About this file

This is a Single Source Justification (Simplified Acquisition) document for a federal procurement conducted under Contracting Activity 355 CONS PKP for Project 355 EMS SPYDERCRANE.

The procurement seeks a compact lifting system equivalent to or the SPYDERCRANE URW375C4UMRS, including a compatible hydraulic tilt-deck trailer for use in HC-130J hangar maintenance operations. The equipment must operate within confined hangar environments and safely remove and install aircraft components in hard-to-reach areas. The specified system must meet 26 detailed minimum salient characteristics, including: maximum width of approximately 5 feet (60 inches), minimum lifting capacity of 6,000 lbs, maximum height of 45-50 feet, minimum 40+ feet horizontal outreach, multi-stage boom extension with at least 4-5 sections, 360-degree continuous rotation, independent multi-position outrigger system with variable-angle and variable-length deployment, maximum machine weight of approximately 10,000 lbs, dual power capability (diesel and electric), remote-control operation, integrated load moment indicator, emergency stop functionality, stability and load monitoring systems, rapid setup capability, and a compatible trailer system with hydraulic tilt-deck loading capability and self-loading/unloading features without external ramps. Vendors may propose equivalent products but must demonstrate that offerings meet all specified salient characteristics; failure to meet any required characteristic renders the offer technically unacceptable. The Contracting Officer determined on April 23, 2026, that only a single source is reasonably available under FAR 13.106-1(b)(1). The Government intends to pursue ongoing market research, refine performance-based specifications, conduct Requests for Information, and expand the vendor pool to increase competition in future acquisitions.
