About this file
This is a Single Source Justification document for a simplified acquisition by the U.S. Air Force to procure five Wing Inflatable P4.7 Combat Rubber Raiding Craft (CRRC) systems for the 414th Combat Training Squadron, Detachment 1. The requirement is to replace existing Wing P4.7 CRRCs currently utilized in support of Pararescue maritime operations. The CRRC systems support waterborne infiltration, surface movement, open-water recovery, underwater search and recovery, maritime mission execution, combat dive operations, personnel recovery, and waterborne rescue operations.
The justification for single-source procurement from Wing Inflatables is based on the following rationale: existing unit personnel have completed specialized training on the Wing CRRC platform and maintain expertise in replacement parts, repair kits, and maintenance procedures specific to this system; acquisition of an alternate manufacturer's platform would necessitate Government establishment of separate sustainment processes, additional repair parts inventories, operator and maintainer training, and increased life cycle support costs; the requirement specifically mandates replacement of existing systems to maintain fleet standardization and operational readiness; and continuation with the Wing platform minimizes unnecessary duplication of logistics, maintenance, and training costs. Market research was conducted per FAR Part 10 and determined that while multiple commercial manufacturers may produce inflatable craft with similar capabilities, the Government's minimum need extends beyond general inflatable craft functionality to include established operational infrastructure specific to the Wing system. The contracting officer, Micky L. Hallman (GS-13, DAF), determined on June 15, 2026, that only a single source is reasonably available under FAR 13.106-1(b)(1).
