About this file

This document is a Questions and Answers (Q&A) file for Solicitation FA487725QA253, a HUB-Zone set-aside procurement for a redundant fiber optic cable installation project between Buildings 88 and 306 at Davis-Monthan Air Force Base. The project involves installing a 2.7-mile fiber optic cable path with 72 strands, requiring single-mode fiber (OS2) in innerduct, terminating with 72-port fiber patch panels at each end. Key technical specifications include using 4-inch conduits, preferring directional boring over trenching, and installing tracer wire for detectability.

The solicitation is structured as a firm-fixed price, one-time service with a target July 2025 start date. Offerors must submit quotes by April 3, 2025, after a mandatory site visit on March 26, 2025. The government will evaluate quotes based on technical capability, period of performance, and price reasonableness. Contractors will need Airfield Drivers Training, submit dig permits, and coordinate with the Civil Engineering squadron. The preferred fiber brand is CORNING/Altos, and LC pigtails are acceptable. Night work can be approved if needed, and work hours are flexible as long as they do not interfere with base operations.
