About this file
This document is an Attachment 5 – Questions and Answers for solicitation FA487725QA360 regarding paint booth maintenance and repair services for the 355th Equipment Maintenance Squadron at Davis-Monthan Air Force Base. The Q&A addresses five key topics including NAICS code classification, technician qualifications, filter replacement schedules, pricing references, and equipment provision requirements. Key details include a quarterly replacement schedule for Stage 1 Blanket Filters and annual replacements for Stage 2 Filters, Stage 3 Pocket Filters, and AMU/Supply Air Filters, with an intention to use Original Equipment Manufacturer (OEM) filters specified in the owner's manual. The document clarifies that while Global Finishing Systems recommends qualified personnel for equipment maintenance, there is no mandatory specialized certification required, and the contractor must provide all necessary tools and equipment for maintenance and emergency service visits.

Attachment 5 – Questions and Answers
Q1. Can this solicitation FA487725QA360 be changed to NAICS 332311 since it is very similar in scope to FA4877-25-Q-A304 to allow a broader size Small Business standard than the 811310 NAICS?
A1. No.
Q2. Due to the PLC and VFD programming requirement and Global Finishing owning master copies of the program, shouldn’t this work be performed only by a Global Finishing trained and authorized technician? If so, would we need to provide documentation from GFS(Global Finishing Systems) in our proposal that PM and repairs are to be performed by a GFS(Global Finishing Systems) authorized and trained technician, with the exception of regular filter changes? This would ensure that all Standard Maintenance Procedures are in accordance with the OEM Global Finishing Systems SMP.
A2. GFS recommends that only qualified personnel operate and maintain the equipment. The controller must be installed and serviced only by a trained, qualified service technician. GFS does not have a specialty certification that di erentiates their service technicians from other Paint Booth qualified service technicians.
It is encouraged, but it is not a requirement to possess Global Finishing Solutions authorized training documentation.
Q3. Will this be a yearly, one-time, complete filter changeout? If not, can you provide what the normal filter change schedule has been in the past and what you will expect during this contract? Inlet filter change frequency? Stage 1 Blanket filter change frequency? Stage 2 panel filter change frequency? Stage 3 bag filter change frequency? Should these filters be GFS and/or AJ Dralle manufacturing filters with traceability requirements to either manufacturer?
A3. Scheduled replacement of all 3-stage filters and inlet air filters:
o Stage 1 Blanket Filters Quarterly o Stage 2 Filters Annual o Stage 3 Pocket Filters Annual o AMU/ Supply Air Filters Annual
The intention is to utilize OEM filters called out in the owner’s manual.
Q4. Pricing for these parts will likely change over the time of the contract. Is this requirement for pricing just for reference and baseline purposes at this time since pricing will undoubtedly change over the life of the contract?
A4. Yes, the price list is for reference and baseline purposes.
Q5. Can the government provide Personnel lifts, forklifts, or ladders if required for the scheduled and emergency PM visits?
A5. The contractor will provide all tools and equipment to accomplish the job.
