About this file
This document is a Questions & Answers (Q&A) file for a Rotary Wing Airlift Support Services solicitation with ID FA487725QA479. The Q&A addresses critical details about the procurement, including clarifications on aircraft requirements and logistics. Key points include the government's expectation for vendors to provide two aircraft (1 large and 1 small rotary wing), with the ability to potentially award contracts to multiple companies depending on pricing and availability. The Rescue Squadron Community will determine training needs and airlift support services based on student attendance, with no definitive projection of the number of annual classes or exercises. Additional clarifications were provided regarding refueling distance limitations (35 nautical miles) and the addition of a CLIN for "idle days" on the Summary Pricing Sheet.

Based upon the needs of the Rescue Squadron Community, upgrade and pre-deployment training and its use of airlift support services is planned based on student attendance. At this time, there is no accurate method of determining exactly how many exercises will be conducted or if they will increase or decrease in amount of executions per year.
2. Ref 52.212-2 Evaluation- Commercial Products and Commercial Services
a. “In the event that no offerors provide a fair and reasonably priced quote for all four requested aircraft, 355 CONS reserves the right to award non, one, or more than one resultant IDIQ if determined to be the best interest of the government”

c. Is it the government’s intent to potentially contract more than one company to fulfill the PWS requirements?
d. If the contract is CWN, what are the penalties for non-availability
This section is a holdover from a previous airlift solicitation and will be corrected on the amended COMBO. Vendors will be expected to provide 2 aircraft, 1 Large and 1 Small rotary wing, not 4 aircraft.
3. Ref 1.3. Logistics and Refueling
a. Based on analysis of fuel availability, would it be possible to extend the refueling distance to outside 35 NM?
Negative, at this time there will be no change to the refueling distance.
