About this file

This document is a Questions and Answers (Q&A) file for a carpet replacement project for the 612 ACOMS (Aerospace Communications) mission, solicitation number FA487725QA505. The project involves replacing carpet and base cove in multiple rooms (128, 129, and 130), with an anticipated start date of mid-to-late August after the award date. Vendors are required to use FLEXCO 4" base cove in Black Dahlia (model 40CW1P001), with approximately 60 pieces of 48" base cove available on-site, and will need to provide their own adhesive for installation.

Key details include specialized furniture moving requirements involving office cubicle furniture, which will need expert disassembly and reassembly. The subfloor is described as being in good operating condition. The solicitation specifies rubber flooring that aligns with the 612 ACOMS mission design requirements, and vendors are expected to adhere strictly to the specification without proposing alternative flooring options. No cost estimate or budget was provided in the document, and vendors are expected to prepare proposals based on the detailed specifications and site measurements included in the attached floor plans.

Questions and answers for vendors (612 AOC Carpet FA487725QA505)

Q1: Is there a cost estimate, budget or ballpark figure for the project listed?

A1: We cannot give out any cost estimate, budget, or ballpark.

Q2: Is there an actual start date for the project?

A2: No actual start date, however, we do anticipate starting shortly after the award date.

Anticipated start date would be mid-late August (15-30 August).

Q3: Linear footage (LF) of the cover base?

A3: Please see attached linear footage measurements to this PDF.

Q4: What existing furniture is in the areas to be refloored? How much? What furniture is anticipated to be assembled/disassembled and/or moved? Is there a designated site within the building the furniture can be moved to or assembled/disassembled on a temporary basis? This question goes directly to appropriate staffing for labor.

A4: The spaces contain standard office cubicle furniture. Vendors should be aware that moving this furniture typically requires specialized expertise for safe disassembly, transport, and reassembly. While the specific method for moving furniture is at the discretion of the flooring vendor based on their experience, recent installations have required lifting cubicle furniture. Existing non-cubicle furniture and room items will be relocated by designated personnel.

Q5: What is the last known condition of the subfloor? When has the subfloor been inspected, if ever? Are there any documents available regarding the condition of the subfloor?

A5: The existing flooring in these spaces is typical for a professional office environment and has historically performed adequately and are in good operating condition.

Q6: There is verbiage in this paragraph that the contractor will be replacing carpet and base cove using carpet and base cove on hand. What is the make and model of carpet and base cove on hand? How many square/linear feet does the site have in inventory? Does this carpet and base cove on hand require adhesive for installation?

A6: FLEXCO 4" base cove in Black Dahlia (model number 40CW1P001) will be installed as part of this project. Please be advised that this particular model is non-adhesive, and therefore the selected vendor is responsible for providing and applying appropriate base cove adhesive for secure and lasting installation. Approximately 60 pieces of this base cove, measuring 48" each, are available on-site. This material was previously sourced through a standard retail supplier.

Q7: There is no foundation that rubber tiles of any make or model will minimize static build-

up. There are other flooring options, such as dissipative tiles and other such flooring options that may meet the expectations and demands better. Is the DoAF willing to consider other options in this matter or is the RFQ restricted to only rubber flooring as articulated in the RFQ?

A7: The specified rubber flooring aligns with the design requirements established to support the needs of the 612 ACOMS mission. Vendors are expected to provide proposals that adhere to this specification.
