About this file

This document is a Questions and Answers (Q&A) log for federal contract solicitation FA487726QA042 titled "355 CMS Power Receptacles." The Q&A addresses technical clarifications submitted by contractors between February 23-24, 2026, with responses closed by February 25, 2026.

Key technical clarifications include: confirmation that a 3P60 breaker can replace an existing 3P20 breaker for a second disconnect and receptacle with coordination from the Electric Shop; approval to leave the existing 3-phase 30-amp 480-volt disconnect in place; clarification that time delay relays are not required, but components must be intrinsically safe (IS) rated for Hazardous Location Class I, Divisions 1 and 2, Groups B, C, D; Class II, Divisions 1 and 2, Groups F, G; and Class III, Divisions 1 and 2 due to a 50-foot ignition source restriction; confirmation that existing 60-amp circuit wiring can be reused depending on receptacle connection; and direction that the existing 60-amp 240-volt disconnect should be replaced with a heavy-duty type per base standards. Additional clarifications address breaker panel capacity constraints, removal scope limited to the old 240-volt panel only (not the 600-volt panel), and elimination of delayed-action contact requirements in favor of standard 4-pin intrinsically safe plugs and receptacles. The responses indicate coordination with the CE (Civil Engineering) Electric Shop is required for all circuit breaker requests.

Title 355 CMS Power Receptacles

RFI No. RFI Response Date Returned to CONS

Date RFI Closed Comments

RFI - 0001

On panelboard “A” circuits #38,40,42 is feeding the 30-amp 3 phase disconnect for AH4. The secondary has been removed, is it possible to remove and replace the existing 3P20 breaker and install a 3P60 breaker for the second disconnect and receptacle needed.

I spoke with SSgt Looney from Electric Shop at CE and he said it will be available to do so but to coordinate with them for all circiut breaker requests.

RFI - 0002 Confirm to leave the existing 3 phase 30-amp 480 volt disconnect in the same location without removing the raceway and disconnect.

RFI - 0003 Is a time delay relay and contactor required for this system, due to have a means of disconnecting in site of the equipment being used?

The time delay is not required per the T.O. we can use the regular 4 pin it just needs to be Intrinsically safe (IS) with the Hazardous Location Specification Class I, Div 1 and 2, Group B, C, D; Class II, Div 1 and 2, Group F, G; Class III, Div 1 and 2 must be used

RFI - 0004

The part number for the Appleton plug doesn’t have the 2 extra pins that the other contractor was saying. The part number is only a 4-wire plug and receptacle for this type. Here what I found:

The time delay is not required per the T.O. we can use the regular 4 pin it just needs to be Intrinsically safe (IS) with the Hazardous Location Specification Class I, Div 1 and 2, Group B, C, D; Class II, Div 1 and 2, Group F, G; Class III, Div 1 and 2 must be used

RFI - 0005

Will the existing 60amp circuit wire that exists now to the (1) receptacle that needs to be replaced be required to be replaced with new wire or can it remain as is for re-use?

That would depend on the receptacle connection and base CE. We are fine with either one.

RFI - 0006

1.3 of the SOW asks for delayed action contacts and interconnection control wiring receptacle units be provided. These are extremely expensive and are not what is in use currently at the facility. Will these be required or will a heavy duty outdoor rated fused disconnect with compatible correct plug mounted beneath it work for what is needed?

The time delay is not required per the T.O. we can use the regular 4 pin it just needs to be Intrinsically safe (IS) with the Hazardous Location Specification Class I, Div 1 and 2, Group B, C, D; Class II, Div 1 and 2, Group F, G; Class III, Div 1 and 2 must be used

2/24/2026 2/25/2026

RFI - 0007

The existing 60amp, 240volt disconnect that is in use for the current broken plug is not of “heavy duty type” required by DM. Should it be replaced with heavy duty type or re-used for one of the new receptacles?

It should be replaced due to the base standard requirements. 2/24/2026 2/25/2026

RFI - 0008

Breaker Panel “A” is where the receptacle circuit that exists now derives from.

There is no breaker space left in the panel currently unless a currently turned off breaker is removed that says it feed “AH4” which is a disconnect beside the panel That has no load wiring connected to it. Is it ok to utilize this breakers spot for the new 60 amp circuit required for the second receptacle?

I spoke with SSgt Looney from Electric Shop at CE and he said it will be available to do so but to coordinate with them for all circiut breaker requests.

RFI - 0009

Item 1.2 states the contractor shall remove the damaged and improper connections. Please provide detailed pictures of all components that need to be removed or replaced.

this was in reference to the 600 VAC panel and the old 240 panel both being removed. Now that we are leaving the 600 panel alone, it just needs to be written as the removal of the old 240 that is not working and being replaced. (SEE PICTURE

RFI - 0010

Item 1.3 states to install receptacles rated for hazardous location, Class 1 Group C with a delayed action contacts to ensure safe interconnection and connect to existing General Duty Safety Switches. The interconnection contacts require an electrical contactor to provide the requested delay.

a. Are there currently provisions in place for this action?

b. A General Duty Safety Switch is not rated for a hazardous location. Is the area classified as a Class 1 Group C location?

The time delay is not required per the T.O. we can use the regular 4 pin it just needs to be Intrinsically safe (IS) with the Hazardous Location Specification Class I, Div 1 and 2, Group B, C, D; Class II, Div 1 and 2, Group F, G; Class III, Div 1 and 2 must be used because there is a 50 foot restriction for any ignition source.
