About this file
This is a Questions and Answers document addressing clarifications for a Hanger Fall Protection federal contract opportunity.
The document addresses three key inquiries from potential contractors regarding fall protection equipment and systems for Hangar 129. First, regarding structural capacity, the Government clarified that structural load ratings and blueprints for the hangar's overhead I-beams are not currently available, though contractors must ensure compliance with OSHA 29 CFR 1926.502's 5,000 lbs. (22.2 kN) point-load requirement for fall arrest anchorages. Second, in response to questions about fall clearance requirements, the Government specified that the approximate distance from the top of aircraft to ground when aircraft are lifted on jacks is 20 feet, which contractors must use to ensure the 18 fall arrestors provide adequate deceleration distance for maintenance personnel working on top of aircraft. Third, the Government declined to consider horizontal safety lifeline systems as an alternative solution, directing contractors to maintain the original design specifications of 18 individual I-beam clamps and fall arrestors as described in the Performance Work Statement.

Questions and Answers: Hanger Fall Protection
1. Structural Load Rating and Plans Could the Government provide the structural plans or blueprints for Hangar 129? Specifically, we need to confirm if the existing overhead I-beams are currently rated to support the 5,000 lbs. (22.2 kN) point-load requirement mandated by OSHA 29 CFR 1926.502 for fall arrest anchorages.
The structural load rating is not available at this time.
2. Fall Clearance and Aircraft Profile the PWS specifies that restraints are for maintenance "on top of the aircraft". Since fall clearance requirements change significantly based on whether personnel are working on the fuselage or the wings, could you provide the maximum height of the aircraft typically serviced in Hangar 129? This data is critical to ensuring the 18 fall arrestors provide adequate deceleration distance before a technician would impact the aircraft or hangar floor. 20’ is the approximate distance from the top of aircraft to the ground when we are working with the aircraft lifted on jacks.
3. Alternative Solutions (Horizontal Lifelines) The current equipment list specifies 18 individual I-beam clamps and fall arrestors. Would the Government consider a horizontal safety lifeline system as an alternative? A lifeline system might offer greater lateral mobility for technicians working across the wingspan compared to fixed point-load clamps, while still meeting all safety policies. Please keep the original 18 individual I-beam clamps and fall arrestors designs described in the PWS.
