Summary

This is a Single Source Justification (Simplified Acquisition) document dated April 2021 for the 355 EMS SPYDERCRANE program under contracting activity 355 CONS PKP. The requirement is for procurement of a compact lifting system branded as a SPYDERCRANE URW375C4UMRS or equivalent (BNoE), along with a compatible hydraulic tilt-deck trailer for use in HC-130J hangar maintenance operations.

The equipment must meet 30 critical performance and operational specifications to safely operate within confined hangar environments, including: maximum width of 5 feet (60 inches), minimum lifting capacity of 6,000 lbs (2.9 tons), maximum lifting height of 45-50 feet, horizontal outreach of minimum 40+ feet, 360-degree continuous rotation capability, independent multi-position outrigger system with variable-angle deployment, maximum machine weight of approximately 10,000 lbs, dual power capability (diesel and electric), remote-control operation, load monitoring systems, and rapid setup with minimal assembly. The trailer must feature hydraulic self-loading/unloading capability, integrated securement points, and compatibility with standard 3/4-ton or larger tow vehicles. The contracting officer determined on 23 April 2026 that single source procurement is reasonably justified based on operational constraints specific to HC-130J maintenance in confined spaces. The Government committed to pursuing future competition through ongoing market research, performance-based specification refinement, RFI engagement, and periodic reassessment of salience characteristics.
