About this file

This document is a Salient Characteristics specification for a Dormitory Key Control System solicitation for the 355 Civil Engineer Squadron/Civil Engineer Infrastructure and Housing Division (355 CES/CEIHD), with delivery FOB Destination.

The government requires a PC-based key control system capable of managing 2,500 keys within a floor-standing, wheeled cabinet configuration not exceeding 8 feet long by 6 feet high by 3 feet wide. The system must include a 22" to 32" color touchscreen with fingerprint scanner capability and lockable, stackable steel drawers, with each drawer holding a minimum of 240 QR-coded key tags. Core functionality includes issuing keys to residents for specified stay periods, distinguishing between issued and standby keys (for lost key replacement), automatic activity recording, and access restriction to authorized managers only via fingerprint or password authentication. The system must operate stand-alone without requiring constant internet connectivity, run on licensed Microsoft Windows 11, support multiple login methods (username/password, biometric fingerprint readers, magnetic/barcode readers, TWIC cards, CAC cards), and include clear, illuminated key tags with QR code identification. Additional capabilities required include mobile application functionality for field key transfers, maintenance and work order tracking, vehicle mileage monitoring, post-power outage diagnostics, secure data backup stored locally on CDRW or network drives (not cloud-based), API integration with secure file transfer protocols (FTPES and SFTP), and on-demand reporting with email or text distribution. The supplier must provide complete installation, training with company employees, and 24/7/365 support and maintenance under an approved support agreement. System refurbishment with acceptable replacement parts and added cabinets to reduce cost is an acceptable alternative.
