term understanding of the Air Force’s project requirements, and will allow for independent surveys of existing conditions, collaborative participation, and resolution of building concerns prior to the start of construction. Given the contractor’s envisioned level of involvement, the contractor will serve as both the Architect of Record for the completed project, as well as the Contractor of Record. The contractor shall manage and perform D-B construction work as defined in this contract, to include completion of working drawings, permitting, construction, construction management, scheduling, inspection and testing, maintaining construction facilities and temporary controls, environmental protection, quality control, construction quality control, and project closeout.
A. Concept Definition: During the concept definition (CD) effort, the contractor will utilize a professional consultant, herein after referred to as the CD A/E. The provider of CD services is responsible for the development of the CD products from the information included in this SOW. Specifically, the effort will result in documents that are the basis for the design and construction efforts under this contract. This effort necessarily includes development of a design basis (to include applicable codes, standards, and guidance) and outline specifications.
B. Planning and Programming: The CD A/E (consultant) will provide investigative services, actively participate in constructability reviews of planning/programming documents, and prepare or assist with the preparation of the planning/programming documents. The results will be incorporated into the documentation. The project/program specific requirements are specified herein, and include, but are not limited to, site investigation, hazardous material surveys, topographical surveys, traffic studies, base comprehensive compliance surveys, utilities locating and surveying, maintainability and constructability reviews, programmed amount validation, construction permitting, environmental permitting, value engineering, site study and selection, requirements document development, project management plan development, DD Form 1391 preparation, and other project and/or program planning/programming activities required to satisfy higher authority requirements.
C. Project Definition: The CD A/E (consultant) will provide investigative services, actively participate in constructability reviews of concept definition products, review and validate estimated project costs against the construction cost limitation (CCL), and assist in the preparation of proposal documents for the renovation. It is the intent of the Government to require the contractor to build on the results of these studies and investigative services as part of its cost, scope, and standards validation efforts and again during the design and construction phases of the project. The results of all surveys, investigations and constructability reviews may be incorporated into the project’s final definition documents at the discretion of the Government. The details in this regard will be developed with Luke Engineering personnel.
D. Concept Definition/Design: The project/program specific requirements are specified herein. The emphasis during the concept definition activities is ensuring the development of a product that clearly defines the project requirements in terms of either performance, appearance, criteria and/or specification with enough detail that the contractor can provide a quote with reasonable performance, cost (within the Construction Cost Limitation) and schedule risk. Greater emphasis shall be placed on maintainability, constructability, construction cost validation, and satisfaction of customer requirements and needs.
E. Technical Services: The contractor is the “Architect of Record” and, as such, will sign and seal all completed designs. The contractor is accountable for all aspects of the final design under Federal, State and applicable local laws. For reference purposes, a “completed design” within the process includes, (1) the design which is developed within the design and review process following Concept Definition and (2) as-built drawings accurately reflecting any modifications to (1) above. Drawing and final records, to include O&M manuals, will be in both AutoCAD and PDF formats, as finalized with personnel in Engineering at Luke Air Force Base.
F. Summary Status Reports: The contractor shall provide weekly and monthly progress reports for this contract. All information will be maintained in an electronic database (compatible with Microsoft Office Professional, current version) to facilitate summary retrievals. Reports will be acceptable in contractor format.
G. Quality Control (QC) Oversight: The contractor shall review, plan and/or develop QC procedures for this contract, and submit the Quality Control Plan within 15 calendar days after award under this contract for government approval.
H. Hazardous Materials: Materials survey may include destructive testing as necessary to ensure adequate investigation for hazardous materials. Base Environmental personnel and standards will be consulted for approval in this regard. The contractor is also required to provide monthly reports to the base HAZMAT flight tracking the quantity of materials brought onto or removed from LAFB for any materials requiring an MSDS form.
I. Working Drawings, Construction, and Delivery & Warranty: Design completion, construction, and the delivery and warranting of the project/facility are requirements of this contract. The contractor is required to proceed with the results of studies and investigations conducted during the investigatory Phase.
J. Design: Prior to beginning onsite construction, the contractor will initiate the Construction Phase by completing project working drawings and the various plans and schedules, including a construction schedule, using PERT, CPM, or NAS scheduling tools, and obtaining submittal approvals and permits. Working drawings and specifications shall comply with codes, laws and the RFP. The working drawings shall be submitted for review, as directed in this statement of work. The contractor shall be responsible for implementation, coordination, and execution of all regulatory reviews, ensure technical adequacy of the final design, and provide quality control of all phases of the contract. Further details regarding design requirements will be provided by the 56 CES/CEPM project manager.
K. Construction: Upon the approval of the Contracting Officer, the contractor may commence onsite construction activities.
