About this file

This is a Single Source Justification for a Simplified Acquisition submitted by the Air Force (355 CONS/PKP contracting activity) on April 15, 2026. The 414th Combat Training Squadron, Detachment 1, requires five (5) Wing Inflatables P4.7 Combat Rubber Raiding Craft (CRRC) systems to replace existing Wing P4.7 CRRCs currently in use. The estimated contract cost is $143,140.95. The CRRCs support critical Pararescue maritime operations including waterborne infiltration, surface movement, open-water recovery, underwater search and recovery, maritime mission execution, combat dive operations, personnel recovery, and waterborne rescue operations.

The contracting officer, Micky L. Hallman (GS-13, DAF), has determined that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1). The justification is based on the requiring activity's existing fleet standardization with the Wing P4.7 platform, established training and maintenance infrastructure, existing personnel proficiency, and maintenance procedures specific to the Wing system. While market research identified multiple commercial manufacturers capable of producing similar inflatable craft, acquisition of an alternate platform would necessitate separate sustainment processes, duplicate repair parts inventories, additional training, revised maintenance procedures, and increased life cycle costs. Competition will be sought among authorized distributors and resellers of the Wing Inflatables P4.7 CRRC system. The Government commits to continued market research and evaluation of alternative platforms in future procurements to identify opportunities for reducing single-source requirements.

CONTROLLED UNCLASSIFIED INFORMATION

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 355 CONS/PKP

Project/Program Name: 414th Det 1 CRRCs

Purchase Request / Local ID Number: F3G5BA6119AG01

Estimated Contract Cost (including Options): $143,140.95

Section B: Description of the Supplies/Services Required

The 414th Combat Training Squadron (CTS), Detachment 1, requires five (5) Wing Inflatables P4.7 Combat Rubber Raiding Craft (CRRC) systems (Brand Name Only) to replace existing Wing P4.7 CRRCs currently utilized in support of Pararescue maritime operations. The CRRCs support waterborne infiltration, surface movement, open-water recovery, underwater search and recovery, maritime mission execution, combat dive operations, personnel recovery, and waterborne rescue operations.

Combat Rubber Raiding Craft systems are required to support Pararescue maritime insertion, combat dive support, personnel recovery, and waterborne rescue operations. Air Force guidance recognizes CRRC bundles as approved airdrop loads and establishes operational criteria for their employment. The CRRC provides the required deployable maritime platform for post-airdrop maritime maneuver, survivor recovery, and combat rescue operations. The required systems will replace aging Wing P4.7 CRRCs currently assigned to the requiring activity while maintaining fleet standardization and operational readiness.

Section C: Justification for Soliciting from a Single Source or Brand Name

The requiring activity currently operates Wing P4.7 Combat Rubber Raiding Craft systems and this requirement is intended to replace existing Wing P4.7 CRRCs assigned to the unit. Existing unit personnel have completed training on the Wing CRRC platform and the requiring activity maintains replacement parts, repair kits, specialized tools, maintenance procedures, and operational support infrastructure specific to the Wing P4.7 system. Existing Wing P4.7 CRRCs are currently employed in support of Pararescue maritime training and personnel recovery operations. Existing unit inventory records confirm the requiring activity currently possesses Wing P4.7 CRRC systems.

Although other manufacturers may produce inflatable craft capable of performing similar missions, procurement of an alternate platform would require the Government to establish separate sustainment processes, maintain additional repair parts inventories, procure manufacturer-specific repair kits and tools, revise maintenance procedures, and provide additional operator and maintainer training. Acquisition of a different manufacturer's CRRC would also reduce fleet standardization and create unnecessary duplication of logistics, maintenance, and life cycle support costs.

Replacement of the existing Wing P4.7 fleet with the same platform maintains interoperability, fleet commonality, operator proficiency, maintenance efficiency, and logistics support while minimizing life cycle costs to the Government. Therefore, the Wing Inflatables P4.7 CRRC is the only brand that will satisfy the Government's minimum needs without substantial duplication of cost and unacceptable disruption to established operations.

Section D: Efforts to Obtain Competition

Market research was conducted in accordance with RFO Part 10 to identify potential sources capable of fulfilling this requirement. Research included a review of commercially available Combat Rubber Raiding Craft systems, existing unit inventory, mission requirements, and sustainment considerations. Market research determined that multiple commercial manufacturers may be capable of producing inflatable craft with similar mission capabilities; however, the Government's minimum need is not simply an inflatable craft capable of performing maritime operations.

The requiring activity currently operates a fleet of Wing P4.7 CRRCs and has established training, maintenance, logistics, and

Existing personnel have completed training on the Wing CRRC system and the unit currently maintains replacement parts, repair kits, specialized tools, and maintenance procedures supporting the existing fleet. Because this requirement is intended to replace existing Wing P4.7 CRRCs, acquisition of an alternate manufacturer's platform would result in additional training requirements, separate maintenance procedures, separate repair parts inventories, and increased sustainment costs.

Competition will be sought among authorized distributors, resellers, and sources capable of providing the required Wing Inflatables P4.7 Combat Rubber Raiding Craft system (Brand Name Only).

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Government will continue to conduct market research prior to future procurements to identify emerging technologies, alternative manufacturers, and commercially available solutions capable of satisfying mission requirements. Future acquisitions will evaluate whether operational, training, maintenance, and sustainment requirements continue to necessitate standardization with the Wing P4.7 platform.

Should future mission requirements permit transition to a different platform without creating unnecessary duplication of training, logistics, maintenance, and life cycle support costs, the Government will consider acquisition strategies that promote greater competition. Continued market research will ensure the Government remains informed of available commercial alternatives and acquisition approaches that may reduce reliance on brand name requirements in future procurements.
